How Do Our Decisions Benefit Students?

Students in Participatory GovernanceEducation Code Sections 70901 and 70902“minimum standards…to ensure…students the right to participate in district and college governance”

Education Code Section 76060“The governing board shall recognize each associated student organization or its equivalent within the district…”

California Code of Regulations: Title V 51023.7“The governing board…shall adopt policies and procedures that provide students the opportunity to participate effectively in district and college governance.”

Areas of “significant effect on students” Title V 51023.7

(1) Grading policies;(2) Codes of student conduct;(3) Academic disciplinary policies;(4) Curriculum development(5) Courses or programs which should be initiated or discontinued;(6) Processes for institutional planning and budget development;(7) Standards and policies regarding student preparation and success(8) Student services planning and development;(9) Student fees within the authority of the district to adopt; and(10) Any other district and college policy, procedure, or related matter that

the district governing board determines will have a significant effect on students. (i.e. hiring and evaluation of district employees)

Function of the Student Affairs Committee

“This committee shall have the right to consider all matters which impact upon student life. These may include but will not be limited to areas such as the teaching and learning environment, co-curricular and extracurricular activities, student services, etc.”

Who is on the Student Affairs Committee?

The committee will consist of a total of 14 members.1. Student Trustee – Chair2. ASO/ASU Presidents from all nine colleges3. District Student Support Services or designee4. One Vice President of Student Services from within the district5. One ASO Advisor from within the district

Voting Members ° ASO/ASU Presidents ° Student Trustee/Chairperson shall only vote to break ties.

Non Voting Members° Board of Trustee/Alternate° District Student Support Services or designee° Vice President of Student Services within district° ASO Advisor from within the district

Ad Hoc Committees

1)Ad Hoc Committees can be appointed by the Student Board Member each year, subject to the approval by majority vote of the Student Affairs Committee.

2)The Student Board Member shall charge the ad hoc committee with a specific task to be accomplished and shall establish a time

Ad Hoc Committees° Ad Hoc Committees can be appointed by the Student Board Member each year, subject to the approval by majority vote of the Student Affairs Committee.

° The Student Board Member shall charge the ad hoc committee with a specific task to be accomplished and shall establish a time line for completion of said task.

° Any student in good standing in the Associated Student Organization can be approved as a member to an ad hoc committee. However, only members of the Executive Board of the Associated Student Organization can chair an ad hoc committee.

° The Student Board Member shall make the final determination as the total number of members in each ad hoc committee.

Student Affairs Committee Goals & Expectations 2010 - 2011

Student Trustee Expectations

1.Quorum to be met at every meeting. *2.Student resource table at the Board of Trustees meetings*3.President’s reports4.District committee reports & attendance **5.Meet with every ASO/ASU Presidents for a one on one.

*Assign Proxies if the Presidents can not attend. Preferably a member of the ASO/ASU Executive Board.**Communicate with alternates if you can not attend one of the district wide committees.

Expectations for the Student Trustee

1. One on one of the student trustee with individual presidents.2. Be knowledgeable of student and campus issues.3. Communication via email, telephone and or in person.4. Inform the presidents of information from the district level.

1. Quorum2. Presidents reports3. Student elections – ASO/ASU/Student Trustee4. Student resource table5. District committees6. Student Representative Fee on all 9 campuses7. I Tap Referendum for the April 2011 elections8. District wide fundraiser9. Farmer’s Markets on all 9 campuses10. Mandatory check off for ASO/ASU student activities fee.
