Study in Finland 2012–2013
NATURALLY FINLAND
Universities
2
Foreword
Finnish universities promote free research
and provide research-led education. The
universities educate students to serve their
country and humanity.
Universities in Finland are either independent
corporations under public law or foundations
under private law. They enjoy distinctive auto-
nomy. Universities are financed mainly from the
government budget, but they also seek supple-
mentary external funding.
There are 16 universities in Finland operating
under the Ministry of Education and Culture:
• 10 multi-faculty universities
• 2 universities of technology
• 1 separate business school
• and 3 art universities. page 3
Universities confer Bachelor’s degrees (3 years,
180 ECTS credits), Master’s degrees (2 years,
120 ECTS credits) and Doctoral degrees (4 years,
240 ECTS credits). page 26
Finnish universities provide over 200 Master’s
degree programmes page 16 and over 30
page 23 doctoral programmes in English.
Degree education is free at Bachelor’s level and
doctorate level, also for international students.
On Master’s level, institutions may charge tuition
fees from non-EU/EEA nationals in certain
degree programmes in English.
Students enrolled in these Master’s programmes
can apply for institutional scholarships.
The Centre for International Mobility CIMO pro-
vides designated scholarships for doctoral-level
studies and research at Finnish universities.
More information is available at:
www.studyinfinland.fi/scholarships
Finnish higher education institutions select their
students independently. Procedures and prac-
tices vary from one university and faculty to
another.
To apply to an international Master’s degree
programme in a Finnish university, check the
entrance requirements of each institution, as
the requirements vary between the universities,
and they may also vary according to the pro-
gramme.
Generally, you will need to have a Bachelor’s
degree in a corresponding subject and a good
command of English (an acceptable TOEFL/IELTS
score) to apply to a Master’s programme. The
universities have introduced a joint application
service at www.universityadmissions.fi. However,
some institutions still require direct applications.

NATURALLY FINLAND
2
Foreword
Finnish universities of applied sciences (also
known as polytechnics) provide professional
higher education. They are multi-field insti-
tutions with intensive working-life contacts
and a regional development focus. They are
financed mainly by the government and
local authorities.
There are 25 universities of applied sciences in
Finland operating under the Ministry of Educa-
tion and Culture. page 3
Universities of applied sciences confer Bach-
elor’s and Master’s degrees. A Bachelor’s degree
takes 3.5–4 years to complete and encompasses
210–240 ECTS credits, while Master’s degrees at
the universities of applied sciences hold 60–80
ECTS credits and build on a Bachelor’s degree
and three years of work experience. page 26
Universities
Universities of applied sciences provide educa-
tion and training in the following fields:
• Humanities and education
• Culture
• Social sciences, business and administration
• Natural resources and the environment
• Technology, communication and transport
• Natural sciences
• Social services, health and sport

Universities of applied sciences offer close to 90
Bachelor’s degree programmes page 20 and
over 30 Master’s degree programmes page 22
in English.
Bachelor-level degree education is free, also for
international students.
On the Master’s level, institutions may charge
tuition fees from non-EU/EEA nationals in cer-
tain degree programmes in English. Students
who are enrolled in these Master’s programmes
can apply for institutional scholarships.
Finnish higher education institutions select their
students independently.
To apply to a Bachelor’s degree programme at
a university of applied sciences, you will need
to have completed upper secondary education
or equivalent, have a good command of English
(an acceptable TOEFL/IELTS score) and you may
have to take an entrance examination, either in
Finland or, in some cases, in your own country.
Submit your application through the joint
application system at www.admissions.fi. You
can apply for up to four different Bachelor’s
degree programmes conducted in English with
a single application.
