SECTION 12

All applicants shall be acted upon by the Commission upon receipt thereof, but in no case later than one hundred fifty days before the day of the elections.

SECTION 13

The commission shall prepare Certified List of Overseas Absentee Voters within 120 days before every election, and furnish within the same copies thereof to the appropriate embassies, consulates and other foreign service establishments.
