The current system concentrates power in thehands of the Tory council leader and a fewsenior cabinet members. Most councillors,even those in the controlling group have littlepower or influence. Scrutiny of the cabinet isgenerally weak, underresourced andineffective.

Recent legislation gives councils theoption of returning to a committee systemand abolishing cabinet government. Thiswould ensure that all key decisions aretaken by a committee meeting in publicand decisions can be challenged at the

point they are being made.
