Future Planning Studies Description Renewable Energy Optimization Study

This study would evaluate potential opportunities for in-line hydroelectric generation and optimization of Water Authority energy use.

System Vulnerability Assessment This study would evaluate key facilities that are vulnerable to natural and man-made catastrophic events and recommend structural upgrades necessary to maintain system reliability.

System Water Quality Assessment This study will evaluate new facility needs and operating procedures to control nitrification.

9

Master Plan

Identify future facilities needed and associated

emissions

Climate Action Plan

Will add new facilities to baseline emissions

10

• Inventory greenhouse gas (GHG) sources from facilities, buildings, and fleet

• Estimate emission changes over time, including new facilities from Master Plan

• Establish required targets for compliance • Identify mitigation actions to reduce GHGs • Document GHG reduction measures on

feasibility, cost and implementation • Allow for periodic updates

11

• Climate Action Plan will comply with all mandated GHG reduction target requirements and timelines set forth in AB 32 and CEQA • 1990 levels by 2020 (15% reduction from baseline)

• Uncertainty regarding regulatory requirements beyond 2020 • CAP will be updated every 5 years, concurrent with

Master Plan and UWMP • Address changes in future updates

12

Notice of Preparation (NOP) - released for 30-day public review on April 15th ◦ Near-term infrastructure options ◦ Long-range supply options ◦ Future planning studies ◦ Climate Action Plan (CAP) – greenhouse gas

emissions reduction plan Alternatives in PEIR – different groupings of

near-term infrastructure options ◦ Long-range supply options too speculative under

CEQA to be analyzed in this PEIR ◦ CEQA exempts “planning studies” from analysis
