Doyoustruggle to resist gambling?
Volunteers needed for a clinical, genetics and
brain-imaging study!
The MRC Unit on Anxiety & Stress Disorders at
the Universities of Stellenbosch and Cape Town
is conducting a study on gambling disorder.
Gambling disorder is a psychiatric disorder
characterised by the uncontrollable urge to
gamble despite serious consequences, such as
financial or relationship difficulties. Individuals
with gambling disorder may continually chase
bets, hide their behaviour, tell lies about where
they go, how much they spend or owe,
accumulate debt or even resort to fraud or theft in
order to continue gambling.
The research team is looking for persons with
gambling problems and healthy controls who are
right-handed and between 18-65 years.

swaarverdiende geld verkul.
n Man van Kaapstad, wat anoniem wil
bly, s hy was vir jare n belangrike skakel
in dimisdaadfamilie,wat deur eneBusi uit
Port Elizabeth bedryf word.
Volgens hom is die slenter baie groter as
gelag oor hoe gullable mense is.
slenter gevang Zopas genoem.
wordnie.Ekhet so tussenR30 000 enR80 000
permaand verdien, maar die grootbaas kan
so R800 000 per maand verdien.
Die motors waarmee ons gery het, was
met radar-tegnologie toegerus wat ons n
aanduiding gee vanwaar verkeerspolisie of
10:00 geld by iemand in Port Elizabeth gevat
twee dae tevore ingeloop het, my by n win-
kel herken.
bywas, hetmet vervalste polisie-identiteits-
dekmantel. Hulle het my laat gaan.
Oomblik
In Voortrekkerweg ry n sil-
wer Toyota Tazz, n blou Volvo, n rooi Hon-
dwang vir hom werk om my skuld af te be-
taal.
As
Moet jounie laatmislei deurdie belof-
te van vinnige geld nie. Daar is nie so iets
nie.
SwartMafia skynbaar in
beheer van talle slenters

Cape Town listed as
most violent city in SA
DESIRE RORKE
@dezzierorke
A
lthough a tourist paradise to the
rest of the world, Cape Town is fast
becoming a gangsters paradise for
the majority of its 3.7 million population.
Gang violence has led to the Mother
City being the most violent city in South
Africa and the 14th most violent in the
world.
This disturbing fact was revealed in the
2015 report from the Mexican Council for
Public Security and Criminal Justice re-
leased last week.
A total of 2 244 murders during 2014
a rate of 60 per 100 000 people has earned
Cape Town this disreputable ranking, the
business technology news website Busi-
nessTech reported on Monday.
And its getting worse.
Climbing the ranks
Cape Town was the only city in the
world to climb the ranks in this list of in-
famy, up from 20th position in 2014.
Crime statistics reveal CapeTownowes
much of its violent crime to a few notori-
ous gang related crime hot-spots. Crime
figures show murder rates of over 100
murders per year in areas such as Kraai-
fontein, Khayelitsha, Mitchells Plain,
Mfuleni, Delft and Gugulethu.
South Africa was one of only three
countries on this list that falls outside
South America, which is traditionally
known as the most violent continent.
The report lists the 50 most violent cit-
ies in theworld by the number ofmurders
per 100 000 people in citieswithmore than
300 000 residents, in countrieswheremur-
der statistics are made available.
Hot on Cape Towns heels is Nelson
Mandela Bay with 34.9 murders per 100
000 and Durban with 34.7 per 100 000, as
the second and third most violent cities
in SA. Johannesburg comes in fourth.
The top three cities on this list are San
Pedro Sula inHonduraswith 171.2 per 100
000, Caracas in Venezuela with 116.0 and
Acapulco in Mexico with 104.2.
It is true that ourmurder statistics are
highand therefore of grave concern.More
worrying is that gang violence accounts
for a sizeable proportion of the statistics,
said Carin Brynard, chairperson of the
Citys safety and security portfolio com-
mittee
Brynard is also a ward councillor in
Vredekloof and areas of Kraaifontein,
where crime statistics are sky high.
Unfortunately, the Citys policing role
is very limited, she adds.
The Metro Police department is doing
the best it can, but the City controls only
three percent of the policing resources in
Cape Town the remaining 97% resides
with the South African Police Service.
In fact, SAPSandall other components
of the criminal justice system are under
control of the national government, she
says.
In recent years, specialised police units
have been disbanded, and this, according
to Brynard has resulted in crime intelli-
gence suffering.
The rate of convictions for gang vio-
lence as a percentage is wallowing in sin-
gle digit territory, which is problematic
too as those responsible for the violence
simply continue to operate without a care
in the world, she says.
Bid to turn the tide
The Citys enforcement agencies con-
duct visible patrols, disruptive opera-
tions and stabilisation operations, she
says but stresses, ...we only have so
many feet on the ground.
That is why the City is moving to more
targeted, smarter, intelligence-driven
gang enforcement strategies.
Legally though, the Citys enforcement
agencies are not allowed to investigate
crimes, so while they can make arrests,
the legal outcome is not in their hands.
Brynard says the City has instituted a
number of measures over and above the
scope of its mandate in a bid to try turn
the tide.
These includeagangenforcement strat-
egy with a budget of around R30 million.
Numerous social development inter-
ventions have been started in gang hot-
spots as well as an informant reward sys-
tem that allows us to get accurate infor-
mation in order to target known
gangsters, she says.
The City also evicts drug dealers and
gangsters from council-owned rental
stock.
Wewill continue to tackle these issues
by investigating international norms and
practises are in this regard, she said.

