1.0OVERVIEWIntroductionUrbanDesignChallenge2020isacompetitionthatinvitesstudentsfromacrossthecountrytocomeupwithdesignconceptsforimportantsitesinCanada’sCapitalRegion.ThecompetitionisorganizedbytheNationalCapitalCommission(NCC),thefederalCrowncorporationdedicatedtoensuringthatCanada’sCapitalisadynamicandinspiringsourceofprideforallCanadians,andbuildingalegacyforgenerationstocome.ChallengeTheNCCischallengingstudentstoproposeinnovativeplanninganddesignideasfortwoimportantdestinationsintheCapitalRegion.

April 30, 2020 Awards presentation AwardsTherewillbeonewinningprojectforeachsite.Thefirst-placeawardforeachsiteis$750.ThetwowinningprojectswillbeannouncedonApril3,2020.(Thejurymaydeterminerunners-upandhonourablementionawardsaswell.Therearenomonetaryprizesassociatedwiththeseawards.)ThewinningteamswillbeinvitedtopresenttheirideasataspecialawardspresentationsessionoftheNCC’sUrbanismLabonApril30,2020.Travelandaccommodationexpensesforthetwowinningteamswillbecovered(seedetailsinnextsection).2.0TERMSOFREFERENCEEligibilityThecompetitionisopentoanystudentswhoarecurrentlyenrolledinadesign-focusedprogramatanaccreditededucationalinstitutioninCanada.Themaximumnumberofparticipantsperteamisthree.TheNCCencouragesstudentstoforminterdisciplinaryteams.Proposalsshouldconsideraspectsofurbanplanning,sitedesign,architectureandlandscapedesign.Adiverseteamofcomplementaryskillsislikelytoresultinamoresuccessfulsubmission.

Submissionsshouldconsistofthefollowingelements:

1) Uptotwo60.96-cmx91.44-cm(24-in.x36-in.)boardsinPDFformat.Thefilenamesshouldincludetheregistrationnumber(e.g.“Board_12345”).Alldrawingsandarchitecturalscalesshouldbeexpressedinmetric.

2) Awrittenstatementnotexceeding500wordsexplainingtheideas.Thefileshouldbein.txtorWordformat.Thefilenameshouldincludetheregistrationnumber(e.g.“Written_12345”).

3) Adocumentwithcontactinformationfortheparticipatingindividual/team.Thedocumentshouldincludetheprojecttitle,participantname(s)andemailaddressforprimarycontact.Thefilenameshouldincludetheregistrationnumber(e.g.“ID_12345”).Thesourcesofanythird-partymaterialincorporatedintheentrymustalsobeincluded.

OwnershipandCopyrightEachparticipantshallretainownershipofthecopyrightassociatedwiththeentriessubmitted.Bysubmittinganentry,eachparticipantgrantstheNCCanon-exclusiveperpetuallicencetouse,reproduce,publish,modify,incorporateintootherwork,distributeandpromote,inwholeorinpart,thematerialssubmittedbytheparticipantforanynon-commercialorcommercialpurpose,inanyformatwhatsoever,includingprint,digitalpublication,audio,videoandallothermedia(whethernowknownorlaterdeveloped),inanyform,withoutterritoriallimitsandwithoutattribution.WarrantiesBysubmittinganentry,participantswarrantthattheirentryisoriginal.Seethedesigncontestrulesandregulationsforfurtherinformation.

3.0CONTEXTRoleoftheNCC TheNCCisthefederalCrowncorporationdedicatedtoensuringthatCanada’sCapitalisadynamicandinspiringsourceofprideforallCanadians,andalegacyforgenerationstocome.TheNCCisresponsibleforthelong-termplanningofthenationalcapital,andistheapprovalauthorityforfederallandsandbuildings.Inadditiontoitsplanningandapprovalroles,theNCCisalsothestewardandmanagerofmanyimportantpropertiesthroughouttheCapital,includinghistoricbuildingsandplaces,publicspaces,parks,squares,parkways,shorelinesandgreenspaces.Capitalplanning AttheapexoftheCapitalPlanningFrameworkstandsthePlanforCanada’sCapital,2017–2067.ThisplanlaysoutablueprintfortheevolutionoffederallandsinCanada’sCapitalRegionovera50-yearhorizon;itistheNCC’spre-eminentplanningdocument.

TheCapitalPlanningFrameworkalsoincludessectorplans,whichfurtherrefinethethemes,goals,policiesandstrategiesforparticulargeographicareas.Canada’sCapitalCoreAreaSectorPlanguidesdecisionmakingandinformsfutureplanninginitiativesfortheheartoftheNationalCapitalRegion,andtheGatineauParkMasterPlanguidestheplanning,managementandactivitiespermittedwiththeboundariesofGatineauPark.

