CrossRef Annual General Meeting November 16, 2010
Key points
• Acknowledgement to CrossRef for important contributions to the deliberations of the US Scholarly Publishing Roundtable
• CrossRef can continue to contribute to public debates on access and interoperability through wide adoption of CrossMark and inclusion of funding agency attribution.
CrossRef Annual General Meeting November 16, 2010
Scholarly Publishing Roundtable Convened in 2009 by the Committee on Science and Technology of the United States House of Representatives, in coordination with the White House Office of Science and Technology Policy (OSTP)
“to explore and develop an appropriate consensus regarding access to and preservation of federally funded research information that addresses the needs of all interested parties.”
Issued report on January 12, 2010http://science.house.gov/press/PRArticle.aspx?NewsID=2710

Follow-up by US Congress: public access language in the America COMPETES Reauthorization Bill
• Directs OSTP to establish a “working group” under the NSTC to “coordinate Federal science agency research and policies related to dissemination and …stewardship of results of unclassified research including digital data and peer reviewed publications…”
• “solicit input from, and collaborate with, non-Federal stakeholders”
• “work with international counterparts to maximize interoperability”
•Note: not a list of specific mandates•Continues deliberative process with stakeholders begun under Roundtable

CrossRef’s contributionsCrossRef’s achievements and plans were essential input to the
Roundtable’s deliberations and recommendations:
• Interoperability standards to promote access (DOI’s)
• Version of Record - clear notation is needed to electronically watermark the VoR to preserve the integrity of the scholarly record - CrossMark provides this tool for publishers (and the
community)

Funding agency credit
CrossRef members can provide an additional valuable service to authors, readers, and the agencies funding scholarship by adding the funding agent(s) to the standard metadata
• Such data is presently inconsistently provided• A publisher led initiative (through CrossRef) for consistent
provision of such data would be viewed favorably by funders• CrossMark provides a simple field where such data can be
entered by the publisher/author• Value added providers of such information would not suffer (example: full and free available of US Patent Office data)

Answering needs
Funder acknowledgment often condition of the award to grant-holders
However, no industry standard or guidance
Many publishers include provision in XML
Funders unable to consolidate or evaluate research output