As woord by daad gevoeg word, sal diere-
welsynsorganisasies soos Lucky Lucy en
Elephants Alive nie sommer gou weer plat-
sak wees nie.
Sowat 35 deelnemers, almal diereliefheb-
bers, het Saterdagaand plegtig belowe om
hul deel te doenvir dierewelsyn, indienhul-
le di besonderse titel van Mnr. of Mej.
Wildlife 2015 sou verower.
kompetisie onderneem. Die funksiesaal by
skoonheidstitels. Charne Heunis (14) is die
huidige Mej. Out of Africa Junior Teen en
n finalis indieMej. JuniorSuid-Afrika, ter-
wyl haar broer, Stewart Heunis (18), spog
met die titels Mnr. Out of Africa Teen 2014.
Die Out of Africa-titels gaan alles oor be-
wusmaking van die natuur en dis waarom
hulle besluit het om die nuwe kompetisie
te begin. Al die finaliste moes geld insamel
virElephantsAlive enkosvirLuckyLucy,
gesamel.
Buiten die wenners in verskeie ouder-
domsgroepe is daar ook debutante aange-
wys die finalistewat diemeeste ingesamel
het. Hulle was Lyndle van Staden (senior)
en Natasha Hatlen (junior).
Die kompetisie was so suksesvol dat ons
besluit het om Mej. Wildlife n jaarlikse in-
stellling te maak, s Luzanne.
Dierewelsyn trek voordeel uit
di skoonheidskompetisie
Die skoonhede is (agter van links) Charne Heunis, Lyndle van Staden (Wildlife Queen), Ricardo
Smart (Wildlife King), Ane Reynolds (Wildlife Overall Winner), Natasha Hatlen (Wildlife Pre
teen), Franecia Plaaitjies (Wildlife Teen), Stewart Heunis en Luzanne Heunis (Mrs Eaglevlei).

