The IBIDEN Group was established in 1912 as Ibigawa Electric Power Co., Ltd. to promote the local economy. Since its inception, we have been growing and developing hand in hand with the local community.
In the nearly 100 years of the Company’s history, the environment surrounding the Group has changed drastically. Under a range of circumstances, we have tirelessly mastered our own innovative technologies and pursued product development by answering the needs of the time. Today, we conduct a global business focused on electronics and ceramics and contribute to the creation of an affluent society.
As we approach our 100th anniversary in 2012, our Group is focusing on completing the consolidated medium-term management plan, the Global IBI-TECHNO 100 Plan. By further strengthening our business base, we will continue to move forward consistently and grow for the next 100 years, striving to be a company that is trusted by both the local and international communities.

Internal ControlWhen implementing an internal control system, the way in which corporate governance is practiced becomes important. We need to ensure that all officers and employees perform their duties in compliance with the rules and regulations of the Company and that the internal audit functions properly to manage the actions of officers and employees. We will establish a risk management system in a changing business environment, and set up a compliance system to comply with all domestic and foreign laws as well as international rules.
Human Resource ManagementEmployees are the driving force that enables us to run our business and provide the public with value, and they are the first stakeholders. We aim to create vibrant workplaces in which each individual employee derives a sense of satisfaction and achievement from gaining a thorough understanding of the Company’s management policies and business strategies and from having a role to play that enables each employee to contribute to both the Company and society. To this end, we will facilitate the development of human resources with a focus on the Company-wide IBIDEN Profit Management (IPM) activities (see page 11).
Environmental ManagementEnvironmental protection is a pressing issue in achieving constant social advancement. The Company started out in the hydroelectric power generation business by harnessing the power of water. Through the use of clean energy of hydroelectric power generation, we facilitate the conservation of energy and resources in all divisions within the entire company, supply products and technologies that effectively help to reduce the environmental burden, and earnestly work in harmony with nature.
Social ContributionIn fiscal year 2008, we launched a reforestation initiative to help protect the environment and promote an exchange with the local community. We are working with our employees and their families, and members of the local community, to replant forestland in upstream areas along the Ibigawa River. We continuously aspire to earn the trust of international society through global corporate-citizen activities matched with local cultures and customs in different countries and regions.
In order to continue to meet the expectations of our stakeholders 100 years beyond our 100th anniversary in 2012, we will implement CSR management built on teamwork.
In order to act responsibly and build a trustworthy relationship with stakeholders, we will promote CSR management practices based on the four themes: internal control, human resource management, environmental management, and social contribution.

Basic PolicyIBIDEN seeks to create a transparent system of corporate control that justifies the trust of our shareholders and society. It does this by augmenting and strengthening its internal control functions, management oversight functions of its Board of Directors, and auditing functions of its corporate auditors through proactive steps to bolster compliance and risk management. In fiscal year 2009, we undertook groupwide efforts to increase management transparency and provided guidance on internal control to all Group companies, including credit administration systems and establishment and revision of rules and regulations aimed at securing the sound IT control (accounting system) and IT systems.
The internal control system aims to ensure corporate governance practices in which all officers and employees perform their duties appropriately in compliance with the rules and regulations of the Company and that the internal and external audits are functioning properly. This is equivalent to the process in which the management systems are functioning properly. The Company currently operates many management systems, such as quality, environment, and health and safety management systems. The entire company, including not only operational divisions but also functional and indirect divisions, fully utilizes these management systems and employs a Plan Do Check Act (PDCA) cycle to make steady improvements.
The IBIDEN Group adopted the IBIDEN Standards for Employee Behavior in December 1998 and the Compliance Promotion Regulations in August 2003, to facilitate its compliance activities. By achieving thoroughgoing commitment to “compliance with domestic and international laws, our articles of incorporation, internal regulations and corporate ethics” and through open and fair corporate activities, we aim to be a company relied on by international society. The IBIDEN Standards for Employee Behavior are constantly evolving in light of the globalization of our
business operations as they continue to expand. Taking into consideration the expectations of our stakeholders, the standards’ provisions on worker rights were revised in fiscal year 2009.