4.0STUDYAREASSite1:SussexCourtyards

TheSussexCourtyardsareimportantpublicspaceswithinthehistoricByWardMarketareaindowntownOttawa.WithastreetgridlaidoutbyColonelJohnByinthe1820s,theByWardMarkethassomeofthecity’soldestbuildings.Today,theByWardMarketisavibrantmixofcommercialandresidentialproperties.ThecourtyardswereformerlythestablesandbackyardsofthehistoricbuildingsonSussexDrive.Inthe1960s,theNCCbeganacquiringthehistoricbuildingsalongSussex,restoringand,insomecases,reconstructingtheminwhatwascalledthe“MileofHistory”project.Overthenextseveraldecades,thecourtyardswerecarefullytransformedthroughbothrestorationandsensitivenewinfilldevelopmentintoaseriesoffivepedestrianspaces,eachwiththeirownuniqueambiance:

• ClarendonCourt• YorkCourt• Jeanned’ArcCourt• TinHouseCourt• Beaux-ArtsCourt

TheSussexCourtyardshavebecomeaniconicpartoftheByWardMarket’sdiversityandcharacter.Inadditiontothesurroundingmarket,thecourtyardsarewithinashortwalkofnationallandmarkssuchastheNationalGalleryofCanada,Major’sHillPark,NepeanPointandtheOttawaRiver.In2004,theNCCdevelopeddesignguidelinesfortheSussexCourtyardstohelpsupportandenhancetheirspecialcharacter.TheCityofOttawaiscurrentlydevelopingaByWardMarketPublicRealmPlan,whichwillguidetherevitalizationofthesurroundingareas.

TheNCCisseekingnewideastoanimateandenhancetheSussexCourtyards.Overthecomingyears,theNCCwillseektorenewandrevitalizetheseuniqueurbanspaces.Adjacentbusinessesrelyonthecourtyardsforsummerpatiosandfoottraffictoshopsandrestaurants.Investmentsmustcontributetotheeconomicvitalityofthelocalbusinessesandshouldcreatenewopportunitiestofillvacantpropertiesanddrawpotentialcustomers.Inside/outsidestrategiesmayleadtoinnovativebusinessopportunitiesandanextendedoperatingseason.Improvedwayfinding,visibilityandconnectivitytothesurroundingswillbecrucialtoensuringthecontinuedsuccessandcharmofthecourtyards.Manyopportunitiesexisttoimprovethenighttimeambiance,andshouldrespecttheNCC’sbroaderCapitalIlluminationPlan.Programming,animationanddesignfeaturesshouldbeexploredtoreinforceandenhancethemixed-usecharacteroftheneighbourhood.

Site2:GatineauParkVisitorCentre

GatineauParkisa361-square-kilometreconservationpark,stretchingroughly50kilometresnorthwestfromdowntownOttawa.Theparkisavaluableecologicalandrecreationalresourcethatreceives2.6millionvisitsmadebytouristsandlocalresidentseachyear.TheVisitorCentreistheprimaryarrivalandinformationpointforparkvisitors,aswellastheadministrativeandoperationalhubforNCCstaff.Itislocatedat33ScottRoadinthevillageofOldChelsea,Quebec,16kilometresnorthofdowntownOttawa.Thecurrentvisitorcentreisattheendofitslifecycle.Thebuildingwasconvertedfromanoldadministrative/garagefacilityinthelate1990s,andthebuildingsystemsareinefficientandcostlytooperate.Someportionsofthesitearecontaminatedfromprioruses.Inadditiontotheseissues,thevastnumberofvisitorseachyearcontributetotrafficcongestioninthevillageandthroughoutthepark.Overthecomingyears,theNCCwillbuildanewvisitorcentretoimprovethevisitorexperience,andresolvetransportationandoperationalchallenges.Thenewvisitorcentrewillserveasayear-roundfacility,andmustfacilitateaccesstoparkservicesandresources,whileenablingsustainabletransportationsolutions.ItisassumedthatfuturepublictransitwillbeextendedtotheVisitorCentrefromdowntownOttawa,andopportunitiesshouldbeexploredtoreducemotorvehicletrafficandpromoteactivetransportation.Thesiteshouldaccommodatevisitorsarrivingbycarandprovideajumping-offpointtoexploretheparkbyfoot,bike,skiorothersustainablemodesoftransportation.Thesiteprogrammustincludeanew2,000-square-metrebuildingcapableofaccommodatingvisitorreceptionandinformation,natureandculturalexhibits,meetingrooms,staffoffices,andparkoperationalneeds.PartofthebuildingprogrammayincludeanIndigenouscentre,andapproximately150squaremetresshouldbereservedforsuchause.Thebuildingmustrespond
