PUBLIC NOTICEOn February 14,2020, WBI Energy Transmission, Inc. (WBI Energy) filedan application with the Federal Energy Regulatory Commission (FERC) inDocket No. CP20-52-000. The application requests authority to construct,modify, operate, end maintain natural gas Iransmission facilities in Williams,McKenzie, Mountrail, and Burke Counties, North Dakota. This work iscollectively known as the Norttl Bakken Expansion'Project (Project).

WBI Energy Is a natural gas company engaged in the transportation, storageand gathering of natural gas in Minnesota, Montana, North Dakota, SouthDakota, and Wyoming. WBI Energy also operates underground storagereservoirs in the .Baker Field, Montane; the Elk Basin Field, Wyoming; andthe Billy Creek Field, Wyoming to serve Its natural gas system.

WBI Energy proposes to: (i) construct approximately 61.9 ml!es of new24-inch·dlameter natural gas pipeline from WBI Energy's TIoga CompressorStation In Williams County to the proposed Elkhorn Creek CompressorStation in McKenzie County; (ii) construct approximately 0.3 mile of new24-inch-diarneter natural gas pipeline from the proposed Elkhorn CreekCompressor Station to a new Interconnect with Northem Border PipelineCompany in McKenzie County; (iii) construct approximately 20.4 miles ofnew 12·inch·diameter natural gas pipeline looping along WBI Energy's LineSection 25 in Mountrail and Burke Counties; (iv) construct approximately9.4 miles 01 new 12~inch-diameter natural gas pipeline looping along WBtEnergy's Line Section 30 in Williams County; (v) construct approximately 0.5mile of new 2Q.inch-dlameter receipt lateral to the TIoga Compressor Station;(vi) uprate WBI Energy's Line Seclion 25: (vii) install additional horsepowerat the TIoga Compressor Station; (viii) construct a new compressor station,the Elkhorn Creek Compressor Station, in McKenzie County: and (ix) installnew and modify exisllng delivery, racelp1, and transfer stations along thepipeline routes, replace small segments of pipeline facilities and install blockvalves, pig launcher/receiver stations and other asSOCiated appurtenances.

The Project will proylde incremental firm transportation capacity from naturalgas processing plants to a proposed interconnect with Northern BorderPipeline Company. The need for new pipeline infrastructure in the WillistonBasin of northwest North Dakota Is of critical Importance to allow for thetransportation of increasing levels of associated natural gas production andto aid in the reduction 01 natural gas flaring. If approved, WBI Energy plansto begl~ construction in the spring 2021 and have the new facilities in service

by November 1, 2021.
