OER? REL? REA? Digital materials that can be re-used for teaching, learning, research, made available for free through open licenses. They include any tools, materials, or techniques used to support access to knowledge.(Unesco 2002-Forum l'impact des logiciels de cours libres pour l’enseignement supérieur dans les pays en voie de développement).

ConceptsOpen: o-decade (open source, open systems, open standards, open archives, open everything). Before 1990 we were in the e-decade. Educational: we don´t refer only to formal education, when it comes to OER the objective is to achieve personal and social development. Resource: is a source or supply from which benefit is produced.
