De burgemeesters van de kustgemeenten
waren deze week niet blij met de beslissing
van Toerisme Vlaanderen om te stoppen
met buitenlandse promotiecampagnes. In
het verleden werd hiervoor 1,2 miljoen ge-
investeerd. Sommige burgemeesters vre-
zen zelfs dat de beslissing een daling van
20 tot 25 procent in het aantal toeristen
teweeg zal brengen. De bevoegde minister,
Ben Weyts (N-VA), liet snel weten dat hij
onze kust nog wel wil blijven promoten,
maar minder via klassieke middelen, zoals
krantenadvertenties, en meer via sociale
media en public relations. (DS 18 novem-
ber). Met als onderliggend argument dat
de schaarse budgettaire middelen beter ef-
ficiënter ingezet kunnen worden. Eerder
besliste ook de federale overheid om de be-
volking te informeren over een mogelijke
black-out van het elektriciteitsnetwerk via
het internet, sociale media en een perscon-
ferentie, omdat er geen geld is voor een
‘dure’ mediacampagne.
Er valt overigens wel wat te zeggen voor
een overheid die investeert in sociale me-
dia. Het populairste netwerk, Facebook,
telt in ons land elke maand 5,6 miljoen ge-
bruikers. De grootste concurrent is YouTu-
be, met 4,2 miljoen gebruikers. Het in som-
mige kringen zeer gehypete Twitter kan op
ruim een half miljoen maandelijkse ge-
bruikers rekenen. Het zijn onbetwistbaar
indrukwekkende cijfers. Zelden is een me-
dium in het verleden erin geslaagd om in
een tijdspanne van enkele jaren zo’n grote
schare volgelingen te werven. Maar wie
kritisch naar de cijfers kijkt, merkt meteen
ook op dat zelfs het zeer succesvolle Face-
book weliswaar één op de twee Belgen be-
reikt, maar omgekeerd ook dat de helft van
de Belgen niet wordt bereikt met Face-
book. Twitter is helemaal een niche medi-
um, want het bereikt per maand amper 6
procent van de Belgen, weliswaar vaak
zelfverklaarde opiniemakers. Een over-
heid die eenzijdig kiest voor sociale media,
is dus een overheid die op het vlak van in-
formatieplicht de helft van de bevolking in
de kou laat staan.
Onderzoek en praktijk leren intussen dat
in een moderne communicatiecampagne
zowel klassieke als nieuwe media hun
plaats hebben, complementair met elkaar
zijn en op die manier het meest effectief de
boodschap overbrengen naar de beoogde
doelgroep. Een en/en-verhaal dus. De
meeste bekroonde campagnes op het vlak
van effectiviteit, zoals elk jaar beloond met
een Effie-award, steunen precies op die
versterkende integratie van middelen. Re-
clame blijkt dan het belangrijkste instru-
ment om de steeds groter wordende groep
van ‘light buyers’, consumenten die een
merk onregelmatig kopen en switchen tus-
sen verschillende merken, effectief te be-
reiken en de verkoop op te krikken. Het is
om die reden ook evident dat populaire on-
line winkels zoals Bol.com en Zalando – en
zelfs Netflix – massaal inzetten op reclame
op radio of televisie dezer dagen.
De belangrijkste meerwaarde van sociale
media in een campagnestrategie is zonder
twijfel de mogelijkheid om uit te nodigen
tot interactie en participatie. De tijd van de
regeringsmededelingen ligt al heel ver
achter ons. Medewerkers van enkele
Vlaamse overheidsinstellingen hebben dat
goed begrepen en breken in een recent
boek terecht een lans voor een converse-
rende overheid. Dat veronderstelt in de
eerste plaats een overheid die open en
transparant is, die op een volwassen ma-
nier kan omgaan met kritieken en klach-
ten en die de burgers niet als onderdani-
gen behandelt, maar emancipatie van
mensen stimuleert. Het is ook een over-
heid die haar eigen medewerkers voldoen-
de ‘empowert’ om die noodzakelijke dia-
loog aan te gaan met de burgers. Dat ver-
onderstelt een belangrijke cultuuromslag.
Een aantal overheidsinstellingen, waaron-
der de veelgeprezen FOD Sociale Zeker-
heid van Frank Van Massenhove, hebben
getoond dat ook een overheidsinstelling
die transformatie met succes kan maken.
Wie volgt?
Ook hier past de belangrijke kanttekening
dat 90 procent van de gesprekken die men-
sen voeren over merken (en afgeleid over-
heidsbeleid), nog altijd plaatsvindt in het
echte leven (op het werk, aan de school-
poort, op de trein) en 10 procent via sociale
media. Een actieve socialemediastrategie
ontslaat de overheden (van lokaal tot Eu-
ropees) dus niet van de opdracht om actief
in dialoog te treden met de bevolking op de
plaatsen en de momenten die er voor de
meesten onder ons echt toe doen. ‘Face to
face’ heet dat in modern marketingjargon.
Een actiever converserende overheid op
sociale media mag geen schaamlapje zijn
voor een overheid die elders communica-
tief abdiceert.
Deze paradigmaverschuiving die zich in
versneld tempo voltrekt bij de overheden
in ons land, dwingt de mediabedrijven ten
slotte om hun herstructurering versneld
door te zetten. Televisie, radio, kranten en
weekbladen zijn vaak voor de helft tot zelfs
90 procent van hun inkomsten afhankelijk
van reclamegeld. Daarmee worden journa-
listen en programma’s betaald. De geza-
menlijke overheden waren de voorbije ja-
ren een van de belangrijkste adverteerders
in ons land. Het massaal schrappen in re-
clamecampagnes zal deze neerwaartse be-
weging in onze mediasector alleen maar
versnellen. En dat is geen goed nieuws.