A
resident walking his dog came
across an odd, almost cosy satanic
graffiti scene under a bridge in
Frans Conradie complete with couches
to sit on.
John Fincham has lived in Bellville sin-
ce 1986 and says he walks his dogs almost
daily on an open field between the Kuils
River and the R300 highway and thus has
thorough knowledge of the area.
Last Monday he chose the route taking
him under the bridge at Frans Conradie
Avenue. He said what he saw there shoc-
ked and astounded him, but he took some
photographs of the scene.
The graffiti and paraphernalia under
the bridge is a new development and start-
led me so much that I hurried home to get
my camera, he said.
There is emphasis on Satanism, the de-
vil and sex. Bright red is splashed around
blatantly, possibly representing blood.
There is a horrible face painted on a wall
that may represent Satan, said John.
He toldTygerBurgerduringhis quickvi-
sits two men, who were lounging on arm-
chairs, hid their faces from the camera.
Local ward councillor Brendan van der
Merwe said he is well aware of this locati-
on.
This is happening all over the city at
present, said van der Merwe.
He told TygerBurger there had been an
influx of street people over the holidays,
attracted by hand-outs and other kind ge-
stures from residents, convincing them
to stay.
He said the lounging about and satanic
scribbling was a new problem and a new
complaint.
I have already forwarded this com-
plaint to law enforcement to ensure regu-
lar patrols and inspections and the remo-
val of the furnishings.
He said the Citys graffiti squad would
deal with the writing and sub-council ma-
nagement would place the location on
their hot spots list.
Mr Fincham is a member of the Neigh-
bourhoodWatch and thismatter should be
brought to the attention of the authorities,
who they (the neighbourhood watch) are
in touch with on a regular basis.
He said because street people were pro-
tected by law and have the right to move
freely, the problem is exacerbated.
They soil the areas they move in and
create a major nuisance, they are also be-
coming more aggressive and violent.
He said the City was devising a strategy
to dealwith the sudden influx of street peo-
ple and criminals.
A worried reader sent this image of what he believes is Satanic graffiti and street people
lounging under a Bellville bridge to TygerBurger. PHOTO: JOHN FINCHAM

Van die baanfietsryers se kwelpuntewas,
eerstens, die feit dat daar n huurkontrak
tussen die Bellville-fietsryklub, die Tyger-
berg-fietsryklub, die sportfederasie en die
Stad bestaan.
huurkontrak wil nakom, s Smith.
ste baanfietsry-provinsie in Suid-Afrika,
s Smith, met verwysing daarna dat dieWP
die interprovinsiale presidentsbeker-wen-
ners vir 2014 is.
n Vyfde kwelpunt was dat daar beperkte
toegang tot fasiliteite salweesnadat die ont-
wikkelingvoltooi is; sesdenswasdie feit dat
diePaarlse fietsrybaanni n geskikte alter-
natief vir baanfietsry is nie. Smith s ds
kelingsprogrammegestop salmoetword so-
dra die ontwikkeling begin.
Baanfietsry is in hierdie stadium in n
geweldige groeifase in Suid-Afrika en w-
reldwyd. Olimpiese standaard-bane spring
soos paddastoele oor die wreld heen op,
veral omdat daar so baie medaljes in di
sport by die Olimpiese Spele beskikbaar is
meer as l die ander fietsry-dissiplines
saam! s Smith. Hy s daar was aanvank-
hele afvaardiging redelikmoedelooswas.
Die fietsrygemeenskap wag in spanning
op positiewe samewerking met die stads-
raad.

Besides the scourge of housebreakings,
Bellville police alsohave to contendwith
an increasing tally of remote jamming
and thieving from cars.
Captain Fienie Nimb, spokesperson
for the Bellville police, said criminals
steal anything from bags to bananas.
Literally anything left in vehicles is
stolen. Especially the parking areas of
the Tyger Valley and Willowbridge cen-
tres, and the nearby Virgin Active are
targeted.
A car at the gym was broken into re-
cently and all that was stolen from the
car was two bananas! Nimb said.
Cars on the police radar include awhi-
te Audi A3 hatchback spotted on a num-
ber of occasions, the most recent of
whichwas an incident at theWelgemoed
Forum centre, Nimb said.
At least three occupants of the white
Audi have been recorded on video stea-
ling out of vehicles at the centre, she con-
firmed.
This Audi is definitely busy with re-
mote jamming. Two other suspicious ve-
hicles have also been identified: a green
Honda Ballade and a grey VWPolo, she
said.
Nimb said the criminals weremost ac-
tive between 15:00 and 18:00, during
peak traffic.
Nimb cautioned the public to ensure
their vehicles are locked. She said popu-
lar items frequently stolen from cars in-
clude cellphones, handbags and laptops
and these should not be left in the car.

