From the California Air Resources Board: Regulations for Trucks Doing Business in California
New 2011+ Tractors and Trailers:
Tire Requirements: Must be SmartWay LRR tire.
Retread Requirements: Any tire with SmartWay LRR tread.
2010 and Older Tractors:
Tire Requirements: Any tire manufactured prior to 1/1/2013 (will verify with date stamp on tire). SmartWay LRR tire if manufactured after 1/1/2013.
Retread Requirements: Any tire and retread if retreaded prior to 1/1/2013. DOT requires retread date stamp on tire sidewall. This provision will sunset on 1/1/2015. Any tire with SmartWay LRR tread if retreaded on or after 1/1/2013.
2010 and Older Trailers (for dry vans and reefer vans except 2003-2009 delayed reefers)
Tire Requirements: Must be SmartWay LRR tire on 1/1/2017 (no provision for tires manufactured prior to this date).
Retread Requirements: Any tire with SmartWay LRR tread on 1/1/2017 (no provision for tires retreaded prior to this date).
Open-Shoulder Drive Tires
Same policy as described above for 2010 and Older Tractors.
