Welcome Bay Growth Study Strategic Transport Model Analysis
1 Introduction
Tauranga City Council (TCC) are considering land use changes in the Welcome Bay area that would
increase the supply of residential land and potentially allow for supporting land uses such as a Shopping
Centre (including a Supermarket) and a new primary school. To accommodate this growth, road network
changes such as new collector road(s), public transport or high occupancy vehicle provisions and
intersection upgrades may be necessary.
TCC have engaged Beca to assist in identifying the potential transport system effects of the land use
changes on the major road network and to provide advice on transport options to support the potential land
use changes. We have utilised the Tauranga Transport Strategic Model (TTSM) to assist with this study.
Note that this transport modelling study has focused on performance on the major network and does not
consider local issues for specific activities, such as access points and intersection queue interaction etc.
Hence it is a strategic level study and detailed operational analysis will be necessary to understand
operational performance of more local issues in future.
This letter summarises the key assumptions, processes and outcomes of the transport modelling and
analysis. The scope of work includes the following:
◼ To undertake a ‘health check’ of the TTSM attributes in the study area to check the model is fit for purpose
and make any necessary adjustments
◼ To assess the performance of the transport network in the Welcome Bay study area using the TTSM in
future years of 2031, 2043 and 2063 applying different land use and transport system improvement
scenarios.
We have undertaken initial model scenario runs in TTM version 5.11. These scenarios were then re-run
using an interim version of TTM5.12. The interim version TTM5.12 is currently under peer-review and some
changes may be required in future depending on the outcomes of the review process.
The outputs from the models were provided to the study team (TCC and Beca) as the project progressed,
this note collates that data into a single document for future reference.

2 Model Health Check
2.1 Network and Zone Refinements
The model network was refined within the Welcome Bay study area to better represent the base year
network and improve traffic loading points. The model network and zone connectors were refined and Figure
1 shows a comparison of before and after network refinement. The refined network is used for the base year
2018 and the future years; 2031, 2043 and 2063.
Accordingly, the land use data for the mesh blocks 1180015 and 1206204 were reallocated from the current
zone 82 to a new zone 212, and the mesh block 1206321 from zone 85 to 212.

The base year 2018 model was checked using the refined network. Traffic counts were provided by TCC and
some State Highway counts were extracted from the NZ Transport Agency traffic monitoring website for
validation of the base year 2018 model.
Figure 2 shows the count locations (in red) where the observed data was compared to the modelled flows
within the study area.

The model validation results for the 2018 base year (version 5.12 interim network) shows a reasonably good
match between observed and modelled flows. We consider this is acceptable for a strategic level study.
Detailed validation results are provided in Appendix A.

3 Future Modelling Assumptions/Inputs
3.1 Land Use Scenarios
TCC provided three land uses scenarios for this analysis and these are summarised in Table 2. Land use 1
is Business as Usual (BAU) and the other two scenarios have different levels of local development.

Additionally, an assessment of the effect that adding a shopping centre and a new primary school would
have on the transport system has been undertaken and is described in section 4.2.
3.2 Network Scenarios
Multiple network improvement options were considered, as outlined below:
◼ Reference case (Ref) – Current network
◼ HOV lanes – Additional High Occupancy Vehicle (HOV) lanes on Welcome Bay Road between Hammond
Street and James Cook Drive
◼ Route 1 (R1) – A new road between James Cook Drive East and Welcome Bay Road Old River Bridge
West (along the northern boundary of Waipuna Park and Crossing Kaitemako Road)
◼ Route 2E (R2E) – A new link between Victory Street East (along the Southern boundary of Waipuna Park
and crossing Kaitemako Road) and Ohauiti Road West
◼ Route 3 (R3) – A ring route from Pukemapu Road to Kaitemako Road via Rowesdale Drive.
A new road connection between Poike Road and Oropi Road, providing an additional route between State
Highway 29 and Fraser Street or Cameron Road, is included in all scenarios as this connection was identified
and recommended in related prior studies.
To understand which network improvement option provides a better outcome, the furthest forecast horizon
year 2063 scenarios were modelled first. The outcomes of the modelling are discussed in the following
sections.
3.3 Mode Shift Initiatives
For Welcome Bay and Ohauiti suburbs, we considered potential options to achieve mode shift to non-single
occupancy car travel through High Occupancy Vehicle (HOV) lane provisions in addition to road network
changes. As the TTSM is not at this stage a multi-modal model we cannot accurately model initiatives to
determine mode shift, instead we have estimated possible mode shift from evidence elsewhere and manually
applied vehicle trip reductions and/or capacity increase in the model to assess the potential benefits.

