In the market, frontage footpath surface varies drastically with undesirablematerial used
On the adjacent roads to Kamla Market, footpath quality is very poorand encroached.
Solution:
The surface quality and the pavers are to be maintained and garbage is to be
dumped at dhalao.

The Stage-I proposals submitted by the consultant were found in order. For the next stage of submission, the consultant will prepare a report highlighting themajor interventions proposed by them in order to achieve the intent of walkability.
2The consultant was asked to highlight all the proposals integrated with the WalkPlan for better understanding.
Integrated
3The consultant was asked to share the plans with all the concerned road -owning agencies, OTC, Traffic Police, DMRC, etc.
Shared
4The consultant will also prepare a development plan of the entire stretch showing the existing and proposed layout side-by-side in the same drawing. An illustration for graphical representation is attached as Annexure- 'B'.
Prepared
5Since Delhi University North Campus and Kamla Nagar are in close proximity, the consultant may explore the possibility of integrating these two proposals to ensure seamless pedestrian movement.

Entirely Flushed MS drain cover detail
Manhole covers should be designed as flushed covers
• MS manhole covers can be fitted with locking mechanisms to avoid vandalism of public property.
• RCC covers can also be made flushed by proper onsite casting of rim and covers

Walkability Plans : Features
Parameters Interventions
Stake holders participation • Discussed with NDMC and Traffic Police. • All the inputs have been incorporated
Seamless connectivity • Provision for seamless movement of pedestrian has been ensured • Through kern ramps and table top.
Provision for public utilities and services
• Designated space for public utilities has been provided along the footpath • Long term provision of underground utility ducts and trenches has been proposed.
Provision of public infrastructure and amenities
• Provision of street infrastructure, kiosks, public amenities has been proposed strategically.
Water conservation • Use of grass pavers and brick jaalis has been proposed in green / buffer areas.
User safety and universal accessibility
• Proposed walk plan ensures safety of pedestrians, especially the vulnerable groups (like differently abled, old people, women, children, etc.) through design interventions
• Wider footpaths, refuge space, bollards, CCTV cameras, pelican lights on multi utility poles• And universal accessibility has been ensured through table tops and Kerb ramps for
differently abled and old people
Access controlled footpaths • Provision of controlled access points along footpaths through 3 row bollard arrangement• Guide rails at intersection upto 25M on all arms and on median to prevent jaywalking.
Use of ITS for enhancing pedestrian user experience
• ANPR system, pelican lights, CCTV cameras, VMS has been proposed.
Enforcement Mechanism • Self monitoring by shopkeepers to ensure that walkways are clear in front of their shops clear of encroachment
• Heavy penalty for violators • Parking fee to be cheaper for Spark Mall parking and higher for on street parking
Working Group Minutes incorporation (25-02-2021)
S.No. Minutes Status
1The Walkability Plan(s) should be designed / planned as a short term project, where shifting of utilitiesand removal of encroachment is possible with minimum intervention and in limited time-frame.
Incorporated
2
Working group was informed that an automated parking underneath Spark Mall is existing having a capacity of around 800 cars. However, the same is under-utilized due to long waiting time. NDMC was directed to look for parking charges mechanism where in on-street parking rate is higher in compassion to automated parking at Spark Mall.
--
3
North-DMC (NDMC) informed the chair that although some interventions such as bollards and traffic channelizing are being provided, however, the same has been ineffective due to illegal encroachments by the vendors and parking. It was suggested to earmark zones strictly for vending and parking activities along with imposition of fines of considerable amount to deter unauthorized/illegal use of road/footpath.
Designated spaces has
been provided for hawkers and pick –
drop in buffer space
4Consultant was suggested to focus on both design and management strategies including enforcement mechanism to increase compliance and alternatives for provision of hedges and street furniture in the buffer space for preventing jaywalking· and illegal encroachments by the vendors.
Incorporated
5The Consultant was also suggested to explore alternatives, where shifting of service lines/utilities is bare minimum as heavy cost on improvement and maintenance is incurred, regularly.
Incorporated
6ITMS be explored for Parking Management by Traffic Police, Delhi and NDMC for keeping the footpath clear from hindrance in the market area and also impose harsher fines on shop owners to curb down the encroachment and parking violations in front of their shops.
