Appoint working groups to study; 1. Health Insurance, scheme

- to provide health security.

2. Setting up Health Promotion Institute to promote health

- to decrease health care cost.

The 2nd policy was intended to compliment the 1st policy.

Two Complementary Act in Health Financing Reform

1. Health Promotion Fund act 2001   Establishing a health promotion fund to come from

additional 2% of tobacco and alcohol levy (surcharge tax)

  An autonomous state agency for fund administration

2. The National Health Security act 2002 (UHI)   National Health Security Office to buy services from

healthcare provider

2013 Budget = 120 million USD.