D
reld gaande.
Christo Brand van Ruyterwacht was een
van oudpresident Nelson Mandela se tronk-
bewaarders op Robbeneiland en by die Poll-
smoor-gevangenis.
Mandela.
keer herdruk.
Volgens hom wou hy nooit n boek skryf
nie, maar Mandela het volgehou. Elke keer
as ek hom besoek het, het hy gevra wanneer
ekdandie boek skryf.Hyhet gevoel ek vertel
vir die eerste keer my notas bymekaar ge-
maak het.
Uitgestel
digers.
matjies moes l. Ek het sommige dae in my
was nie.
nie.
TygerBurger. Hy was daardie tyd in isola-
S kwaad
was Mandela dat hy die tronkbewaarder
wou klap en ons moes net keer!
Vriend
Brand sMandela was sy vriend.
het my gesin ontmoet. Hy het selfs verwy-
sings vir my oorlede seun geskryf toe hy
werk soek.
Hy was bekommerd oor ek nie verder
omgegee. In die brief s hy vir my vrou hy
ges ek moet dit vir my kinders gee. Jy sal
dienste beginwerk. Ek dink dit was bestem
dat ek op Robbeneiland moes wees. My lewe
kon so anders uitgedraai het, maar my ont-
moetingmetMandela het dit in n hele nuwe
rigting gestuur.

geknip.
Die man, vermoedelik onder die invloed
van dwelms, het gister (Donderdag) om-
streeks 12:00 oor n heining gespring in n ag-
de man in sy bed aangetref.
treding in hegtenis geneem. Dis onbekend
waarvoor hy tronkstraf uitgedien het, maar
hy was veral bekend vir diefstal uit motor-
voertuie, volgens n polisiewoordvoerder.

owat 20 siek honde en katte is on-
langs uit n plakkerskamp in Kuils-
rivier verwyder vanwedi troetel-
diere se swak gesondheidstoestand en
onwenslike lewensomstandighede.
Die verwydering van die diere deur
die Dierebeskermingsvereniging (DBV)
vroer vandeesmaand kom nadat party
mens.
Toestand
Die toestandwaarin die honde leef en
hoe hulle lyk, het my gevang.
Baie
temal aanmense gewoondnie enwounie
aangeraak word nie, het Van Niekerk
vertel.
Brandsiek
honde) is opgelaai waarvan 15 pynloos
doodgemaak is.
Volgens Davids besoek die DBV daag-
liks agtergeblewe gebiede oor die Skier-
eiland heen.
Drie spanne werk in die gebied, het
sy ges. Die spanne sluit in n groep in-
spekteurs wat diere-mishandeling pro-
beer voorkom en diere verwyder wat ly;
die mobiele kliniek wat primre veeart-
senydienste aan die publiek voorsien
wat andersinsnie private dienstekanbe-
kostig nie, sowel as n opvoedkundige
span wat skole besoek en jongmense op-
voed oor hoe hulle na hul troeteldiere
moet omsien.

nie as om kommentaar te lewer
op die berig in die TygerBurger
van 28 Januarie onder die
opskrif Laerskool skok leiers.
Dit is baie duidelik dat die
departement van onderwys
eensydig n besluit geneem het
sonder om op demokratiese
wyse die gemeenskap te raad-
pleeg en sodoende grondwetlik
op te tree.
Ek sluk dit nie dat daar op
die nippertjie besluit is om baie
kinders van ander gebiede in
die Proteahoogte Akademie as

deer nie; dit is duidelik dat dit
n goed beplande skuif van die
departement was.

