ABOUT THE WORKSHOP FACILITATORUven Bunsee, PPP Specialist, South Africa, Former Head of PPP Unit, National Treasury, SouthAfrica,FormerDirector,CorporateFinance(PPP),KPMG,SouthAfricaUvenhas been involved in PPPs and various concession structures eg DBFO,BOOT BOT, Management Contracts and Service Contracts etc since August 2001 with the inception of the PPP Unit at National Treasury and was deeply involved in its growth. He was Head of the legal desk at the National Treasury PPP Unit and then Head of the PPP Unit January 2004 until May 2005. He led and was heavily involved in the drafting of the Standardised of PPP provisions and Regulation 16 of the PFMA and Regulation 309 of the MFMA.

He was also involved in many PPP projects signed to date, and had input into various policyframeworksregardinginfrastructurefinancingandmaintenanceproducedbythe National Treasury. He has travelled extensively learning and teaching the South AfricanexperienceofPPPs.HealsohassignificantexperienceinProjectFinancefromanacademic and practical perspective.

FromMay2005untilMarch2006hewassecondedtotheWesternCapeTransportandPublicWorksdepartmentasHeadofPublicTransport,managing133personnel,running2 satellite offices and where he was responsible for the Provincial Operating Licencing Board, authorising the payment of the bus subsidies and public transport street infrastructurefortheWesternCapeto28municipalitiesintheprovince.Healsoledtheplanning of the Bus Rapid Transit project for Klipfontein Road which was later amended to the Atlantis BRT route. In March 2006 he returned to the National Treasury and under instruction, from the Minister of Finance, set up the R10bn, 10 year Neighbourhood DevelopmentPartnershipGrant(NDPG),almostsinglehanded,andsimultaneouslyranthe Public Entities Governance Unit which was responsible for the reporting of the PFMA obligations of 286 public entities.

In August 2006 he joined KPMG as an Associate Partner and then became a partner from September 2007 until September 2010, where he was the country partner responsible for PPPs and large project advisory. He completed many projects for various government clients, locally and internationally from feasibility to RFP and contract signature stage. He resigned in September 2010 to pursue his own business interests andis,relevantly,advisedthefollowingclientscurrently;theWesternCapeDepartmentof Economic Development on their infrastructure Cape Catalyst programme; the Department of Human Settlements Turnaround Strategy and the National Planning Commission in terms of the Road and Rail; North South Corridor spanning 8 countries; EoH on their outsourcing contract for 14 hospitals in the Eastern Cape and currently, Durban municipality on their Broadband PPP project, and since May 2013 to November 2014 advising Lagos State on their PPP programme.

TheLangaCRU(CommunityResidentialUnits)isaprojectthatwasbuiltontheOldDepotSiteinLangaandformspartofthefirstphaseofaprojectwhichwillultimatelyseetheconstructionofmorethan1300CRUunitsinthenextfiveyearswithinLanga.Thefirstphasecomprisedtherelocationof463householdswhoresidedintheNew Flats and Special Quarters hostels and in the Siyahlala informal settlement in Langa. The vacated blocks and informal structures on the three sites were demolished immediately after they were vacated and the land was cleared to make way for the construction of Phase 2 of the project. The purpose of this approach is ensure that further land is unlocked for future phases of the development. The last remaining blocks will then be demolished, making way for the implementation of the remainder of Phase 2.Each unit within the CRU is 40m2 in floor area, has 2 bedrooms, 1 common room (Kitchenette)and1bathroom.Thereareelectricalpointsandlightfittingsineach room and the bathroom and common room has a washing machine point and stove point respectively. The unit is also provided with a solar geyser and an electrical“ReadyBoard”forwhichthetenantcanpurchaseelectricityhis/herunit.The allocation process has been driven by the practical consideration that without the required land, the project cannot go ahead. The allocations have also been done in accordance with the applicable policy criteria and in consultation with the legitimate Project Steering Committee.Construction of Phase 1 has been completed and all units were fully occupied in December 2015. It is anticipated that construction of Phase 2 will begin by mid-2017.
