DESCRIPTION
The Member of Parliament for East Central has been steadily working to deliver on the promises made to the people of his constituency, here's a glimpse of his progress to date.

RISING SUN EAST CENTRAL SAINT CATHERINE NEWSLETTER
Dear Constituents:
On behalf of the Councilors and myself, I wish to take this oppor-
tunity to again thank you for your support at the polls in both the
General and Local Government Elections held on the 29th day of
December, 2011 and the 5th day of March, 2012 respectively. The
elections in and of themselves were historic on several counts, East
Central Saint Catherine is one of three (3) newly created Constituen-
cies thus making me the first Member of Parliament for this new
seat.
We successfully contested all three (3) Divisions, Portmore Pines,
Southboro and made political history by returning the Gregory Park
Division to the People's National Party after approximately thirty-
five (35) years, and In January of 2012 the Most Honourable Portia
Simpson-Miller, Prime Minister of Jamaica, appointed your Member
of Parliament as Minister of State in the Ministry of Foreign Affairs
and Foreign Trade.
Since the elections, we have hit the ground running. In January 2012,
we launched JEEP I which saw over Eight Hundred (800) persons
being employed on several projects at a cost of Ten Million
($10,000,000.00) Dollars. In May, we started construction of the
Cedar Grove High School which represents an investment in the
region of Six Hundred and Sixty Million ($660,000,000.00) Dollars
in the Constituency, specifically in the Portmore Pines Division. In
August, we invested in excess of Seven Million ($7,000,000.00) Dol-
lars in Back-to-School efforts from the Constituency Development
Fund. This represents a 78% expenditure on education in fulfillment
of one of the pillars of our historic Constituency Manifesto.
In addition to the above we have launched the Tent City Seventh-
Day Adventist Skills Training Centre, we have lent support to the

Gregory Park Baptist Church Life Long Learning Programme to the
tune of Two Hundred and Fifty Thousand ($250,000.00) Dollars. We
have also commissioned two (2) Computer Centres to begin with.
We have provided United States Fifteen Thousand (US$15,000.00) in
value of computer teaching aide to the Independence City Primary
School.
Its now time to shift gear, in so doing, the Port Henderson Road
repair has commenced and is near completion . This project will see
approximately Sixty Million ($60,000,000.00) Dollars being invested
into the Constituency.
Approximately 200 hundred people have been employed on the
project from the Portmore Pines Division, more specifically Lakes
Pen, Lime Tree and Lilliput as well as surrounding environs.
All told, close to Two Billion ($2,000,000,000.00) Dollars has so far
been earmarked for spending in the Constituency and this is just the
beginning. The renovation of the Lime Tree Grove playfield
(otherwise called Royal Lakes Football pitch) into a first rate Mini-
stadium is near completion.
As we seek to deliver on the mandate of 'People Power', your contin-
ued support and patience is appreciated as we build block by block a
Constituency and a Country to live, work, play and raise our fami-

In May 2012 the East Central Saint Catherine Marching Band was launched. The Member of Parliament has allocated Two Mil-lion ($2,000,000.00) Dollars from the Constituency Development Fund (CDF) to support approximately Seventy Five (75) children. The band meets every Tuesday and Thursday at the Independence City Primary School under the leadership of Andre Brown and Mr. Clive Ward as the Band Manager.
NETBALL
The sum of One Million ($1,000,000.00) Dollars was committed to the support of Netball to date over Five Hundred Thousand ($500,000.00) Dollars have been expended in this direction. East Central Saint Catherine has partnered with the Jamaica Net-ball Association (JNA) to offer a scholarship tenable at the Uni-versity of Technology in collaboration with the JNA to train net-ball coaches. The Constituency now has three (3) new and freshly minted coaches with a high level of training. East Central Saint Catherine has also partnered with the JNA to institute the Saint Catherine Netball Federation out of which emerged a netball competition which saw the participation of several teams from East Central Saint Catherine. A few of these
teams are now participating in the National League. The Member of Parliament has also provided sponsorship in the form of gears to the Southboro Netball team.
FOOTBALL
The Member of Parliament also gave support to the Chris-tian Pen Football Team to the tune of One Hundred and Fourteen Thousand ($114,000.00) Dollars in the form of football shoes.
Support was given to the Royal Lakes Football Team in the form of a travel subsidiary.
Support was also provided to the Watson Grove Football team in the sum of Twenty Thousand ($20,000.00) Dollars in the form of gears.
CRICKET
Support has been given to the Gregory Park Cricket Team to the tune of Sixty Eight Thousand ($68,000.00) Dollars.

