DBS-01 White Space Database Specification

Sets the minimum technical requirements for the designation of a database capable of indicating available channels for use by white space devices (WSDs)

Intent

Provides lists of available channels to WSDs

Ensures protection of all licensed services and systems operating in the WS frequency bands

Uses geo-location to manage the operation of WSDs

Licensed Services and Systems to be Protected

Over-the-Air (OTA) TV Broadcasting;

Remote Rural Broadband Systems (RRBS) base stations;

Licensed Low Power Apparatus (LPA);

Radio astronomy, and

Medical telemetry

Over-the-Air TV Broadcasting

WSDBs shall protect on-air stations only of the following:– Regular Power (DTV, Analog TV)

– TV Translators, TV Boosters

– Low Power/Very Low Power (DTV, Analog TV)– TV translators, TV Boosters– Receive-only stations making use of TV broadcast

signals such as cable TV head-ends and low-power TV receive sites

Interference Protection Criteria for TV Receiver Separation Distances

Protection of TV broadcasting from harmful interference by WSDs requires a physical separation.

The minimum separation distance is calculated using TV Broadcast Protected Contour values, TV Protection Ratios, the ERP WSD, EHAAT of the WSD, and the F-Curves.

Methodology on the Derivation of the Required Separation Distance to the TV Broadcast Protected Contours is shown in Appendix B.

Fixed WSDs – Protect RRBS for co-channel, 1st adjacent and 2nd

adjacent channels based upon the associated RRBS protection criteria.

Personal/portable mode II WSDs – Protect RRBS stations for co-channel and 1st

adjacent channels.

White Space Implementation Plan

All licensed LPAs will only have protection from WSDs

Licensed LPAs with fixed locations will be protected for pre-determined periods in the WSDB.

Licensed LPAs not having a fixed location will need to register more precise scheduling information:– Exact location and time(s) of operation with a WSDB

Low-Power Apparatus (LPA) Scheduling Limits/Rules

Registration facility required to collect location and time-of-use scheduling information for LPA.Location may be a point, radius or polygon.Multiple registrations that specify more than one point in the facility may be entered for very large sites. Ensure that updated licensed LPA scheduling information be exchanged amongst all of the WSDBs.Verify that the LPA is licenced.

Verify that the WSD is Industry Canada certified.Provide lists of available channels to certified WSDs. Use encryption to prevent corruption/modification of data between WSDB and WSDs.Ensure data is protected from unauthorized access, input, manipulation, or the deliberate extraction of operational and/or client data.

Provide fixed and mode II WSDs with channel availability information and included schedule changes for the upcoming 48 hours, upon initial and re-verification of WSD contact.

Provide available channel information to mode II personal/portable WSDs for locations beyond their current position.

– Define a geographic area within which they could operate on the same available channels at all locations.

Ensure the synchronization of data of the most current Industry Canada licensing information with other WSDBs every day.Ensure that the scheduling information of licensed LPA is synchronized with the other WSDBs every 15 minutes.

U.S. broadcasting stations, protected receive sites and LPA are to be protected to the same criteria as specified for Canadian stations above, with the exception that protected contours and/or operational areas will be assumed to stop at the Canada/U.S. border.

WSDB must retain WSD technical parameters for [X] days for audit purposes in the case of interference reports. This information shall be provided to Industry Canada on formal request of the Department. WSDBs shall delete WSD locations after such time that no interference is reported.
