‘The MCD Right of Citizen to
Time Bound Delivery of Services Charter’
Within thirty days of assuming office, the Congress will issue ‘The
MCD Right of Citizen to Time Bound Delivery of Services Charter’
on the lines of the Time Bound Delivery of Services law enacted by
the Delhi Government in 2011.
The Charter will make it incumbent upon the Competent Authority/
Officer of the Concerned Department to deliver the following within
the time limit prescribed herein:

6. Repairs/ Maintenance related issues in MCD public parks.
7. Maintenance/ Security related issues in MCD operated public parking
8. Maintenance of Barat Ghars & Community Halls
9. Booking of commercial sites for advertisements
10. Action on parking related complaints
11. Application seeking license to vend by a street vendors
12. Complaint pertaining to removal of garbage
13. Complaint pertaining to Mid-day meals
IMPROVING URBAN INFRASTRUCTURE

It will also be binding of the Competent Officer dealing with the above-
mentioned services to telephonically inform the complainant/ information
provider about the action taken on the complaint within 24 hours.
Every government servant who fails to deliver the citizen related services
to a citizen within the stipulated time limit as stipulated above will have
to pay a cost of Rs. 250 per day to the complainant/ information provider.
Disciplinary departmental action will be initiated against every
government servant who fails to deliver the citizen related services within
the stipulated time limit.
Within six months, after holding wide consultation with residents of
Delhi, the Congress Party will also add new services in the proposed
charter for timely delivery of public services to the citizens.
*Note: Booking of parks, community halls, issuance birth & death certificates
etc. within stipulated time is already covered under the 2011 Law passed by
the Congress led Delhi Government in 2011.

Parking
Bhagidari with RWAs for parking solutions in residential
colonies :
In accordance with principles of Bhagidari, Congress ruled MCD will engage
with elected RWAs for parking solutions in residential colonies. Proper
guidelines will be formulated based on which the RWAs will be entrusted with
parking management within their colonies and will be authorized to identify and
earmark parking slots in their colonies. They will be authorized to charge
residents for the use of these parking slots. The revenue generated from this
may be used by RWAs for development of parking facilities and security of the
premises.
Will set up a committee of experts and urban planners within a month of
assuming office for optimizing space for parking and adopting best global
practices.
Existing underground/ multilevel parking will be refurbished and
promoted for ease of use.
New Multi-storied parking will be built in MCD lands.
Streamlining parking fees, removal of middlemen.
Make policy guidelines to deal with illegal parking under the ambit of
law. Penalise/Removal of old, unused cars occupying parking space.
Commercial establishments, malls, hospitals etc will be given FAR
incentives to increase parking spaces.

The municipal corporation will regularise and formalise parking in and
around local shopping complexes. Parking in these areas shall be charged
to discourage long term parking.
Introduction of congestion fee for parking in crowded areas.

Property Tax
Congress led MCDs will completely exempt self -occupied
residential properties from the ambit of house tax.
No Property Tax will be charged on rented residential
properties owned by senior citizens of more than 65 years of age.
(This announcement is being made keeping in mind that rents from residential
units is the only source of income for a large number of senior citizens in
Delhi).
Rebate and FAR incentives for commercial establishments for effective solid
waste management
No Conversion Charge/ will be charged after 10
years
Properties covered under mixed land use and for which conversion charges/
license fee has been paid a period of ’10 years’, will be exempted from the
ambit of commercial charges/ license fee.

Toilets
Clean and functional public toilets to be built at a within a radius of every one
km on a pay-and-use basis in collaboration with NGOs like Sulabh International
Existing Community toilets will be revamped and new toilet complexes will be
built in slums in MCD land with facilities for bathing and washing clothes; that
will ensure maintain cleanliness
Sanitary napkin vending machines in publ ic toilets

Utilities Maintenance Department (UMD)
Utilities Maintenance Department will be created and developed on
self-sustainable model for regular maintenance of utility services. With
dedicated budget and designated task force, the department will be responsible
for maintenance of multi-level parking areas, toilets, night shelters and Barat
Ghars/ Community Halls.
Villages and Urbanized Villages
Villages of Delhi have a very significant role to play and have immensely
contributed in the Development of the National Capital. Where on one hand
large portion of village land was occupied for the urbanization and
modernization of Delhi, it is the duty of the Municipal Corporation to provide
special attention to infrastructure facilities of these villages. Presently 369
villages & urban villages exist in the Capital, we propose the following
infrastructure facilities through MCD, in the said villages:
MCD will ensure 100% coverage of all drains to widen the
internal roads of the villages.
Paver blocks will be used in the internal lanes to give a modern and
distinct look to the villages.
In association with the power distributor (BSES, Tata Power, BRPL etc.),
the MCD will initiate the process of underground wiring of power cables
on MCD roads in villages.
MCD will reclaim open spaces in urban villages to develop
public utility services, multi -level parkings etc.
In association with Fire Department MCD will install Fire Hydrants
Outlets at important junctions inside the villages on MCD roads. The fire
hydrants will be connected with main supply outside the villages. (This
step is being announced in view of the fact that Fire Trucks will be unable
to enter the narrow lanes of the villages)