Developing a Risk Management SystemThe IBIDEN Group undertakes risk management activities so that we may continue to reliably conduct our business operations. We regularly detect and assess risks to reduce risks in important areas: operational divisions are working on the risks related to strengthening our business competitive edge, while functional divisions are addressing the risks bringing serious repercussions to the Company’s business. In fiscal year 2009, in an effort to address global risks, the entire Group reviewed the systems for distribution and foreign exchange from a global perspective and focused on streamlining our systems through “reduction by half” activity that ensures the conservation of energy and resources.
Ensuring ComplianceFor full compliance, employees at each workplace detect issues and engage in compliance improvement activities, and the progress is checked by the Compliance Promotional Committee at each workplace. The compliance to the IBIDEN Standards for Employee Behavior among the management personnel is also monitored. With a view to increasing employee awareness, compliance training is conducted for employees at all levels in which they can deepen their understanding of compliance by discussing the areas to pay attention to using actual case examples.
Compliance Reporting SystemIf an employee notices a problem with compliance in daily operations and for dealing with potential situations in which reporting and discussion would be difficult in the workplace, the IBIDEN Group has established a compliance reporting system that enables any employee to report problems directly to the CSR Promotion Division, attorneys, or a third-party organization. In fiscal year 2009, we promoted reporting system further within the Group and provided consultations in 102 cases for the entire Group. Most of the consultations were related to harassment and labor management issues, and none of them affected our business activities. This system has enabled employees to report and prevent any potential problems, such as improper business management and false processing of the number of labor hours, from occurring. Moreover, at workplaces where problems were observed, seminars and similar activities were held individually to prevent recurrence.
Among our basic policies are compliance with trade laws and regulations when performing trade-related tasks, while never conducting unlawful acts, and developing an in-house organization necessary for complying with trade-related laws and regulations. In fiscal year 2009, we obtained AEO certification* from the customs office as an authorized importer. Following the certification of the authorized exporter we received last year, this authorized importer certification allows us to build a more efficient supply chain to establish a system that supplies products even more promptly and smoothly. IBIDEN products that are subject to the Export Trade Control Order are published on our website. This information is provided to help our customers and other exporters to properly export our products.
*Authorized Economic Operator (AEO) certification: Incentives are given with regard to customs procedures for import and export, in which customs recognizes importing and exporting businesses that have demonstrated excellent compliance performance.
T O P I C S Enhancement of the Trade Management System
In response to the outbreak of the new strain of influenza, we formed a working group to discuss and implement measures to prevent the infection according to the infection status as well as measures to prevent the spread of the influenza and countermeasures to deal with the spread. This was accomplished by referring to the countermeasure plan for highly virulent influenza. Based on the results of these measures, we will review our countermeasure plan for a highly virulent influenza pandemic.

