Patron’s Christmas Message 2016
I take this opportunity to wish all retired members of the Northern Territory
Police Force and their families all the very best for a Merry Christmas.
2016 has been a year of significant change in the Northern Territory Police
Force. With every technological advancement, with every landmark we
reach, we are reminded of the members who led the way as innovators,
trailblazers and above all, community leaders. I continue to look to each of
you for inspiration. A number of long-serving members retired in 2016, and I
take this opportunity to again thank each of you for your dedicated service
and wish you all well in your retirement.
The RPANT remains a vital part of the Police family, offering the networks,
friendship and support of colleagues and families, and I thank the dedicated
members of the RPANT committee for all their hard work over the last
year. 2017 will mark the 20th anniversary of the Retired Police
Association. Congratulations on this achievement.

President’s Message
The Association has enjoyed another fruitful year and from my perspective I
must thank the Committees’, both in the NT and also the SA and Victoria for
their contribution that has made it another successful year. As we approach
our 20 year anniversary, I believe we should not forget the work of the
original committee and all of the members that have made a significant
contribution along the way, ensuring our current position.
Next year it is planned to have another round of renovations undertaken by
the NTPFES to provide us with a first class facility for not only administration
but also to have a place for social functions throughout the years to come.
The support from Commissioner Reece Kershaw has been outstanding and we
thank him for his contribution and support of the Association.

As this is the last Newsletter before the celebration of Christmas and the
coming of the New Year, on behalf of the Association we wish all members,
families and friends all the best for the festive season.

Foelsche Memorial Service
To all Darwin members, the following invitation was received from the Masonic
Lodge. The Association looks forward to the President, Committee and
Members attending the service.
It is the custom of our Masonic Lodge to hold a short Memorial Service for the late
Inspector Paul Foelsche, the first NT Police Inspector, who died on 31 January
1914.
The service in 2017 will be held on Tuesday January 31st in the Pioneer Cemetery,
Goyder Road, Darwin at 5:30 pm.
We cordially invite you and your members to this service.
Light refreshments will be served after the service in the Masonic Hall adjacent to
the cemetery.
There is parking at the rear of the Hall with entry from Stokes Street, Parap.
New Members
Two new members, recently retired superintendents Peter Gordon and Steve
Heyworth are a welcome addition to our membership.
20th Anniversary of RPANT
Next year is the 20th Anniversary of the Association on 29th September 2017.
The committee has mooted the idea of a reunion in Darwin and interest in
this will be gauged early next year, to see if there is sufficient interest to hold
the reunion and associated functions.

Finances
The bank balance is very healthy with $40,000 in a fixed deposit and $23,217
in the operating account, a total of $63,217.
The association needs to consider any projects that we can expend funds on
that can benefit our membership or the community. Your suggestions will be
appreciated as having money in the bank is not really the object of the
Association. Benefitting the membership, especially those that have been
long term members is something to consider.

Darwin Christmas Function
The Darwin Christmas Party was held at the Foong Long restaurant on
Thursday 8th December, with 42 people attending including our Patron, Police
Commissioner Reece Kershaw. Great day was had by all with lots of
memories shared by members and partners. Some photos of the function are
provided that may evoke memories of days gone by with many of the
Territory’s finest still able to share a cold drink on a very hot and humid
Darwin day.

Police Chaplain Pat King and Michelle Casey were having a good time
Dennis Scrutton and John Ascoli kept the Commissioner busy.
The collection of raffle prizes valued at over $800 raised $500 for the
function.

Carole Wallbank did a great job in selling tickets and even got our Patron for
few tickets.
Greetings from our Cooktown Members
Police Remembrance Day in Cooktown was attended by local residents Alan
Hogan, Rex Grass and Slippery Wilson. The boys had a good time I think and
possible the odd ale.

Venue and Date set for Southern Muster 2017
Following the success of Southern Muster 2015 at Horsham in October,
arrangements are in hand for Southern Muster 2017. It will be held in
Tocumwal, on the Murray River, on Saturday, 7 October 2017, with the ‘meet
and Greet’ on the Friday evening and the Farewell Breakfast on the Sunday
morning.
Full arrangements will be advised to Members in February/March, 2017, but
in the meantime, write the dates into your forward diary and start to plan to
attend - let’s get 100 at the next Muster!
Victoria Branch News
VICTORIA BRANCH AGM - 4th DECEMBER 2016

Minutes of the last AGM read by members from copies handed out by the
Secretary. Gerry Foster moved they be accepted, seconded David LeCerf,
carried.
President's report: David Pollock advised of interest already received
regarding the 'Southern Muster' to be held at Tocumwal, weekend 7th and
8th of October 2017. He and Bob Thorning will be travelling there in February
2017 to liaise and confirm with the parties involved with accommodation and
catering for the Friday night, meet and greet on the 6th, and the dinner on

