PREVENTION• Accelerate implementation of Framework
Convention on Tobacco Control (FCTC)
• Reduce dietary salt, sugar, trans-fats and harmful use of alcohol
• Implement strategies to encourage physical activity
TREATMENT• Strengthen health systems through integration of
NCD prevention and treatment
• Increase access to affordable, quality-assured essential medicines and technologies to prevent and treat cancer, cardiovascular disease, chronic respiratory disease and diabetes, including vaccines and palliative care.
LEADERSHIP AND INTERNATIONAL CO-OPERATION• Establish an NCDs Partnership, linked to WHO, to coordinate follow up action with member states, other UN
and multilateral agencies, foundations, NGOs and private sector
• Commit to a whole-of-government response through costed national plans for NCD prevention and treatment
• Increase national and international resources for NCD prevention and treatment
• Include NCDs in global health and development goals after 2015

• 400 NGOs and 90 Missions present• 3 panels (aligned with Summit round tables):
- Scale of the challenge- Solutions at the national and local level- International cooperation
• Each panel had 1 VIP, 1 Member State and 3 Civil society speakers• Outputs:
– Timing allows messages to directly input into Summit Draft Outcomes Document – negotiations underway
– Summary of Hearing prepared by WHO and Office President UN General Assembly will be an official UN document for the Summit

• Influence Outcomes Document:- Find out who is drafting/advising at national level / New York - Use IDF Advocacy Toolkit, Pocket POD, crafted language we will provide- Act before parliaments recess – critical - Work in regional / political blocs
• Feedback country-level intelligence to IDF – who is going, positions etc. • Share good practice / what works in diabetes

Summary
• The world has changed – NCDs are on the agenda• We need to keep stressing:
– We know what to do for diabetes– That prevention and treatment are both essential– Linkages/comorbidities of diabetes/TB/CVD/maternal
health etc– Doing nothing will come at a cost – excellent long term
investment– Appeal to the “head, heart and pocket”