● Basic ApproachIn line with the values on “respect for humanity” included in the IBIDEN WAY, we are committed to respecting the creativity and personality of each and every employee and to value a corporate culture that allows its diverse human resources to fully display their knowledge and capabilities. The IBIDEN Standards for Employee Behavior clearly state that the Company shall be persistent in its efforts to create a safe and pleasant workplace environment to allow each officer and employee to enjoy a comfortable and affluent life.
● Efforts to Develop and Nurture Human Resources
Under the principle of the Company-wide human resource development combined with IBI-TECHNO 4, IBIDEN pursues sustainable growth as a company through IPM activities while striving to provide skill development training that employees are motivated to take voluntarily. We also introduce programs and training to enable every single employee to display his or her creativity and versatile personality. In particular, we are focusing on developing human resources to manage local operations from a global standpoint by interacting with different cultures. Beginning with fiscal year 2010, we introduced e-learning to build more effective systems for human resource development.
● Creating a Worker-Friendly WorkplaceThrough a mutual relationship of trust, both the management and workers of IBIDEN work in unison toward creating a workplace that is friendly to all employees. The Occupational Health and Safety Committee and the Labor and Management Committee are held every month to deliberate on the improvement of the working environment so that employees can work in a safe and healthy manner. These committees also discuss issues such as working hour management and reduction of overtime workers. We conduct employee awareness surveys regularly to study our employees’ awareness and opinions (satisfaction) toward the Company’s policies, workplace, supervisors and work. By listening to our employees’ voices through these efforts, we will strive toward becoming a more worker-friendly company.
● IPM* ActivitiesCreating new technology by fusing and combining our own innovative core technologies is the philosophy of IBI-TECHNO. In the changing market and business environment, we carry out IPM activities that advance and integrate the four IBI-TECHNO capabilities: Management of Business, Management of Technology, Total Productive Management, and Management Capability We will create our own unique management techniques and grow sales and profits as well as personnel through IPM activities. Our business creation project involves four working groups that advance and integrate the four IBI-TECHNO capabilities which practice IPM activities and build our innovative business model while producing positive results. Basic activities of this project come from connecting the problem-solving skills and systems obtained from this project with human resource development efforts and continuously making improvements as a teamwork activity. ● Respect for DiversityThe IBIDEN Standards for Employee Behavior contain provisions entitled “respect for human rights,”
“prohibition of harsh or inhumane treatment,” and “fair and proper personnel evaluation and management” to ensure that the Company’s staff members from various backgrounds all respect one another. Moreover, IBIDEN offers human rights education regularly for managers, as part of its commitment to creating a safe and comfortable workplace that is free from any unfair discrimination or harassment on the basis of nationality, race, ethnicity, creed, religion, sex, age, disability, disease or social status. We will promote the activities of global human resources and female employees.
● Supporting Work Life Balance (Diverse Work Styles)
Actively following the Japanese government’s action guidelines designed to encourage a work-life balance, IBIDEN is developing and operating mechanisms and programs appropriate to our status as a global enterprise. In fiscal year 2009, we published the Labor Management Guidebook and organized a briefing session with the aim of reaffirming employees’ understanding of the Company’s work-related rules and regulations. Moreover, in light of responding to the amendment to the relevant law scheduled in fiscal year 2010, we are revising the work rules and regulations and reviewing their use. To create a working environment that allows employees to work positively and vigorously, we will review and consider a discretionary labor system and other working arrangements, and further encourage employees to take annual paid leave for fiscal year 2010 and onward. We have been implementing a post-retirement reemployment system for our most experienced employees since fiscal year 2004, and eight
employees took advantage of this program in fiscal year 2009. We also support diverse work styles of each and every employee through various efforts, including the introduction of a program for converting temporary employees to permanent status.
● Managing Employee HealthTo create a working environment that allows employees to work positively and vigorously, it is important to help them improve their physical and mental health. Since fiscal year 2008, IBIDEN has been dedicated to the improvement of employee health through the Health 100 Plan. The Company provides support for improving employee health through various measures, such as anti-smoking and anti-metabolic syndrome programs, while also using the e-Health Check System, which allows each employee to check his or her own stress level and practice better self care.
● Measures for SafetyIBIDEN has a basic policy to minimize the hazards to lives of all people involved in business operations and negative influences on their health, aiming to achieve harmony between occupational health and safety and business operations. In order to ensure sustained improvement, we practice preventive measures including risk assessment, activities to foresee potential accidents and hazards (Hiyari-hatto activity), and on-site patrols. While our occupational accident occurrence rate is below the national manufacturer average, 31 work-related accidents still occurred in fiscal year 2009. In fiscal year 2010, with “reduction of occupational accidents and potential incidents and improvement to the working environment” as a pillar of our activities, we will strive to reinforce occupational health and safety programs of the entire IBIDEN Group operating business globally.