We are currently updating the TTM to include the ability to model the effect of HOV facilities and it may be
beneficial to update the modelling once this is complete.
Tauranga Programme Business Case (PBC) Programme 2 mode shift effects were adopted for this study.
This programme predicted a low level of mode shift to non single occupancy private car modes (but greater
than existing). As such we note that the findings of this analysis rely on the interventions in Programme 2
being implemented so that the resulting mode shift is achieved. Again, it may be worth modelling these
interventions explicitly when the model update is complete.
4 Future Modelling Scenarios
4.1 Initial Modelling Scenarios
To understand the performance of the network options, the ultimate model year 2063 scenarios were
modelled initially. These results were discussed with TCC to further refine the modelling process for the
earlier model years 2031 and 2043. This was undertaken over several iterations.
The initial scenarios use the highest land use demand (LU3) for the year 2063 with different network options.
They are shown in Table 3.

Figure 3 shows a comparison of Vehicle Kilometres Travelled (VKT) and Vehicle Hours Travelled (VHT) for
the different modelling scenarios for the year 2063 for weekday morning (AM), daytime (IP) and evening
(PM) peak hours.

From the Figure 3, the R2E network option provides a better performance compared to other options with
lower VKT and VHT results. Additionally, Level of Service (LOS) plots and traffic flow patterns show the R2E
option diverts traffic to an alternative route to the Tauranga CBD (via a new connection between Pokie and
Oropi Road), hence it helps to relieve the existing bottleneck at the Welcome Bay roundabouts. LOS and
traffic volume output plots are attached to this note as Appendix C.
4.2 Supermarket/Neighbourhood Centre/Primary School Land Use Option Tests
The purpose of the test was to understand how other land use changes could influence the level of trip
internalisation, and therefore potentially reduce congestion on the wider network.
The current model retains the two existing schools (Welcome Bay and Selwyn Ridge Primary school) and the
shopping centre on Welcome Bay Road.
A new land use scenario was set up with a supermarket in the existing shopping compound on Welcome Bay
Road, a new neighbourhood centre in Ohauiti and a primary school near the Ohauiti Reserve. The shopping
and neighbourhood centres are assumed to be some 2,000 m2 GLFA for each. With an assumption of 50
daily trips/100 GLFA (based on actual trip generation of existing similar centres in Tauranga) these
developments are expected to generate some 1,000 trips/day each. For the primary school, a school roll of
680 was assumed based on information from TCC.
Using the 2063 R2E LU3 scenario as a base case, an additional scenario was developed with the additional
land use activities. Flow difference plots are provided in Figure 4 for the AM and PM peak periods.

From the plots, traffic flow is slightly increased in the option scenario in the study area, however a slight
reduction in traffic is noticed in the wider modelled area.
To better understand the changes in trip distribution patterns, sector to sector analysis was undertaken with
Study Area (Welcome Bay and Ohauiti) and Outside Study Area (other areas) sectors. Sector to sector
demands are provided in Table 4.