In keeping with the Manifesto commitment, the Member of Par-liament has submitted twenty (20) names to the Housing Agency of Jamaica for the Jamaica Emergency Housing Programme in association with Food for the Poor
HOUSING MATERIALS
A programme of Social housing assistance has been introduced and to date over One Million ($1,000,000.00) Dollars in support
has been disbursed. In this regard, the programmes involve the payment to the hardware upon the submission of invoices for building material.
ZINC FENCE REMOVAL PROJECT
The Member of Parliament and his team through the Jamaica Emergency Employment Programme has submitted five (5) projects, four (4) of which have been approved for the removal of zinc fences primarily in the Portmore Gardens area .
The Zinc Fence Removal Project has already started in several communities across the constituency including Daniel Circle and Fearon Crescent in the Southboro Division.
HOUSING SOLUTIONS
The Member of Parliament has entered into discussions with 21 Riverhead Advisors an international company in the busi-ness of housing construction, the Housing Agency of Jamaica and the National Housing Trust to address the housing state in the Constituency.
EDUCATION
CEDAR GROVE HIGH SCHOOL
The flagship investment consistent with the manifesto commit-ment is the ongoing construction of the Cedar Grove High School to the tune of Six Hundred and Sixty Million($660,000,000.00) Dollars. This High School is intended to be a school of excellence; it is environmentally friendly and most im-portantly friendly to persons with disabilities.
BACK TO SCHOOL PROGRAMME
Consistent with the commitment made with respect to Education the Member of Parliament and his team in consultation with the residents have spent Seven Million Five Hundred Thousand
($7,500,000.00) Dollars on the back to school programme. Over Four Hundred (400) students were assisted. This pro-gramme saw the purchasing of text books from reputable bookstores, the payment of tuition fees at all levels and the payment of examination fees. INDEPENDENCE CITY COMPUTER PROJECT
Member of Parliament Arnaldo Brown secured computer equipment's for Independence City Primary School to the tune of Fifteen Thousand United States (US$15,000.00) Dollars through a donation from the former Ambassador of Chile His Excellency Mr. Alfredo Garcia Castelblanco.
Since taking office the Member of Parliament and his team has presided over several handing over ceremonies of reconstructed and refurbished schools in the constituency implemented by the Jamaica Social Investment Fund (JSIF) in partnership with the Government of Jamaica (GOJ) and the European Union.
The first of which was the Gregory Primary school which saw repairs to the tune of Twenty Nine Million ($29,000,000.00) Dollars.
CEDAR GROVE HIGH SCHOOL PLAN SIGNING OF CONTRACT
EMPLOYMENT JEEP PHASE I
Eight hundred (800) jobs have been created across the constitu-ency during he first quarter of the year under the Jamaica Emer-gency Employment Programme Phase I. This took the form of debris removal as much as 120 truck loads in the Southboro Di-vision and drain cleaning in the Gregory Park and Portmore Pines Division.
PIPE LAYING PROJECT IN PORTMORE
Over thirty (30) persons will be employed on the One Billion Two Hundred Million ($1,200,000,000.00) Dollars pipe laying project being routed through the constituency.
PORTHENDERSON BREAKAWAY
Consistent with Manifesto Commitment to tackle unemploy-ment over two hundred (200) persons have been employed on the nearly completed project to restore the Port Henderson Main Road in the vicinity of Lakes Pen and Lilliput.
CAREER FAIR
In March 2012 East Central Saint Catherine had its first career fair in Hamilton Gardens, Gregory Park. The event was well attended seeing over two thousand persons throughout the day. Persons had the opportunity to speak to some of the sponsors and were registered to the constituency employment database.
JEEP IN SOUTHBORO
TRAINING
The Government of Jamaica in its bid to be the ICT capital in the western hemisphere has launched major ICT initiatives across the island. In keeping with this vision the Member of Parliament and his team in conjunction with the Tent City SDA Church launched the Tent City Skills Training Centre in January 2012. The H.E.A.R.T Trust NTA Portmore campus has part-nered with the Tent City SDA Skills Training Facility to further this initiative.
TENT CITY TRAINING LAB LAUNCH
The Member of Parliament has partnered with Camara Limited to establish three (3) Computer Training labs across the Constit-uency. The first located at the Tent City Skills Training Centre was launched on the 20th of December 2012 this represents a Six Hundred Thousand ($600,000.00) Dollars investment in this facility.
Similarly, the Member of Parliament has partnered with the Gregory Park Baptist Church Lifelong Learning Programme
($250,000.00) Dollars of support to the programme.
ORNAMENTAL FISHING
Consistent with Manifesto Commitment to tackle unemploy-ment by training individuals an Ornamental Fish pilot project representing an investment of Three Hundred Thousand ($300,000.00) Dollars has been deployed in Lakes Pen.
