military base in Djibouti that it trusts on to launch
"counter-terrorism" missions, counting drone strikes, in Yemen and
the Horn of Africa. US President Barack U.S. and Djibouti signed a
new 10-year lease on a U.S. military base in Djibouti. US to pay
$63m annually for a ten-year lease, with an option to extend the
arrangement for another 10 years a long-term lease. Both presidents
pledged to continue working together to upsurge economic
development and combat terrorism in the Horn of Africa, plus their
pledge to keep al-Qaida and the Somali- based Islamist terrorist
group al-Shabab from gaining ground. The tiny East African country
of Djibouti is considered to the United A Mutual Commitment to
Counter Piracy Obama and his Djibouti counterpart Ismail Omar
Guelleh publicized the renewed long term lease on Camp Lemonnier as
they encountered at the White House on May 5. Camp Lemonnier is

Seychelles Ongoing fleet renewal and expansion at Kenya Airways The
now visible East3Route organization within the Southern African
Community comprised of KwaZulu Natal of South Africa, Swaziland,
Mozambique, and the Seychelles met the business community in
Seychelles last week on the sidelines of the 2014 Carnaval
International de Victoria in Seychelles. The catch phrase for that
day's seminar was "One Seminar Four Countries - a Wealth of
Opportunities" as the four countries came together to open doors
for the business community of the region. It was Alain St.Ange, the
Seychelles Minister responsible for Tourism and Culture, who had
the pleasure to welcome everyone to Seychelles for this meeting
that also showed the way in the spirit of cooperation. Minister
St.Ange retraced the path taken for the Seychelles to be admitted
by South Africa KwaZulu Natal, Swaziland, and Mozambique into the
East3Route organization. Minister Alain St.Angecongratulated the
solidarity Kenya Airways (KQ) received their second B777-300ER
aircraft, joining the sister ship which a few months ago was put
into service to Guangzhou, China, after being named Masai Mara by
President Uhuru Kenyatta in a colorful ceremony at Jomo Kenyatta
International Airport at the time. Both aircraft are configured in
a two class cabin layout with overall 400 seats in both Premier
Class and Economy class. Unlike other new aircraft joining the
fleet of Kenya Airways, this particular B777 has been leased from
GECAS on a long term basis and will be deployed on flights to the
Far East from June onwards. Kenya Airways is also still due to
receive a further 5 Boeing B787- 8 Dreamliners this year amid
reports that new VAT regulations threaten to rip the financial
heart out of the national airline with an estimated tax bill of
over 14 billion Kenya Shillings for the new acquisitions. Delegates
at the ongoing 3rd AFRAA Convention for Aviation Suppliers and
Stakeholders in Nairobi have broadly condemned Kenyas taxation on
the national airline as it plays into the hands of competitors in
Africa but in particular competitors from the Gulf region, where
taxes on their national airlines are unheard of. Said one Kenyan
delegate at the AFRAA conference on condition of anonymity: If
these taxes are not reversed it will mean that KQ has to recover
the added expenses through higher ticket cost. The Kenya government
is a shareholder intheairlinewithabout30percent. They have two
board members on behind the East3Route concept initiated by former
President Nelson Mandela of South Africa, H.E. the King of
Swaziland, and President Chisomo of Mozambique and said that it was
the duty of each of the four countries to now continue to build on
the foundation initially set by the three heads of states. Sherin
Naiken, the CEO of the Seychelles Tourism Board, addressed the
gathered business community from the four partner countries saying
that the trade opportunities were endless. A DVD showcasing trading
opportunities in Seychelles, South Africa KwaZulu Natal, Swaziland,
and Mozambique were presented by the Investment Bureau of each of
the four partner countries. Mr. Sadha Naidoo, the Board Chairman of
the Tourism KwaZulu-Natal of South Africa, was next to take to the
podium highlighting again on trade possibilities that was being
showcased. Mr. Naidoo spoke about the work being done to link
Durban, Mozambique, and Seychelles by regular cruise ship calls and
also by cargo ships. Mr. Naidoo announced that plans were underway
for KwaZulu Natal of South Africa and Seychelles to also stage a
Durban to Seychelles Yacht Race. The business community meeting
between the four partner countries then took an interactive
approach with an open dialogue between representatives of the four
partner countries. The meeting was considered to have been a real