Saturday night the 7th. The Saturday lunch barbecue will be self-catered and
the Sunday breakfast for those who wish to attend, will be catered for at one
of the Motels.
There has not been any dates at this time from Darwin as to the proposed 20
year Anniversary of RPANT.
The Police Remembrance Day held in Melbourne was attended by 5
members, The NT flag was carried by Mal Warren. Not seen this year was
former NT Police Chaplin, Peter Wright.
The President thanked all those for attending.
The President then declared all positions vacant.
Nomination for President, David Pollock, by Gerry Foster seconded by David
LeCerf. Carried.
Nomination for Vice President, David LeCerf by Greg Dowd, seconded by Chris
Crellin. Carried.
Nomination for Secretary, Bob Thorning by David LeCerf, seconded by Greg

Nomination for Treasurer, Paul Mackellar by David Pollock, seconded by
David LeCerf. Carried.
Treasurer's report: In absence of the Treasurer, the President reported that
with the receipt of $201 capitation fees, the credit balance as of the 1st of
December 2016, was $2,067.48.
General Business: Welcome to visitors Frank Saunders and his wife, Hillary
who were visiting from Canberra and Gerry Lonergan and his son, David from
NSW.
Gerry Lonergan spoke regarding his attempts to gain interest from members
in NSW to start a Branch there but has not much response at this time.

Response from the meeting that we consider putting formation of the
Southern NSW Branch on the "agenda" for the next Southern Muster; say
2pm on the Saturday afternoon of the barbecue.
Follow up with Darwin regarding name tags for members and the new shirts
that were mention in their last meeting.
A big thanks to David LeCerf and his wife Sue for once again providing an
excellent lunch for the AGM/Christmas meeting.
Next meeting to be held at the President's residence on Sunday 2nd April
2017.

South Australia Branch News
SA Branch Presidents Report 2016.
The South Australian Branch of the Association has had another successful
year. The two official functions, the AGM and the Christmas Dinner were
both well attended.
The AGM was to be held at the Clare Valley Motor Inn at Clare on Tuesday 10
May. The plan was to hold a BBQ lunch in the gardens of the Inn followed by
the AGM. Unfortunately the weather was foul so an alternative venue was
sought. As a result lunch was shared at the Clare Hotel, Main Street Clare and
afterwards the AGM was held in the hotel dining room.
The Secretary Bob Kirby and Kingsley Taylor, the Welfare and Merchandising
officer did not seek re-election and they stood down from their positions.
The Committee and members are grateful to both Bob and Kingsley for their
efforts in running and maintaining the Branch. Bob was very active as
Secretary managing the correspondence and coordinating the various
functions and activities. Kingsley was busy looking after the Welfare of
members and raising funds through the sale of merchandise. Thank you to
both Bob and Kingsley for their contributions to the Branch.

After the AGM most members went to the Clare Valley Motor Inn for a dinner
function. The occasion was well attended and was a happy and friendly social
affair. The following morning we gathered again for breakfast.
The Christmas Function was held at the Weintal Inn at Tanunda on Tuesday
29 November. We met in the attractive beer garden for pre-dinner drinks
before retiring to a private function room for dinner. This year we decided
against the traditional Kris Kringle giving of Christmas presents, but the raffles
were well supported. A number of members donated goods and produce to
each function which meant nearly everyone went home with some good wine
to celebrate Christmas. John Scott is the Master of Raffles and does a
wonderful job in selling the tickets, conducting the raffles and giving out the
prizes. Special thanks to the members who donate goods for the raffles.
Their support and contributions are greatly appreciated and help maintain the
viability of the Branch.
Each year Branch members attend the Police Remembrance Day Service held
by SA Police at Fort Largs and a Branch member lays a wreath at the Wall of
Remembrance. Unfortunately this year SA suffered a severe storm on the eve
of Remembrance Day and the State was without power. Only 7 members
were able to get to Adelaide for the service. Others were either dealing with
storm damage or without power or communication. Laurie Kennedy
represented the Branch and laid the wreath on our behalf. Thank you to
Laurie for the solemn and dignified manner in which you represented us.

After the service we went to the Largs Pier Hotel for lunch. A private function
room had been booked for 28 and while only 7 were able to attend the Hotel
was happy for us to use the room understanding the impact the storm had
had on the State.
I would like to thank the Committee who all share the workload in running
the Branch and contribute to its continued success. Also thank you to all the
members, partners and friends who attend the functions. Their attendance
and continued support makes each occasion special.
