Federal Perkins Grant Restructuring Goals

•What needed to be done to expedite “final approval” and get $$ to the schools more quickly

•How to make sure all the funds were spent and not returned

•How to reduce supplemental required documentation

Federal Perkins Application Changes Needed to Address the Goals

•Provide better training both internally and externally to reduce the review process

•15-month Projects: 7/1-9/30•Integration of reporting requirements into the application

Employability Skills

Coherent Sequence Update

•Previous year’s 40th and 100th day enrollment populates the upcoming coherent sequence

•LEA edits, adds and deletes courses as needed

•Coherent sequence is how the LEA notifies ADE a new program is being offered

•Arizona has 71 program offerings with coherent sequences of instruction

Internal Training

•Purpose-Cross training•Consistency of reviewers

▫Transition from 4-17 reviewers•Use of processing checklist•Providing technical assistance

External Training

•April/May-7 all day trainings around the state

•Morning: provide resources and activities

•Afternoon: Computer hands-on workshop with GPS assisting

•Goal: LEA is prepared to submit application by 6/15 deadline.

•Additional trainings throughout the year

Reports within the Grants System•Narratives

▫Mid-year due as amendment on 3/31

▫Final due as an amendment on 9/1•More “user-friendly” •Easily respond to progress on each objective

How the Process will Work?

•LEA submits no later than 6/15•GPS will review for “substantial approval”

by July 1 allowing the LEA to obligate funds beginning on that date

•GPS and LEA will continue the process until all the objectives and expenditures support each other and meet the intent of Perkins

•All Federal Perkins grants will have final approval by 10/1.