Summer Action Plan to Avert Water Logging Crises
in Delhi
Desilting of Drains
Water logging has now become a common problem in Delhi. With the
commence of monsoons in Delhi, choked drains clogs more than 50% roads in
Delhi. The Congress Party has proposed the following ‘Summer Action Plan’ to
avert water logging crises in Delhi.
100% desilting of drains on MCD roads will be completed by 1st of June
every year. This will ensure that earthy matter, fine sand and deposited
sediments is removed from drains before the start of the monsoon season
and no drain remains blocked during rains.
In association with National Institute of Urban Affairs (NIUA), the
Congress Party will prepare a plan for layout of modern drainage system
across all MCD areas in Delhi. Today we are faced with a peculiar
problem where due to the different terrains of Delhi, the drainage system
has failed to discharge effectively. Hence we propose to tie up with an
expert body to completely redesign and augment the existing drainage
system throughout Delhi.
Ground water recharge
Special focus will be given to rain water harvesting by developing economic
rain water harvest mechanisms at local levels. By curbing loss of rainwater into
drains and on account of water logging, special focus will be given to arrest rain
water and divert the same to ground recharge pits.

Roads
In order to make MCD roads pothole free, the Congress will make a
100% switch from traditional asphalt roads to concrete roads. Cost
effective and global techniques will be implemented for this purpose.
Traffic calming measures such as raised crossings, speed breakers,
rumble strips etc., (as per MoUD urban road codes or CRRI norms) in all
colony roads with ROW less than 24m.
All MCD roads will be equipped blue and green dust bins at every 750m.
Parks and Green Areas
Green spaces are the lungs of a city. It’s important to create new green
spaces and maintain the old ones.
Proper maintenance of MCD parks involving RWAs; creation of
designated areas as playground for children
Water ATMs in parks in collaboration with RWAs and using CSR
Dedicated Task Force for coordinating with multiple agencies: Delhi is
administered by multiple agencies which often results in confusion,
administrative complexities and delay in executing projects due to lack of
proper coordination between different agencies. Congress ruled MCD
proposes to create a dedicated task force for coordinating with various
Govt agencies involved in providing basic amenities to the citizens of
Delhi.

For Women
Congress had decided to build new working women’s hostel on vacant land
banks. Special focus will be given to gender budgeting.
For the homeless
Congress will build new night shelters and improve management of old ones
through the proposed Utility Management Department (UMD). The night-
shelters will be managed in collaboration with NGOs.
Stray Dogs and Monkeys
100% sterilization and anti-rabies vaccination of street dogs with animal care
NGOs with increased and timely release of payments; animal ambulances and
strengthening the municipal veterinary infrastructure. Creating a special task
force to tackle monkey menace
Security
CCTV cameras will be installed in colony streets, parks and other areas
under MCD.
Dark spots free Delhi: All MCD streets and parks will be illuminated by
LED lights.

Dedicated fund for Chhat Puja
Separate fund will be created for Chhat puja. Necessary arrangement will be
made to ensure Chatt Puja is carried out in hygienic and clean surroundings at
ghats and also at the ward level.
Residential ownership rights to colonies established
on MCD land under the first five year plan
Residents of colonies established under proposal of first five-year plan on MCD
land for weaker sections/ LIG (like Azadpur Colony) will be given ownership
rights.. This has been a long standing demand of those residing in such colonies
since past many generations. Congress announces grant of ownership rights to
genuine residents of such colonies existing on MCD land.
Bhagidari
A roadmap for participatory governance was initiated by the Congress
government in Delhi in order to enable citizens’ participation in local
governance through democratic engagement between government agencies and
various stakeholders representing citizens interests like RWAs, market
associations, industrial associations, village groups and NGOs. Unfortunately,
the subsequent governments, though paying lip service to participatory
governance, has completely abandoned the Bhagidary system. Congress will
bring back this model of governance to empower and enable the citizens to
participate in local governance.

Building bye-laws will be redrafted, simplified
MCD building bye-laws are outdated, the Congress Party will redraft and
notify fresh bye-laws to simplify construction compliance in the National
Capital.
Kisoks for Single window clearance for construction of residential units
will opened in local areas.
Special focus will given to simplify construction in unauthorised
colonies, villages and extended village abadi areas.
