The United Nations Environment Programme-Sustainable
Buildings and Climate Initiative (UNEP-SBCI) in partnership with the Building and Construction Authority of Singapore
(BCA) is conducting a regional status report in South-East Asia within the framework of the global status reporting on
sustainable buildings, launched by UNEP-SBCI. This regional status reporting in South-East Asia will collate the
current status and trends from sustainable buildings
initiatives in the region, with the aim of publishing the Regional Status Report on Sustainable Building Policies in South-East Asia.
The Regional Status Report on Sustainable Building
Policies in South-East Asia will provide an overview of the policies and initiatives put in place in various South-East
Asian countries on promoting the development of sustainable buildings. The report is being conducted by
BCA’s Centre for Sustainable Buildings and Construction (CSBC).
The objectives are to provide:
• An overview of sustainable building trends, policies and buildings in South-East Asia, with a focus on: Brunei
Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia,
Myanmar, Philippines, Singapore, Thailand and Vietnam.• An insight into building classifications of sustainable
buildings in the region.• A survey of existing regional studies, institutions and
experts involved in these studies.• A platform to build up a knowledge infrastructure on
sustainable buildings which will facilitate the ongoing
process of data collection and support collective learning in South-East Asia.

The Regional Status Report on Sustainable Building Policies
in South-East Asia aims to profile the country’s sustainable building policies according to the four category classification
of policy instruments developed by UNEP-SBCI [source UNEP-SBCI publication: “Assessment of Policy Instruments
for Reducing Greenhouse Gas Emissions from Buildings”, 2007]. These are:
• Category 1: Support, information and voluntary action.
• Category 2: Fiscal instruments and incentives.• Category 3: Regulatory and control instruments.
• Category 4: Economic and market-based instruments.
The Regional Status Report will be developed in several
steps, in which two Regional Workshops are envisioned.
Step 1: Prepare the Quick View on Sustainable Building Policies in South-East Asia. The Quick View will provide an
overview of sustainable building trends and policies in the region through desk top research and interviews.
Step 2: Convene the first Regional Workshop with regional
policy-makers from the region to identify gaps of data and information on status, trends and policies on sustainable
buildings and follow-ups of in-depth studies. Step 3: Conduct in-depth studies through desk top research,
questionnaires and interviews. The Draft Report will be
prepared. Step 4: Review and validate the Draft Report during the
second Regional Workshop. Step 5: Prepare the Draft Final Report incorporating
comments from the second workshop. Step 6: UNEP Expert Review of the Draft Final Report by an
Expert Panel of the UNEP.
Step 7: Launch of the Final Report Regional Status Report on Sustainable Building Policies in South-East Asia.

definition and categorisation of sustainable buildings.
Section 4: Country Reports, including future concepts and
plans, with a survey of the sustainable building policies in each country.
Section 5: Examples of sustainable buildings in the region,
highlighting the Best Practices.
Section 6: Summary with conclusions.
Section 7: Sources and references, existing (regional)
studies on sustainable building policies in South-East Asia.