○ Employment of persons with disabilitiesThere are a healthy number of active employees with disabilities at IBIDEN. The percentage of employees with disabilities in fiscal year 2009 was 1.98%. We will continue to respect the philosophy of normalization and maintain a working environment in which employees with disabilities can fully demonstrate their abilities.

● Principle of Environmental ManagementKeeping environmental preservation in business in mind, we will thoroughly eliminate the waste of resources and energy in order to contribute to social development efficiently. We will dedicate ourselves to environmental protection by offering technologies and products designed to reduce the environmental burden.
● Actions to Stop Global WarmingIn fiscal year 2008, soaring oil prices in the first half and global recession in the second half onward caused production adjustments to be made. IBIDEN was also forced to suffer from the increase in energy costs and deterioration of the energy unit load. To cope with this, with “Halve the environmental burden” as our slogan, we have promoted teamwork efforts to combat global warming, while pursuing the strengthening of our product-making system in fiscal year 2009. We established a project team consisting of 60 employees to reduce the environmental burden and are holding the Gasshuku (strategy adjustment camp) every month in which members from all divisions of the Company take part in energy conservation activity to fight global warming. Through these efforts, we have enjoyed a great deal of success, lowering the energy unit load by 8%, from 6.33 GJ/production volume to 5.82 GJ/production volume.
Measures to Supply Clean EnergyIBIDEN owns three hydroelectric power plants—in Higashi Yokoyama, Hirose and Kawakami—in the upstream section of the Ibigawa River in Gifu Prefecture. Since our foundation nearly a century ago, we have been supplying clean energy to support our operations. In addition, we are committed to making ongoing improvements in order to constantly upgrade the power generation capacity. During the last fiscal year, we again succeeded in increasing our output by 100 kW by fixing the water supply tunnels. Furthermore, in an effort to maximize clean energy supply, we introduced the gas turbine co-generation system in 1992 ahead of other companies. Recently, in March 2008 we introduced a 600 kW solar power system to the Ogaki Central Plant. Besides these measures, we changed the boiler fuel from petroleum-based to natural-gas-based at two plants in Japan in the last fiscal year for the purpose of reducing CO2 and avoiding the risks
of soaring oil prices. This led to an increase in the fossil fuel gasification ratio from 80% to 95% and the reduction of CO2 emissions by 8.8 kt.
Energy ConservationThe air conditioning load and fixed energy ratio tend to be high at our plants used for the production of electronics. For this reason, with a focus on fixed energy reduction, we reviewed the air conditioning load and made some improvements in an effort to achieve appropriate energy consumption for the production load. These improvements include the installation of power inverters and a review of the energy-efficient operation mode of air conditioning systems. Furthermore, with the aim of lowering variable energy costs, we made investments in energy conservation by introducing highly efficient centrifugal chillers that have excellent energy-saving performance and other measures, in addition to reducing energy loss at production sites.

As environmental regulations are tightened, the market for automotive exhaust system components is likely to expand in the future. IBIDEN is working to reduce the environmental burden by launching next-generation, high-performance products such as diesel particulate filters (DPFs), installed into fuel-efficient, clean diesel vehicles. In 2000, IBIDEN succeeded in achieving the practical application of DPFs made of silicon carbide (SiC), which boasts high thermal conductivity, high heat resistance, thermal shock resistance, and high mechanical strength as its baseline performance. Following that, with a view to further reducing the environmental burden, we developed the Oct-Square technology, which helped achieve long life and the downsizing of the filters. Moreover, we established the net shape method, which helps reduce raw material loss and makes the assembly process simpler. In order to offer designs which take product performance and environmental consciousness into account from the product development stage, we will continue to provide tools for calculating the environmental
impact of products to be developed and manufacturing processes, tools for controlling chemical substances, and tools for evaluating the value of product functions.
IBIDEN uses different chemical substances in the plating process. Since chemical substances may cause pollution and human health hazards, we practice rigorous control to prevent chemicals from causing harm. We are reducing the use of or even eliminating
certain chemicals. We set up the Chemical Control Committee as an internal organization, establishing a system to swiftly identify and respond to community demands related to chemical substances as shown in the REACH regulation in Europe.
It is one of the most important responsibilities for businesses to make effective use of scarce resources. IBIDEN globally promotes the so-called 3R activity, which consists of initiatives to reduce, reuse, and recycle resources. In doing so, we aim to improve the resource efficiency. Since fiscal year 2004, IBIDEN has been maintaining a zero-emission* status in terms of solid waste. Furthermore, since a large amount of water resources is used in the manufacturing process of electronic products, we perform the 3R activity by controlling the amount of water withdrawal as well as the amount of wastewater and effluent per production unit. In order to ensure the optimum control of wastewater and effluent and the facilitation of the 3R activity for water resources, all concerned divisions have been gathering every month since fiscal year 2008 to confirm and report the progress. In fiscal year 2009, our activities using the Ogaki Central Plant as a model case achieved great results.

