Scheme for National Rollout of e-District Mission Mode Project For latest details of the e-District Project http://mit.gov.in/content/e-district 1 The E-District Mission Mode Project The e-District Project is one of the 27 Mission Mode Projects (MMP) under the National e-Governance Plan of Government of India for which the the nodal Department is the Department of Information Technology (DIT), Government of India. The e-District project will be implemented by the various State Governments. The e-District Project aims at electronic delivery of identified high volume citizen centric services, at the District and Sub-District level. However these services to be delivered under the e-District Project should not be part of any other MMP. The estimated total project cost for the nation-wide rollout of e-District MMP is Rs 1663.08 crore. The e-district Project envisages delivery of services to the Citizens through the Common Service Centres thus the Citizens will be able to access these services at their door step. Service delivery of the e-District services will be responsive , transparent and accountable. Two key aspects of the Scheme are Business Process Re- engineering (BPR) and creation of Common Databases based on e- Governance standards for the purposes of ensuring interoperability. 1 The E-District Mission Mode Project

The e-District Project is one of the 27 Mission Mode Projects (MMP) under the

National e-Governance Plan of Government of India for which the the nodal Department

The e-District Project aims at electronic delivery of identified high volume citizen

2 Services to delivered under the e-District Mission Mode Project

Under the e-District Project, a minimum of Five (5) service categories to a

maximum of ten (10) can be undertaken ( subject to these services not covered under

any other MMP). The various State Governments would be required to identify and notify

at least 20 services

Five service categories have been identified at the national level which shall be

taken up for implementation by all States which agree to participate in the e District MMP.

1. Issue of Certificates including birth, death, domicile, nationality, caste, marriage,

income, employment, etc.

2. Social Welfare Schemes – including social welfare pensions (old age, widow,

handicap, destitute), scholarships, etc.

3. Revenue Court services and Government dues and their recovery.

4. Ration Card related services.

5. RTI ( Right To Information ) services including redressal of grievances.

6. Optional Services - The States are allowed to include additional 5 categories of

citizen services (not covered under any other MMP). These services may include

those from domains of Certificates, Grievance, Education, Revenue, Marriage

Services, Health, Electoral services, Employment, Licenses, Police, Court Services,

Utility Services, Grants/ Loans , Social Welfare, Industries etc.

3 Benefits of e-District Project

The benefits accruing from the e-District project will be convenient and faster

delivery of the services to the citizen. Citizen will also be able to track the progress of his

service request. Further the various government offices at the district and sub district

level will get modernized and Government processes automated which will ultimately

empower the citizens.

4 Implementation of Pilot e-District Projects

E-District Pilot Projects have been implemented 41 Districts in 16 States namely

Punjab, Haryana, Uttar Pradesh, Bihar, Jharkhand, Madhya Pradesh, West Bengal,

Assam, Mizoram, Tamil Nadu, Kerala, Rajasthan, Maharashtra, Tamil Nadu and

Puducherry.

There have been many success stories in the E-District Pilot States namely Uttar

Pradesh where in the six districts where Pilots are under implementation over 30 Lakh

services have been delivered to the Citizens. In Kerala, where e-District Pilots was

initiated only in January 2011, in the past 9 months over 1,00,000 services have been

delivered to the Citizens.

5 Current Status

The e-District Project was approved by the Cabinet Committee for Infrastructure

on 20th April 2011. The Guidelines for the implementation of the e-District Project have

been formulated and communicated to the State Governments.

In response about 6 states have submitted their DPRs for the e-District Project

which are under evaluation
