Business Concepts:
The many decades of war in Afghanistan have eroded much of the social and physical
infrastructure. Thousands of men, women and children were killed or displaced, the
economy virtually collapsed, education institution were closed, and the country’s political
and governmental structures disintegrated. Especially more than one decades of conflict
suffered our country so much in many different parts negatively. Most development
programs initiated by the governments prior to the war came to a halt. Women and
children suffer most due to the war. The number of orphans and widows is high and the
need for rehabilitation is great.
More over the rehabilitation program of the government of Afghanistan was very good
program for the development and employees. But the unprofessionally, and corrupt
Companies injured this useful program. The only idea WINDECON have gotten after
thinking a lot that only way to serve better and in a good way our suffered people and
nation is to build up a complex rehabilitation service group for both private and civil
sectors, to arrange the needs of rehabilitation programs all over Afghanistan.
Through employment of the Afghans we are able to build capacity into the nation and
instill trade skills that will help to provide economic stability and support for their
families. The current situation necessitates the intervention from the aid community for
short and long term reconstruction work in Afghanistan.
This work is accomplished through the collaborative efforts from the Afghan
government, USAICE, NGO’s, partnering organizations, and donor agencies.

WINDECON’s Clients
WINDECON existing organization has delineated lines of authority and accountability with clear and logical relationships between its company head quarters office, site offices, and subcontractors. We’ve created strong HQ departments for QC, Project Management (PM), Construction, Logistics and Business Support. Under our currently organization, we have capabilities to successfully manage the projects in all provinces. Project PMs interact daily with their respective onsite PMs, functional departments, designers, and subcontractors/suppliers to ensure project goals and objectives are met.For ease of communication, especially with remote sites, we assign a HQ PM for each project. This means that the Government has a single point-of-contact for all project related issues. Generally a HQ PM will be responsible for a regional group of small to medium size projects to facilitate the movement of labor, materials, equipment, and supplies in a contingency environment. Large projects are assigned a separate PM that works closely with other PMs in that region. This layer of management in addition to the site staffs ensures that each site receives the level of corporate support required to succeed. These PMs are the critical link between the site personnel, designers, procurement, and other critical support functions allowing them to answer all client questions and requests. We maintain regional support offices throughout the country located in Kandahar, Jalalabad, Ghazni, Gardez, Helmand, Herat, and Mazar Sharif. These regional offices act as the support hubs for projects in the area. They are staffed by the regional PMs and local managers that are knowledgeable about resources, personnel, and suppliers in the area. For example, site managers may make requests to the regional offices for equipment. The regional managers communicate the availability of such equipment from nearby sites. The regional offices also act as shipping hubs for materials transitioning to the jobsites.Additionally, we have dedicated regional security escort teams that move materials from one regional office to another or to and from the various jobsites. These teams are matrixed and report to the HQ logistics director in concert with the regional PMs.Personnel performing support functions such as QC, logistics and business (admin) support report to a functionally aligned director. For example, personnel performing shipping support functions report to our Logistics Director, Mr. Imran. By doing this we have been able to develop a company-wide capacity and in many cases avoid redundancies that are often created when managing multiple projects across a large geographic area.

WINDECON intends to present Executive Management controls production, procurement and implementation and is the final decision making platform for Project Management. Utilizing local resources and personnel for authorized procurement and logistical support and labor as well enables local economical strengthening while ensuring timelines are on target and satisfactory. WINDECON will establish a Project Management Team at its Home Office organization in Headquarters Office in Kabul, which will assume overall responsibility for the execution of the Technical Project Completion. A Project Site Team as The WINDECON proposed Site organizations will be established at the Project Sites utilizing WINDECON Management and subcontractor support. Under the direction of the Project Manager, who is the Representative of WINDECON, the Project Execution Teams at the various global offices and the site office will carry out their assigned project activities. WINDECON is fully capable of completing construction in the area identified throughout the Request for Proposal (RFP). Past works for clients are our verification of our expertise. Our major sub-contractors experience in construction of buildings of many types, and their knowledge of the area and their resources for equipment and manpower will be the key to the success for such projects.Today, we have a 350 strong highly trained work force, $2M worth of equipment, factories for manufacturing most of the material we need, and over 10 vetted long-term subcontractors/suppliers. This is a testament to our capabilities and the best test to our effective organization and procedures. We have a five acre facility that houses our plants/factories to include asphalt, concrete, aggregate, paint, steel fabrication, window manufacturing, carpentry, and electrical distribution fabrication. For items we do not yet manufacture in Afghanistan, we have long-term alliances that built our capacity regionally with local installation capabilities in Afghanistan. This ability to self-perform with our own force and with long-term strategic alliances has given WINDECON great edge over every other local or international contractor in Afghanistan. We have the resources to self-perform, whenever subs and suppliers cannot or fail to perform. We have the ability to perform in dangerous locations, where international contractors who are dependent on foreign labor cannot.

WINDECON Highway Products can provide Reinforced Concrete Pipe from 12″ through 60″. Currently our big size is 48”. Here in Afghanistan the use of Pre Cast concrete pipes in road is very high. Due to new design as compared to Pakistani design, we produce exactly the same thing that our clients mention us in their design specification. This is the reason that we have installed our own factory. Similarly a high number of other contractors buy these pipes mostly from our factory which is working now in Jalal Abad. We are able to install and run it anywhere in Afghanistan. Strength classes are available from II to III to IV to meet project load requirements.Concrete pipe continues to be the choice when durability, structural integrity, 100 year design life, constant hydraulic efficiency, and low maintenance are considered.
