The SSSC’s Responsibilities
• Publish codes of practice for all social service workers and their employers.
• Register key groups of social service workers.
• Regulate the training and education of the workforce.
• Contribute to workforce planning, development of qualifications, and promotion of education and training.
Why Regulate?
• Strengthen and Support the professionalism of the Workforce.
• Protect those who use services.
• Raise standards of practice and in doing so…
• Raise public confidence in the workforce.
Registration Process
• Scottish Government sets down key groups.
• Workers are registered on the basis of their job function not their job title. – Job function relates to the work they do rather than
what they are called. – Performing a relevant role in a registered service.
• SSSC consults on key issues e.g. – Role function – what does a care at home worker do? – Qualifications – what knowledge, skills and values
does a worker need in order to do their job to the required standard?
• The qualifications set relate to a job function, not a job title.

Aims and scope of Consultation
1. Identify and agree on a functional description of the role of Worker in a Care at Home Service.
2. Identify and agree on a functional description of the role of Supervisor in a Care at Home Service
3. Identify and set the qualification requirements for registration of Workers and Supervisors within a Care at Home Service.
4. Agree a revised functional descriptor for supervisors of a housing support service and workers in a housing support service that is better aligned with the proposals for Care at Home.
Functions, Qualifications and Fitness to Practice
“ The SSSC will take account, in its consultation, of all the functions that workers and supervisors in care at home services carry out to ensure that the needs of people who use services and their family carers, are met effectively and consistently”.
Key questions:1. What do Care at Home workers do?2. At what level they do it e.g. worker / supervisor?3. Does the functional descriptor reflect the role?4. What knowledge, skills and values do workers
need to carry out these responsibilities?
Proposed Functional Descriptors within Care at Home Service
A Care at Home Service is a service which provides support in a person’s own home.
SupervisorA Supervisor is employed in providing and supervising the provision of direct care and support to a person within a care at home service
WorkerA Worker is employed in providing direct care and support to a person within a care at home service.
Providing direct care and support1. Personal relationship – communication skills2. Safe practice - Health and safety of self and others3. Reflective practice – consciously working to improve4. Care, protection and well being of others – value base and
codes of practice.
Supervising the provision of direct care and support1. Promote and develop care practice / care planning2. Ensure that others practice to required standards3. Proactively develop practice of self and others4. Ensure that operational decisions are implemented and
that the care and support provided meets service standards in the context of the codes of practice.
Qualifications - Criteria and Principles
Criteria• Assessment against occupational standards.• Designed to match a particular function.• Subject to a recognised and regulated form of
external verification.
Principles• Integrate observed, assessed practice and learning.• Recognised with a national framework e.g. SCQF.• Knowledge and value base consistent with Code of
Practice of social service workers.
Proposed Qualifications for Supervisor in Care at Home service
• S/NVQ Level 3 in Health and Social Care
• Any qualification in practice suitable for a supervisor in a care service with a minimum of 64 credits at SCQF level 7 or above that has been accepted by the SSSC for Supervisor category in a Housing Support Service or Adult Care Service.
• Any qualification in practice suitable for a supervisor in a care service with a minimum of 64 credits at SCQF level 7 or above that has been assessed by the SSSC as meeting the principles + criteria and is /can be mapped to the benchmark qualification for this category. (SVQ Level 3 H+SC)
Plus “An additional supervisory or management qualification containing supervision or management theory and practice suitable for a supervisor of a care service with a minimum of 15 credits at SCQF level 7 or above.”
Proposed Qualifications for Supervisor in Care at Home service
OR• Degree in Social Work or equivalent qualification
• A qualification meeting the registration requirements of the General Teaching Council, Nursing and Midwifery Council, General Medical Council or the following professional groups regulated by the Health Professions Council: Occupational Therapists Art, Music and Drama Therapists Physiotherapists Speech and Language Therapists Practitioner Psychologists
• Degree or Diploma in Community Education or equivalent, as recognised by the Standards Council for Community Learning and Development for Scotland Approvals Committee
Questions to consider:
• Does the proposed benchmark qualification demonstrate the required knowledge, skills and values?
• Can the qualification be mapped to the benchmark qualification?
• Is the qualification suitable for practice as a supervisor in a Care at Home service e.g. personal care / administration of medication / care planning etc?
• Does it have enough learning (64 credits) at the right level of complexity (SCQF level 7)?
• Is it accepted for supervisor category in Housing Support and, if so, would it also be suitable for a supervisor in a Care at Home service?
• Does it meet the principles and criteria?
• Does the proposed supervisory qualification match the function?
Proposed Qualifications for Worker in a Care at Home service

Registration of Workers in Care at Home and Housing Support Services
Process + Principles
• The same principles apply in this consultation as did in the consultation of managers.
• There needs to be a consistent approach to defining appropriate functional descriptors for both services.
• “In addition to identifying the qualifications that support fitness to practice, this consultation also seeks comments on the proposal to alter the existing descriptors for housing support supervisors and workers to align with the proposed descriptors for Care at Home”.
Manager - Housing SupportA manager is a worker who is responsible for the overall professional management of the direct provision, supervision, and quality assurance of care and support provided in a housing support service.
Manager - Care at Home A manager is a worker who is responsible for the overall professional management of the direct provision, supervision, and quality assurance of care and support provided in a care at home service.

Functional Descriptors within Housing Support Service : Supervisor
The current definition is: “Supervisors are defined as housing support workers who have responsibility for the supervision of other workers.” The proposed definition is: “A Supervisor is employed in providing and supervising the provision of direct care and support to a person within a housing support service”.
Functional Descriptors within Housing Support Service : Worker
The current definition of worker in Housing Support is:“Housing support workers are defined as workers who are employed in the provision of a housing support service as defined by section 2(27) of the Regulation of Care (Scotland) Act 2001. Workers deliver general advice, assistance, counselling and support to enable clients and tenants to move into and/or remain in their homes” The proposed definition is:“A Worker is employed in providing direct care and support to a person within a housing support service.
