During 2013-14, BE of total expenditureof16,65,297 crore and of Plan Expenditure at5,55,322 crore. 97,134 crore allocated for programmesrelating to women and 77,236 croreallocated for programmes relating to children. A sum of 110 crore to the Department ofDisablity Affairs for ADIP scheme 4. 37,330 crore allocated to the Ministry of Health &Family Welfare. 4,727 crore for medical education, training andresearch. 5,284 crore allocated to Ministries/Departmentsin 2013-14 for scholarships to studentsbelonging to SC, ST, OBC, Minorities. Mid Day Meal Scheme (MDM) to be provided `13,215 crore. Government committed to the creation ofNalanda University as a centre of educationalexcellence. 5. 15,260 crore allocated to Ministry of DrinkingWater and Sanitation. 1,400 crore provided for setting-up of waterpurification plants in 2000 arsenic and 12000fluoride-affected rural habitations. 6. Allocation of ` 80,194 crore in 2013-14 forMinistry of Rural Development marking anincrease of 46% over RE 2012-13. JNNURM ` 14,873 crore for JNNURM in BE 13-14(7,383) this a significant portion will be usedto support the purchase of up to 10,000buses, especially by the hill States. 7. In 2012-13, total food-grain production willbe over 250 million tonnes 27,049 crore allocated to Ministry ofAgriculture(22% increase RE) Green Revolution(1,000 crore)allocated in2013-14.(500 crore allocated to start a programme ofcrop diversification that would promotetechnological innovation and encouragefarmers to choose crop alternatives.) 8. Allocation for integrated watershedprogramme 5,387 crore(3050 RE) The Indian Institute of Agricultural Bio-technology will be established atRanchi,Jharkhand. 9. Infrastructure Debt Funds (IDF) to beencourged Infrastructure tax-free bond of 50,000 crorein 2013-14 3000 kms of road projects in Gujarat, MadhyaPradesh, Maharashtra, Rajasthan and UttarPradesh will be awarded in the first sixmonths of 2013-14. 10. Companies investing 100 crore or more in plantand machinery during the period 1.4.2013 to31.3.2015 will be entitled to deduct an investmentallowance of 15 per cent of the investment.Ports::::Two new major ports will be established inSagar, West Bengal and in Andhra Pradesh.Defence:::Allocation for Defence increased to 2,03,672 croreincluding 86,741 crore for capital expenditure. 11. A fund - Nirbhaya Fund to be setup withGovernment contribution of 1,000 crore. National Skill Development Corporation to setthe curriculum and standards for training indifferent skills. 1000 crore set apart for thisscheme. To the poor of India direct benefit transferscheme will be rolled out throughout thecountry(apka paisa aapke haath) 12. Cigarette18% excise duty increased on tobacco.High-end mobile phonesExcise duty on instruments priced above Rs 2,000 has beenraised to 6% but the concessional excise duty of one percent and has been kept unchanged in the case of low pricedphones.Leather goodsLeather and leather goods including footwear will be cheaper 13.
