TEST

RT
For ages hair has been a source of both pride and despair for mankind. And, in a tropical country like India, hair oil has been a product of regular,
if not daily, use for health, hygiene and beauty care. We have a big market, a number of brands, a wide range of manufacturers’ claims — factual or otherwise. The choice of the right brand makes the consumers rack their brains. If you too are among them, we’ve tried to make your task easier.
This Test Report speaks about the myths and facts behind hair oils and hair creams, tested by our in-house laboratory to ascertain whether they deliver what they claim to.
Brands Tested We tested 13 brands of hair oil and three brands of hair cream. The hair oils were Clinic Plus Coconut Hair Oil, New Nihar Coconut Amla Oil, Hair & Care, Parachute Jasmine, Bajaj Almond Drops, Shanti Amla, Dey’s Keo Karpin Hair Oil, Dabur Amla Hair Oil, New Nihar Coconut Oil, Cantharidine Hair Oil, Jabakusum Taila,
Swastik Perfumed Castor Hair Oil, and Parachute Coconut. The three brands of hair creams tested comprised Brylcreem Dandruff Control Hair Cream, Brylcreem Protein Plus Styling Hair Cream and Clinic Active Hair Grooming Cream.
Indian Standards Under Schedule S (Rule 150-A) of the Drugs and Cosmetics Rules, 1945, hair oils and hair creams must conform to the specifications laid down by the Bureau of Indian Standards (BIS). The hair oils were tested as per IS 7123:1993 (IInd revision) specifications for their properties as hair oil. The hair creams were tested as per IS: 7679: 1978.
Types of Oil As per the BIS, hair oils shall be any one of three types:
Type 1 : Based on vegetable oil or oils Type 2 : Based on mineral oil, and Type 3 : Based on a mixture of vegetable oils
(raw and/or refined) and mineral oil.
All hair oil manufacturers are required to mark on their label the source of manufacture and the type of oil their product belongs to. New Nihar Coconut Oil, Swastik Perfumed Castor Hair Oil, Jabakusum Taila and Parachute Coconut Oil omitted the type of oil on their labels. Dabur Amla omitted the source of manufacture.
What We Tested For We tested the hair oils for their peroxide value, acid value, microbial content, packing and marking and labelling information.
The ParametersAcid value : It indirectly gives an idea of the shelf life; the higher the acidity, the faster would be the onset of rancidity in the oil.
* We tested 13 brands of hair oil.
* The tests were carried out as per IS:
7123: 1993 specifications for hair oil, the
Weights and Measures (Packaged
Commodities) Rules,1977 and the Drugs
and Cosmetics Act of 1940.
* The peroxide value is prescribed to check
the rancidity of hair oil. The higher the
oxidation, the greater the chances of
emission of an unpleasant rancid odour.
Jabakusum Taila (11.50) and Swastik
Perfumed Castor Hair Oil (17.12) did
not comply with the IS specification for
the peroxide value limit of 0-10
milliequivalents (meq) per 1000 gram.
* The Standards of Weights and Measures
(Packaged Commodities) Rules 1977
specify the maximum permissible error
on declared net quantity (volume) by 6.75
ml for 150 ml. Dabur Vatika Premium
Coconut Hair Oil recorded an average
weight of 141.7 ml. This was less than the
permissible error.
* Unjust Enrichment : While
gave more than the labelled weight and
gave the labelled
weight, all the other 11 brands gave less
than their labelled weight. Jabakusum
Taila and Swastik Castor — two of the
three non-conforming brands — gave
Shanti Amla
New Nihar Coconut
you the least when price and quantity
were considered.
* The IS specifications for microbial
parameter permits not more than 1000
micro-organisms (bacterial growth) per
gram of oil. The microbial limit is
established for safety of the product.
Parachute Coconut Oil (2300) did not
conform to the IS requirements.
* Two brands of hair oils, namely,
P a r a c h u t e C o c o n u t O i l a n d
Jabakusum Taila, were found to be
having suspended particles.
* The colour of the oil varied in different
batches of Banphool Oil.
* Our panellists also tested the hair oil
brands for performance, fragrance and
appearance and easiness of spreading in
the sensory tests. On a 5-point scale
attributed to overall liking,
scored the highest at
83, while Swastik Perfumed Castor
Hair Oil (48) scored the least.
* and
achieved
the highest overall score with 91, followed
by and
(90) each in the second position
and (87) in the third
position.

