OBJECTIVE:

This document presents the process to obtain the certification to be new good or service provider for PETROBRAS,

through the Petronect device (Online relationship portal between PETROBRAS and its suppliers).

WHAT IS THE CRCC CERTIFICATE?

Registration as supplier of good and/or services for PETROBRAS allows the evaluation of companies wanting to

participate in tender processes for procurement.

The first step to work with Petrobras is to complete the registration process. By mean of this, your company will

prove it is qualified on a set of criteria selected by PETROBRAS, to be integrated into the suppliers network and

participate in tenders and contract processes.

The company obtain the CRCC after succesfully pass the PETROBRAS selection process. The certificate is valid one

year and easily renewable.

2 Assistance to obtain the supplier certificate for PETROBRAS (CRCC)

PROJECT MANAGEMENT:

The project will be managed using an online software named Petronect which enable real-time monitoring and

follow the exact status of the process. The software allows access to an unlimited number of users, the security of

shared information and agility in the process. Accessible at anytime through Internet.

• Evaluation of the current situation of the company regarding the requierements made by Petrobras to its suppliers.

Pre-registration

• Criteria adopted to review the questionnaires are Technical, Economic, Legal and Management. All criteria do not apply to all companies, it depend on the type of provider and the type of goods or services provided.

• After completeness and closure of all questionnaires, data is evaluated by a team of PETROBRAS.

Evaluation


1. PRE-REGISTRATION:

Analysis of the current situation of the company in light of PETROBRAS requirements to suppliers. In this step we will ensure that your company fulfills all the conditions necessary to be accepted as a supplier.

If necessary we will tell you what are the areas for improvement in order to achieve the certification.

Must be identified and recorded:

• Type of provider (manufacturer, distributor, retailer...)

• Categories of goods and/or services provided,

• Subsidiaries (if any),

• Sales representative,

• Accreditation as retailer or distributor,

• Technical certification,

• Letter of intent,

• And identification of areas / regions where the company claims to work.


2. EVALUATION CRITERIA

Technical Criterion

It aims to assess the technical capacity of

the company, analyzing the resources necessary to supply goods and/or services

with performance.

Economical Criterion

It aims to assess the economic strength of

the company, to ensure his capacity to maintain the continuity of goods/services

suppliement.

Legal Criterion

It aims to assess the legality of the

company in accordance with its legal obligations (market, government, civil

society).

Management Criterion

It aims to evaluate the company in terms of management and social responsibility, analyzing its commitment to quality and

continuous improvement.

2.1- Technical Criterion :

This criterion assesses the technical capacity of the company to produce goods or provide services. Are subject to evaluation the following items : administrative and industrial facilities, equipment, employees, IT infrastructure, tradition and technical certifications. It is the company's responsibility to provide the elements needed for the verification of its technical capacity and demonstrate competence as a supplier of items included for the certification.

2.2- Economical Criterion:

This criterion looks for evidences of economical solvency to ensure the company will able to continously supply goods or provide services. Data such as the annual balance sheet and financial statements provide indicators to monitor and forecast economic performance.

• Last three balance sheets will be required;

• Balance sheets must be translated in Brazil by a public legal translator as requiered by Petrobras;

• The accounting and financial statements should be presented using the IFRS or USGAAP standards.


The ISO 9001 certification is a prerequisite to provide certain categories and comes into account in the company's classification for categories where it is not mandatory.

2.3 – Legal Criterion:

This criterion aims to accompany the regularity of the company in fulfilling its obligations according to the market, government bodies and the society. In addition to the analysis of the documentation, are established instruments that allow the direct collect of information on the acts and documents issued by tax firms, allowing frequent updating of compliance with tax regulations indicators. The documents must meet the deadlines for validity and contain the name and address corresponding to the last alteration of the social contract or equivalent

2.4 – Management Criterion :

This criterion aims to take in consideration the posture in term of management and social responsibility of the company, assessing the commitment to quality and continuous improvement. Nurturing and stimulating certification according to ISO 9001 and advocating explicitly greater engagement of businesses in the participation in the social context.

Delays displayed imply a continuous and reciprocal exchange of information and may be shortened or extended according to legal or technical unforeseen and responsiveness of the examiners .

Once all the questionnaires completed, data analysis is performed by a team of PETROBRAS evaluators. All are specialists in the area they deal with (Technical, Economical, Legal and Management).

3. PETROBRAS EVALUATION

Phase 1 Identification et Pre-Registration 7 Days

Phase 2 Data collection and fulfillment of all questionnaires

90 to 120 Days

Phase 3 PETROBRAS Evaluation – Achievement of the Certificat

Max. 30 Days


COMMERCIAL PROPOSAL : After the analysis of your specific needs, we will send you a tailor-made commercial Proposal. The scope of registration process includes the certificate for 1 (one) company with up to 2 (two) supply items (category of products/services provided).

Payment Conditions :

50% of the total fee to start the process 50% of the total fee when the certificate is approved Mandatory translation services made by a public translator in Brazil are not included. If other kind of work needs to be done by Alter-pro, all expenses with transportation, hosting and food to designated consultant will be charged to the client company.


All information about products or processes of the client will be acknowledged as

intellectual property if they are made available during the registration service process.

Those informations will be kept under a confidentiality agreement. All available data will

be exclusevily used for the specific purpose of analysis of client’s information by Petrobras.

It is totally forbidden to use that information for other purposes without client’s

authorization. Non-compliance with this agreement may cause legal actions.