From the sector demand table, Study Area to Study Area trips are increased while Outside to Outside trips
are reduced. Some increases in trips are noticed between the two sectors. Overall the changes in trip
patterns are considered to be minor.
From this exercise, the following findings are noted:
◼ As described above, the study area has the existing two schools. In the TTSM model, the trip generation
model increases the school rolls proportionally to cater for the population growth in future years. There is
no capacity constraint for schools and hence introducing a new school does not provide additional

capacity, rather it changes the distribution patterns and a higher proportion of school trips (from external
or internal zones) are expected in the study area.
◼ In the TTSM model, a proportion of school trips in the morning are assumed to continue on another leg of
a journey (back home or onwards to work). If school trip origins are from within the study area, another leg
of the trip can be return trips to home or leaving the study area to work or other destinations. If the trips
originate from Outside, some trips will return back to Outside areas. Hence introducing a school in the
study area would generate local trips as well as external trips.
◼ For the supermarket and neighbourhood centre, 120 employees were inserted in the trip generation
model to get the required trip generation estimated for the agreed GLFA. The existing model (base
scenario) already has 4,700 employees in the study area which is about 15% of the population. For a
typical residential area, the employment to population ratio is around 12% and hence this area already
has above average employment. Adding an extra 3% of employment has very limited effect and travel
patterns are not expected to change notably.
◼ Generally having such activity centres within the local area encourages internalisation of trips. However,
the level of internalisation will depend on the location of a study area (how far away from other centres),
the extent of the development and the size of the study area.
In conclusion, the study area is located reasonably close to the CBD and other residential areas and has an
above average level of employment (for residential areas) and two existing schools. In this context, the
additional land use test did not show a significant shift in travel patterns. However, specific steps may be
needed to ensure that the assumed employment growth and adequate school capacity in the base model can
be achieved. As this area is already well-served by school and employment in the base scenario, these
additional land use activities are not included in the final modelling options.
4.3 Final Modelling Scenarios
After discussion with TCC, the R2E scenario was chosen as the preferred network improvement option. Final
modelling scenarios were then undertaken for earlier years and the different land use options. These
scenarios were run multiple times to derive the staging of the network improvement options for different
years/land use. Table 5 summarises the staging requirements.
Generally, HOV lanes and PBC’s Programme 2 mode shift effects are necessary for all future scenarios for
land use 1. The R2E network option is required for both land use 2 and 3 scenarios.

5 Model Outputs
The various model outputs are provided in Appendix C.
5.1.1 Level of Service
To assess the level of congestion, a process was developed using weighted average delay (for intersections)
and volume/capacity ratios (for links) to calculate the LOS for the whole network. The LOS criteria adopted
for the analysis are tabulated in Table 6.

The Weighted Average Delay for intersections is the normal volume weighted delay and with an additional
weight factor (delay). This additional factor is included to place more weights for the critical movements to
reflect the “representative average” condition at the intersections.
The calculated LOS indicates a high-level qualitative measure assessing the performance of intersections
and links for the model network. The calculated Link LOS doesn’t consider queuing or delay originated at
downstream intersections. Hence performance of the network should be assessed using both link and
intersection performance combined.
In general, LOS A-D indicates that intersections and links are performing with acceptable level of service.
LOS E indicates that intersection/links are performing at poor level of service and further
investigation/modelling may be needed. LOS F indicates the intersections/links are over capacity.

5.2 Model Input and Results
The following model input parameters and results are provided in Appendix C:
◼ Capacity and Free Speed;
◼ Average Daily Traffic Volume in Vehicles; and
◼ Level of Service and Volume Capacity Ratio for the worst peak hour.
6 Recommendations
As discussed earlier, this study is a strategic level assessment, focusing on the performance of the major
roads in and around the Welcome Bay area. This study provides a very good understanding of how the
network will operate in future for each level of development. The R2E network with HOV provision was found
to be the preferred option from a transport network capacity perspective. However, detailed modelling is
suggested for the preferred scenario to identify any operational issues such as the effects of queue blocking
and signal coordination between closely spaced intersections in the Welcome Bay area. It is also
recommended that this transport system analysis is considered as part of wider land use and place making
analysis to make sure that the recommendations from a transport perspective don’t conflict with desired
outcomes for other important TCC objectives, e.g. land requirements for recreation or other uses.