Key Findings
A high acid value may cause much irritation to the skin.
Peroxide value : It indicates the stability of the oil. With the passage of time, due to the oxidation of oil, the peroxide value rises and ultimately the product gets rancid.
Microbial tests : These are meant for the safety of the product. The tests determine the bacterial contamination in oil. Microbes are part of the normal skin flora, and therefore, found on the skin and the surface. Usually a high micro-count, especially the presence of pathogenic or spoilage organisms, may cause skin reactions.
Hair creams : These were tested for thermal stability, pH, total fatty substance, water content, rancidity and microbial content.

Do you get what you pay for ?
UNJUST ENRICHMENTDo we get what we pay for? As per the Weights
and Measures (Packaged Commodities)
Rules 1977, a maximum error of 4.5 ml on the
declared net quantity (volume) for 50 to 100 ml
packs and 6.75 ml for 100 to 200 ml packs for
hair oils is permissible. The standards also
specify 5 gm as the permissible error on packs
of up to 100 gm for hair creams.
Hair Oil : Jabakusum Taila and Swastik
Castor gave you the least when price and
quantity were considered. Only
gave you more than the labelled
weight.
As shown in the table, a difference of a few
paisas may not look too big. But to consumers
as a class, it means a lot. To a manufacturer
who sells by the thousands of tonnes, they add
up to quite a bit. This is a case of Unjust
Enrichment to the manufacturer just as we had
found out in our tests of bottled water,
vanaspati, instant coffee, turmeric and chilli
powder. Consumers should not be asked to
pay for what they do not receive.
Shanti Amla
Hair Oil
ßAll the brands conformed to packing requirements.
¢Marking : All the brands conformed to the requirements of manufacturer’s name and recognised trade mark, if any; Net content of the material in ml or g, Batch No. in code or otherwise, to enable the lot of material to be traced back from records, list of critical ingredients (which is, as per IS, list of ‘key’ and not ‘critical’ ingredients to be given by manufacturer, and what is ‘key’ is also the prerogative of manufacturer to declare).
²The ‘Best before use’ (month and year) was required to be mentioned as per earlier wordings of the standards, but with the clarifications contained in the 13th meeting minutes issued by BIS, ‘Best before use’ is not required to be mentioned for products with shelf life of more than 24 months. Hence we have taken such products as conforming. Since hair oil is used externally and we hardly find such cool places in tropical climate as in India, storage warning has been relaxed.

RATING AND RANKING (Weightage)
Based on the performance of the hair oils and creams in the sensory and chemical tests as well as their labelling information, we rated them as per their weighted scores in the individual tests.
For rating and ranking the brands we decided to give 50 per cent to chemical tests, 30 per cent to sensory tests and 20 per cent to packing, marking and net content as measured.
All the chemical parameters carry equal weightages. The conforming products were finally ranked on the basis of the individual scores thus detailed.
* Price at the time of purchase and calculated for 100 ml.** The hair creams were also tested for thermal stability,
rancidity, total fatty substance and water content and were found to be conforming to IS specifications.
Weighted score for all brands for packing and marking was 10 and has been included in the overall score.Description : As per IS, hair oil shall be colourless or coloured, with or without perfume, free from sediments and suspended matter at 27°C and from unpleasant rancid odour. It shall contain suitable anti-oxidants, if necessary, to prevent it from developing unpleasant rancid odour at the time of its actual use. Jabakusum Taila was found to be having sedimentary deposit in the oil. Parachute Coconut Oil had suspended matter in the form of fibrous growth in it. The colour of Banphool Oil was found to be different in different batches. Jabakusum Taila and Swastik Perfumed Castor Hair Oil were also found giving off a stale rancid odour in the sensory test.

indeed been a heritage product and also used on hair. The ORG categorises coconut oil as such, not as a hair oil. Mere categorisation by the ORG restricts the uses of pure coconut oil in the consumer's mind. We wonder how many consumers read ORG reports and then make buying decisions.
* Marico’s said that as adulteration and duplication of its brand are rampant, its
Insight: The company states that Parachute Coconut Oil is an edible oil and does not follow the IS standard, but fully complies with the PFA requirements. As the c o m p a n y i t s e l f h a s a g re e d , Parachute Coconut Oil is also used on hair. So we are justified in testing it as per IS:7123:1993. As regards the company’s comment on the number of consumers going by the ORG data, and buying, by and large they do not read ORG reports before buying. On the contrary, ORG reports are compiled on the basis of consumers’ behaviour. Understandably so, as the ORG is a research group and not meant to guide consumers.