The inlet cell of the DPF is expanded in an octagonal form to increase the ash retention capacity. This technology downsizes the DPF volume to reduce material and energy consumption.

Cooperation throughout the entire supply chain is essential in order to address environmental issues as well as to push forward with CSR. IBIDEN revised the provisions related to green procurement in 2009 and held a briefing session for approximately 100 of its main suppliers. In this session, the explanation of green procurement guidelines was provided and the necessity of efforts toward human rights, compliance, and occupational health and safety was addressed as IBIDEN’s procurement policies and CSR activities. After that, IBIDEN conducted surveys on its suppliers’ environmental measures, current status of chemical control, and status of CSR implementation and gave them feedback. In the future, while considering the visits of suppliers, IBIDEN will deepen the cooperation with them by providing support to their environmental and CSR activities in an effort to build sound partnerships.

We provide support for the
“hands-on manufacturing class” sponsored by a local organization that targets children who bear the future. In this activity, children learn the mechanism and functions of hydroelectric power through the tour of our Higashi-Yokoyama Power Plant and the experience of “hands-on manufacturing” of power-generating equipment using a water wheel.
As volunteer activities in which anyone can casually participate, we are facilitating
“Chovola activities” within the Group, in which spoiled postcards, used stamps and plastic bottle caps are collected and donated. Using a simple activity as an opportunity for our employees to start volunteering, we deliver information on local volunteer programs internally and invite the employees to participate in a wide range of volunteer activities.
Stakeholders’ Voices Fujiichi Naruse, Chairman, Executive Committee for IBIDEN’s Forest BuildingI am a member of the Inochi no Mori to Mori no Katsudo Center, which takes part in new activities to conserve the river head area upstream and the river-head areas of the Ibigawa River, including patrol, planting and exchange with inhabitants of the downstream area through hands-on learning with the use of the stream source. The forest building activity, “IBIDEN’s Forest,” which started three years ago, has also become a meaningful activity as the participants not only support it but have also started to develop cooperation with those involved in forest building activities in other areas. All of us will back and promote this meaningful activity while working diligently to plant the forest.
We contribute to society with the aspiration of earning the trust of international society through global corporate-citizen activities matched with local cultures and customs in different countries and regions. While making use of the wisdom and knowledge that each individual has, we carry out activities and encourage and support our employees’ volunteer activities based on the three pillars, “protecting the global environment,” “fostering the next generation,” and “contributing to social welfare and local communities,” in an effort to achieve a society where “minds friendly to people and the earth are cultivated.”
IBIDEN’s Forest
IBIDEN promotes forest building activities chiefly in the place where it was founded, and where it operated its initial hydroelectric power generation business. In collaboration with the local authorities, its residents and NPOs, we undertake projects ranging from tree planting activities to the maintenance of walking trails in planted areas as well as nature walks. We will continue to carry out activities aimed at maintaining harmony with Nature.
We annually hold a youth soccer tournament on Health Sports Day for the development of young people and local revitalization through sports. In 2009, 40 teams of boys and girls from not only Gifu Prefecture but also Aichi, Mie, and Shiga prefectures participated in the tournament, where they played exciting games.

