Audience questions
What role should technology play when
planning a waste strategy?
How do you incorporate the
informal sector?
How important is the alignment
between City, Regional and Local
when developing a strategy?
How much engagement with the
public should there be during
strategy development?
Why do countries need a
waste strategy if the informal
sector is achieving high levels
of recycling?
Should you have a stand alone waste strategy or should it be part of a wider environmental strategy?
How frequently should you review a
strategy given changes to practice
and technology?
How do you balance ambition and
reality?
What role should the private sector play?
Is the monetisation of waste
management services a no-go in
transition economies, i.e. can consumers
be asked to pay for waste?
How do you decide on technology?
What’s fit for purpose?
Which waste materials should a strategy
include? What about hazardous waste?
What data do you need to inform a
strategy?

Vision: What/where do we want to be?
Strategy: What is the plan to get there?
Tactics: What are the specific actions we will take?
Strategic Planning
“A process of defining a strategy, or direction,
and making decisions on allocating resources to pursue this strategy,
including capital and people”.

Define Vision Statement
Identify key goals that will measure if this “Vision” is being achieved
Identify themes which reflect the strategic purpose and direction
Set objectives under each “theme”; the actions required to achieve the
objective and KPIs / targets that measure if the actions/objectives
have been achieved
How does it fit together?
13© Ricardo-AEA Ltd Ricardo Energy & Environment in Confidence
• Data underpins decision making
– Need to understand data quality and potential gaps
– Can you make informed decisions?
• Types of data
– Waste generation and material flows
– Waste composition
– Financial
– Sociodemographic
• Stakeholder mapping
– Capacity and infrastructure
– End markets
– Performance
– Number of people involved in waste operations
• Formal and informal sector
The role of data
14© Ricardo-AEA Ltd Ricardo Energy & Environment in Confidence
• Aguaseo plan to develop a Materials Recovery Facility in Colon City to segregate materials for recycling and reduce the quantity of waste sent to landfill.
• Our support was split into two phases:
– Phase 1: Waste characterisation study to assess the quantity and quality of waste produced in Colon to assess its suitability for recycling
– Phase 2: Using the waste characterisation for Colon, review options for Material Recovery Facility design, and develop a high level business case and roadmap to facility development.
• Results will be used to inform waste collection service review, development of educational programmes and overall waste management strategy development.

Example Waste Strategy Structure

Zero Waste South Australia
• Energy from Waste Policy Paper
• Assess state of waste to energy technologies and suitability
• Developed a high level W2E strategy which included a matrix of technologies, policies and mechanisms, supported by strategy recommendations
City of Johannesburg
• Technology Feasibility Study
• City urgently needs to find an alternative to their limited landfill capacity. Ricardo was part of the City’s transaction team responsible for assessing the feasibility of a 500,000 tpa waste treatment and disposal contract
• Detailed appraisal of all residual waste treatment technologies, modelling and procurement
Kolkata Municipal Corporation (KMC)
• Waste Strategy Development & Infrastructure Advice
• Population of 5M, supplemented with an additional floating population of 3M people / day
• Compilation of revised Waste Strategy and review of selection of technical reports associated with planned changes to the current systems & new waste infrastructure
ArRiyadh Development Authority
• Waste Strategy Development – integrated approach to waste management and city planning
• Population 5.3M in 2012 - +60% by 2030
• 18 month programme (£800,000) from waste composition and stakeholder engagement through to capacity building and implementation planning
• All waste streams, including hazardous

What does the future look like?
Now Future
20© Ricardo-AEA Ltd Ricardo Energy & Environment in Confidence
• Collection and Use of Data
– Real time reporting
• IoT and AI
– App technology
– Drone and camera technology
• Engagement With Stakeholders
– Social Media
– Illustration and communication of strategy in cloud solutions
• Service Delivery
– Driverless vehicles
– Customer pick up on demand services
• Management and Treatment of Waste
– Role of automation and robotics in waste sorting
– New technology solutions to process and treat waste to extract maximum value
Technology Influences
21© Ricardo-AEA Ltd Ricardo Energy & Environment in Confidence
• Waste strategy – end of pipe
– Take, make, dispose
• Move to a Circular strategy
– maximise value and keep materials in the loop for longer
• How do we achieve this?
– Inclusion / engagement of business rather than environment sector
– Role of residual waste tax noting residual waste point of failure
– New technologies
– Consideration of the wider environment
– Could the developing world and transition economies make this change faster?
Transition of Linear to Circular Economy
Engaging communities around waste in low income countries
Mike Webster
WasteAid UK is a waste management charity
working to make an impact on the global waste
emergency by:
• Partnering with local organisations to
improve the health, environment and
livelihoods of people without waste
services.
• Building the skills of local people to
deliver practical solutions to the waste
management crisis in their own
communities.
• Raising awareness of the benefits of
proper waste management and
campaigning for greater change.

Uncollected waste…
• Blocks drains and watercourses
• Is a vector for disease
• Burning leads to air pollution
A public health crisis directly harming child development…Where waste is not collected:
• Six times the levels of respiratory illness
• Doubled levels of diarrhoea
• Impacts from poor sanitation including:
• Nutritional malabsorption
• Stunting - 4.5cm shorter by 8yrs old
• Educational underachievement
UNHabitat, 2010, 2012
Waste is a global development issue
• You cannot ‘Grow Now, Clean up
Later’
• Decent SWM is crucial to allow
populations to reach their full
potential.
1. Gather Data
2. Develop waste livelihoods and create value chains for recyclable materials
3. Build local capacity and awareness by training trainers in waste issues and practical waste livelihoods
Empower communities to take responsibility for their own waste…
Who are the local players?
1. Government- National – overarching waste strategies; national initiatives e.g. plastic bag
bans
- Municipal – local collection/disposal and enforcement
2. Existing recycling infrastructure- ‘Informal sector’
- Middlemen and reprocessors
3. Other groups of interest- NGOs, Donors
- Local Community Based Organisations
Engaging communities…
• Understand local drivers:• Economic
• Public health
• …Environmental?
• How to engage?• Community leaders
• Fit in with local cultural norms
• Literacy?