It is a pity that Koert Meyer,
in his letter of 17 December,
makes sweeping statements
with many assumptions.
To write that someone, who
believes in protecting innocent
victims, seems to have an
outlook of anger, hatred and
vengeance is pretty presump-
tuous.
After Ive reached out to the
St James attackers and labou-
red as a missionary in high
risk areas like the Congo, to
help the poor and marginali-
sed, this is truly a fascinating
idea.
Yes, God does stop evil. But
He uses men and women on
earth to do His will; it does not
happen in a vacuum.
Ive never argued that we
must all carry guns, although
it is a helpful idea. Let the law
abiding who want to carry,
carry.
Jesus told Peter he would be
committing suicide to choose a
fight in trying to fight soldiers
as well as undermining Gods
plan to allow Jesus death on
the cross and resurrection.
So, Jesus told Peter to put
his sword in its place. He
didnt tell Peter to get rid of it.
He had earlier ordered the
disciples to arm themselves.
The reason for the swords was
to protect the lives of the
disciples, not the life of the Son
of God. Jesus was saying that
it was not the right time for a
fight.
Meyer appears to have
adopted the pagan fallacy of
animism that evil lurks in
things (guns), rather than
people. Demonizing inanimate
objects (guns) makes no sense!
Guns can be used for good or
evil. The heart of the handler
is what makes the difference.
The only person, who can
stop a bad guy with a gun, is a
good guy with a gun. Unarmed
victims are pretty helpless.
I abhor violence i.e. the
immoral use of force. Defen-
ding the innocent is the
righteous use of force. Killing
is the taking of life - murder is
the taking of an innocent life.
To label someone a murde-
rer when he uses lethal force
to protect his family, is incor-
rect word usage. Call him a
hero.
Cowards are those who will
not protect their loved ones
from a murderous thug.

Murder and killing

I am writing to you with great
happiness and appreciation for
the wonderful public service
which a few City traffic officers
and members of the SAPS
flying squad performed on 29
January.
I was attending church in
Mitchells Plain at about 21:00
when I received a call that my
daughters car broke down on
the notorious R300. One cannot
help but think of the recent
incidents of motorists attacked
while stranded on this road. It
is a sad state of affairs.
My wife logged a call with
the emergency services, and I
am happy to report that the
Citys traffic services and the
SAPS flying squad responded
almost immediately. My family
and I were happy about this
good public service rendered, as
our daughter was alone and
stranded far from where we
were at that time.
As a fellow public servant I
have great appreciation for the
men and women in blue who
sometimes place themselves at
risk in order to aid others in
need. There may be many who
do not appreciate the emergen-
cy services, particularly the
police and law enforcement, but
my family and I are very
appreciative of the kind deed
they performed for our daugh-
ter.
I am aware we cannot reward
them for doing their duty, but
we want to recognise the great
selfless work they do. As a
taxpayer, it makes me proud to
see our taxes being put to good
use when the emergency
services respond to even minor
requests from the public.
I want to acknowledge a few
officers in particular who
stayed with my daughter until
the breakdown truck arrived to
take her home. Her safety was
our main concern. Our daugh-
ter sometimes has to work late
due to newspaper articles to be
ready for printing at Peoples
Post based in Tygervalley. We
feel much more relaxed now
that we know there are traffic
officers and SAPS members
patrolling the R300 and can
respond in cases of emergency.
As a family we want to
recognise the following officers:
. Sergeant Clifton Botha
. Constable Christopher
Ludick
. Constable Leon April
. Traffic officer Lorenzo
Lackay
. Traffic officer Glen Oppel
These officers also ensured
traffic flow was unhindered and
safe for all when the car was
recovered by the breakdown
truck. The whole activity was a
success because of their help
and assistance. Thank you once
again!

regtig beter af
as in verlede?
doen vir n taak of verhandeling nie. Om
te copyen paste uit Google is darem
net te gerieflik.
Vriende kom deesdae selde byeen om
net lekker te gesels, want Facebook is
besig om daardie rol te vervul.
Al minder mense lees koerante en
tydskrifte, want die elektroniese en
sosiale media maak alles soveel makliker
hul eie huistaal suiwer praat. En sonder
die hulp van n blikbrein kan niemand
meer net met gesonde verstand n aftrek-
of optelsom doen nie.
Dt laat n mens soms wonder of ons
regtig beter af is as in die verlede?