Areas Of Action
* The BIS should draw up standards for
de-tanglers, since they have already
entered the market and are being
marketed as products to be used on
hair.
* Since hair oils are products of mass
consumption and all manufacturers
make several claims the BIS should
formulate performance standards.
* The BIS should ensure that any brand
may be allowed to make therapeutic
claims provided they substantiate
them.
* The BIS has done away with the
labelling information on the ‘best use
before’ and the expiry date for
products less than 10 ml./25 gm or
those with a shelf-life of over 24
months. But consumers would not
know whether a product has more
than 24 months of shelf-life. Also, the
mere manufacturing date will not
show whether the product has
become rancid or not. The BIS
should, therefore, ensure that either
the ‘best use before’ or the expiry
date be put on the label.
17
quality control team should check the originality of our samples or of the findings reached by us.
* Marico’s said, quoting the BIS, “the containers may also be marked with a Standard Mark”. This shows, according to Marico’s, that it is not a mandatory requirement.
Insight : We purchased all our products for testing from authorised dealers to ensure their genuineness. We also forwarded the details of purchases, bills, etc. to the company.
Standard Mark
Insight: As per the IS, marking may not be mandatory, but all products must
conform to all the requirements of the IS. As the IS mentions “marking” as one of the parameters, we checked all products from the IS standpoint.

contd...from pg. 12
Opinions are divided on this front. It almost borders on a gen war — the modern vs the ancient! The new generation vouch that hair oil is no good. It eats up all the image with the plastered look. Mind you, they however endorse the gel look! Ask any veteran and pat comes the reply — Definitely yes!
According to some hair care specialists, an oil massage helps in a good blood circulation near the scalp which in turn contributes to a good growth of hair. Hair stylists too encourage clients to pamper hair with regular oil massages.
The internationally acclaimed herbalist and beauty therapist, Shahnaz Hussain, in indoindians.com says the application of oil, with a light massage, helps to stimulate blood circulation to the follicles and improves the texture and look of the hair. It can also help to loosen dandruff flakes and facilitate their removal.
Oils have their own particular properties and benefits. Olive oil helps to restore the natural acid mantle of the scalp and keeps it healthy. Castor oil restores the health of hair that has suffered damage through the use of chemical dyes or overuse of hair dryers. Coconut oil not only improves the texture of hair, but is said to help hair growth.
Does Oil Help?
HAIR CARE
Andrew Bernie of London’s Trichological
Clinic in The Daily Mail has offered few
helpful tips to troubleshoot hair problems..
* Dandruff: A dandruff-ridden dry scalp
may mean too little zinc. Eat more pulses,
seeds, shellfish and meat.
* Greasy Hair: Try cutting down on sugary
foods. wash your hair often with the
mildest shampoo available.
* Lacklustre Hair: This could mean a
Vitamin A deficiency. Eat 2-3 eggs a week
and plenty of carrots, dried apricots and
dark green leafy vegetables.
* Stress: This is not a direct cause of hair
loss but can worsen it. Stressed people
are often low in B-vitamins. Eat more
whole grain cereal, oily fish, yoghurt,
eggs and milk.
* Hair loss: If you are taking contraceptive
pills and suffer hair loss, ask your doctor
about changing formula with less
progesterone.
* Diet: Maintaining a correct iron level is
vital for hair growth. If you don’t eat red
meat, take a supplement.

Manufacturers' Addresses
Hair oil acts as a scalp coating for the hair. It prevents it
from external damage like dust, UV rays, etc. The oil
also prevents dehydration of the scalp as the oil film
prevents retention of moisture. However, only medicated
hair oil containing vaso dilators like ‘Minoxidil’ which help
to reduce the blood pressure, may prevent hair fall.
No. Hair oil can only make it easier to comb hair and
prevent it from getting knotted. A healthy diet
nourishes the hair.
No. To increase blood supply to hair, gently massage the
scalp for a few minutes every day.
Cures headache
and migraine
Hair oil is applied externally and has very little
penetration through the scalp. Headaches occur from
nerve cells of the brain covered by the skull. Oil can hardly
penetrate the skull.
Stops hair fall,
grows lovely hair
and keeps scalp
cool.
An effective
memory aid
If hair oil was as effective, it would have been a
prescribed drug for physically challenged people as
well as Alzheimer patients. Only massaging may act as
a soother, releasing the tensed muscles, giving relief
from headaches, and increasing the blood circulation in
the scalp. This also keeps the hair roots strong.
Changing hair oil
from one brand to
another and from
one type to ano-
ther damages hair.
Yes, it can, because, hair oil may differ from brand to
brand in composition and the additives may not be
very suitable for all users.
Hair oil is necessary
for nourishment and
protection.
A hundred strokes a
day will make hair
long and healthy.
