National REDD+ Secretariat Minute of SESA/ESMF Task Force

Date : September 18,2015Venue: Meeting Hall of Ministry of Environment, Forest and climate change

The chairman of the task force, Dr. Girma Balcha, has opened the meeting and described

briefly agenda of the meeting.

Agenda Items:

Discussion on the assignment workouts submitted to the national safeguard specialist

by respective groups

Accordingly, the task force members have discussed on first drafts of chapters of the C&P Plan

submitted to the safeguard specialist. On these dates the following chapters were presented

and reviewed by the task force members and invited reviewers from various stakeholders:

Introduction (Dr. Almaz)

Countries’ experience on C&P on REDD+ related projects

Basic Principles of C&P Process

Stakeholders analysis and mapping

Issues for Consultation and Participation (Dr. Girma and Mr. Temesgen)

Institutional Arrangement

Implementation Plan

Monitoring and Evaluation (Mr. Eyob and Mr. Temesgen)

Recommendation (Mr. Eyob)

Grievance Redressing Mechanism (Mr. Desalegn)

SHORT SUMMARY OF THE ISSUES RAISED, DISCUSSED AND DECISIONS MADE UNDER AGENDA

After the presentation by each group the following various comments were forwarded on the

above indicated components of the C&P Plan and GRM documents by members of the task

force as well as invited reviewers.

The participant reflected on reducing the background and introduction and to be

focused on engaging all relevant stakeholders

The task team also suggested to include focused rationale in the document

it is also recommended by the team is to include NGO's and other government

experience related to REDD+ and forest carbon consultation and participation

discussion on Identified issues for consultation was made and reached consensus

to categorize the consultation issues for different level of stakeholders

concerning stakeholders it is suggested to refine identified stakeholders and

include more relevant stakeholders

Issues should be identified (provision of basic information requests, forest and

land governance issues and conflicts) at least a general classification of issues for

direct and straight forward action.

Agreements were reached to incorporate the valid comments forwarded on drafts presented

by respective groups and resubmit to the safeguard specialist via email on endorsed deadlines.