IBIDEN Philippines converted unused oil drums made of resin into garbage cans and donated them to a local elementary school. There, a lecture was given to explain how wrongly collected garbage could lead to the loss of resources and lives. In addition, employees voluntarily donate stationary to elementary schools to support children, who will bear the future.
Targeting students in an education system integrating junior and senior high schools, IBIDEN DPF France held a plant tour offering a tour of production sites, explanation of DPF, and discussions. It was a great opportunity for these students to learn about jobs through the tour of production sites, which they are not usually able to see, as well as to interact with people with various types of jobs. It was a meaningful time for IBIDEN DPF France too, since the employees were able to talk about various topics with young people, the bearers of the future.

Students have already played with Japanese summer kimonos, books, and karuta (traditional Japanese playing cards), which were donated by IBIDEN. With regard to their educational assistance, we truly appreciate that we no longer need to photocopy a textbook for lessons, as we received textbooks. We plan to use the Japanese summer kimonos for events at our elementary school. We thank all those who were involved in these gifts. We will surely be thankful every time we use them.
In time for Earth Day (March 21) organized by the United Nations, IBIDEN Philippines held a tree planting event aimed at reducing CO2 levels. Forty employees voluntarily participated in this event, planting a total of 50 “mahogany trees” on the premises of an industrial park. After the planting, the participants took an “Earth Day pledge” (promise to save the earth continuously). Tree planting activities are spreading, as shown in the event held by IBIDEN Electronics (Beijing) in fiscal year 2010.
IBIDEN Hungary gave Japanese summer kimonos and Japanese picture books to a neighboring elementary school, with which it has been communicating since its establishment. The gifts were donated by the Group employees in Japan. This served as a program contributing to a local community that linked activities in Japan and overseas.
The IBIDEN Group provides support and encourages its employees’ volunteer activities, so that through their efforts as members of the local communities they can realize the significance of engaging in such activities and feel a sense of accomplishment. The Group runs a volunteer
encouragement program aimed at offering a special paid-leave system of absence for volunteers and subsidizing external organizations associated with employees, to help turn the efforts of volunteers into effective contribution activities. In fiscal year 2009, 17 applicants took advantage of this program (13 applicants in fiscal year 2008).

“sustainable management assessment” from the Sustainable Management Forum of Japan, an incorporated nonprofit organization. In fiscal year 2009, we underwent an assessment in the field of management and society. With the evidence of our activities being checked by both parties, an evaluation of our activity level was completed. As a result, we received an evaluation saying that our activities in the field of management, such as corporate philosophy, compliance, risk management, and corporate governance, “almost meet the sustainable level” proposed by the organization. In the field of society in which factors such as human resources and social contribution were evaluated, on the other hand, we were evaluated as
“on the road to a sustainable level,” with some improvements to be made pointed out. We will continue to cooperate with external organizations in the future with the aim of ensuring the fairness of our activities and reflect the results in our activities in the following fiscal year and thereafter.
◆ External Corporate EvaluationIn recent years, attention has increasingly focused on socially responsible investment (SRI), referring to corporate investment from a social perspective, taking into account considerations such as the environment and social contribution rather than concentrating exclusively on profitability and other corporate and financial targets. Having been evaluated by an SRI evaluation organization, we have been selected for inclusion in the Dow Jones Sustainability Asia Pacific Index (DJSI Asia Pacific).

As a green project and green development initiative, we created a garden for residents on the rooftop of the parking building of a high-rise condominium in Tokyo. We gained a high reputation for not only our solid green technology, which enabled the planting of tall trees by using lightweight soil and underground pillars, but also for creating a design suitable for residents’ lifestyles and maintenance technology taking plants’ characteristics into consideration. Green rooftops are receiving increasing attention as a technology useful in the prevention of the heat island phenomenon and in the reduction of CO2.