lavish lifestyles which has turned them into parasites and focus on
serving the nation again. Weve got enough issues to sort out and
not need a whole extra lot of problems those fellows created for
the country. Like with tourism in general, they did not listen and
now our good fortunes are gone over high taxes and lack of funding
for promotion. Do The Seychelles Arts Festival returned for its
second edition with twenty four sculptures and artists combined
with twenty four photographers lined up in the grounds of the
National Cultural Centre in Victoria for the second edition of Arts
Fair held May 2-3, 2014. The Arts Fair which is officially cemented
in the National Arts Council calendar of events, showcased a
dynamic and inter disciplinary pool of different forms of arts and
new opportunities of discovering new artistic talents and creative
expressions. The highlight was a new brand, Mavrik, a local
appellation created by Seychellois artist Cindy Socrate, together
with her counterparts. Anne Roselness surfaced with a fascinating
creation of glass painting. National Arts Council said this edition
was an ideal platform for artists to indulge in daily work of the
Council. Jimmy Savy, Chief Executive Officer of National Arts
Council said work of the council should remain visible to the
general public". This edition of Arts Fair was offset with pouring
rain, discouraging mass visitors. However it did not discourage
artistes, sculptures, photographers, poets and musicians to come
down in numbers embracing the unpredicted weather and sell their
art works. Despite much enthusiasm among the National Arts Council
team, second edition of Arts Fair felt short of becoming a
thrilling success. This event was also the opportunity for Minister
Alain St.Ange, the Minister responsible for Tourism and Culture to
meet the Chairperson of the different Creative Arts Associations
and to discuss the opening of the Arts Gallery in the National
Cultural Centre. Minister St.Ange has agreed to meet the artists in
the coming month to set the dye for the Official Opening of the
Arts Gallery which will also house the National Collection of
paintings presently being kept in storage. The Minister toured all
the exhibits accompanied by Mr. Jimmy Savy, the CEO of the National
Arts Council and the Chairpersons of the different Creative Arts

90% of the labor force dependent on subsistence agriculture. The

- 6. ENCOUNTER WITH EDITOR12 How the Jasmine Revolution brought a
new breeze of life for Tunisians and how it is still proving as a
great milestone in economic enhancement of the country? The Jasmine
Revolution is the international name of what we call in Tunisia the
Revolution for Freedom and Dignity which opened a new page in the
history of our country. In addition, the Revolution broke out
against poverty and social marginalization of a large section of
society. In other words, its economic roots are as obvious as its
political motivations. Today, it is our priority to win back
investors confidence in our national economy, offering an
atmosphere of transparency and good governance to anyone wishing to
invest. This will help us to profile the great economic potential
of our country and to return to growth, which will be established
this time on a solid foundation. It has taken almost two years for
the political parties in Tunisia to draft the country's new
constitution. How it has opened the way to a new democratic era
three years after the uprising that set off the Arab Spring? The
Tunisian Revolution demanded an overhaul of the social and
political contract that organizes the life of the nation. This has
resulted in the election of a National Constituent Assembly in
October 2011, which immediately embarked on the difficult task of
giving the country a new constitution able to reflect its

measures, anti-corruption policies and a streamline of
administrative process which will decrease the red tape. By the end
of the year we are hoping to divide by two the time needed to open
a business which will ultimately provide a flourishing and
stimulating business environment where companies will find every
service they need. Historically, Tunisia has maintained commercial
relation principally with Europe and that dependency has not been
to the advantage of our country. As prime responsible for foreign
relation policies I have led effort to diversify our relation with
other countries and more specifically with Africa, India and South
America. How the government is tackling the job crisis being faced
by the Graduate unemployed youth? The job crisis faced by graduate
unemployed is principally explained by a disconnection between
academia and the business world and the lack of business
opportunities. Our government is currently looking into strategies
to develop vocational training and connect businesses with
universities in order to have a better match and understanding of
the kind of skills needed on the market. We aim to encourage young

micro projects. We know that helping to unleash the creative
potential of the youth and invest in transforming those ideas into
project will create jobs. The Tunisian youth has an extraordinary
capacity to dare and in economy, daring is actually what we need.
Tunisia has been showing greater interest in the ITEC Programmes of
Government of India. How do you think these programmes will support
and transform the phase of development in the country? Since 2011,
a number of Tunisians had the unique opportunity to take ITEC
trainings in India and we already witnessing the added-value of
these new skills brought back to our country. We would like to
increase the number of trainees and strengthen our bilateral
relation because we believe that India is the best model that can
share with us how to turn around Tunisias economy, how to boost the
high tech sector and how to sustain our newly born democracy.
Tunisia has successfully accomplished to approve a new, progressive
constitution. The President feels proud of its progressive
constitution which is the first in the Arab and Muslim World to
guarantee freedom of conscience. In an exclusive interview to Indo
Africa Times, the President of the Republic of Tunisia H.E Mr.