Knitwits get bitten by blanket bug
Johan Beetge from Plattekloof says he works
months to crochet one blanket.PHOTOS: MAGRIET

MAGRIET THERON
@magrietron
M
ymother is 91 anddespite arthri-
tis, she started knitting blankets
for the 67 Blankets for Madiba
drive and it has given her a new lease on life,
says Terry Milne from Fish Hoek. She
could not be here today, because she is so
frail, shell get blown over by the wind.
Terry spoke toTygerBurger at the celebra-
tion of 67 Blankets for Madibas first
birthday in the Company Gardens on 27 Ja-
nuary. Since the launch of the cause in Jo-
hannesburg last year, it has gained support
from across the world and has over 2 000
Facebook members who call themselves
Knitwits, and several groups in Cape Town
who regularlymeet tomake blankets for the
poor.
Youdonot need to be awoman to be aKnit-
wit. Johan Beetge from Plattekloof says he
became so attached to the crocheted blanket
he worked on for months last year, he slept
under it the night before he donated it to the
cause.
My husband took up looming and he ma-
de an enormous blanket. He is a perfectio-
nist and has become proficient in the quali-
ties of wool, so 67 Blankets has become a
whole industry in our household, says Ter-
ry Milne.
Terry is also involved with a group of wo-
men in Masiphumelele in Kommetjie who
knit squares, and she teaches childrenat pri-
mary schools to loom and knit, as part of
their life skills curriculum. These squares
are then sewn together by volunteers to
make blankets.
The original 67 Blankets aimwas to make
67 blankets to hand over to charity on Man-
delaDay in 2014. They exceeded that number
by hundreds.
Now they are taking the challenge to the
next level, because, saysBryoniDawson, the
Cape Town ambassador, people will always
need blankets.
We are on deadline. We need 21 000 blan-
kets from all around South Africa to place
at the feet of Madibas statue at the Union
Buildings on 21 April, to celebrate our 21 ye-
ars of democracy, says Carolyn Steyn, the
driving force behind the group.
Even inmates in Zonderwater and Diep-
sloot prisons are knitting, says Bryoni.
She says this drive has grown into a huge
outpouring of goodwill.
We are a group of six women who get to-
gether twice a month to consolidate, bring
donations, share out and knit. We socialise
and talk about other projectswewant to do,
says Cathy Dippnall.
Most of the women in our group did not
knoweach other before 67Blanketswas esta-
blished and now we have become close
friends.
There are a lot of very enthusisatic peo-
ple. There are groups across all the suburbs
who meet every week, get sponsorship and
deliver.
Charmaine Damstra from Plumstead is
working on her eighth blanket this year.
Our group meet every last Wednesday of
the month from 19:00 to late, or until all the
champagne is finished. We get very thirsty,
its hard work you know, she says with a
wink.
This project is like a bug that bit us and
we cannot get rid of it, says Florence Reddy
fromGrassy Park. Housework and cooking
has become secondary. I takemy crocheting
everywhere I go, and if I cant take it along,
I wont go, she says.
V Visit the 67 Blankets for Madiba Facebook page
to become involved or donatewool. The organisation
does not have a bank account and does not accept
money as donations.

Trees4Schools are not only planting trees
and educating learners on the importance of
trees for the environment, they are also hel-
ping plant sustainable vegetable gardens.
To date 2 600 trees and 160 veggie gardens
have been planted all made possible
through fundraising initiatives like the one
by Stodels Nurseries.
Late last year Stodels Nurseries managing
director Nick Stodel handed a cheque for R32
232 to Trees4Schools for their projects.
Trees4Schools is a local initiative which
started off planting trees at schools.
According to Suzi Nortje of Trees4Schools,
they realised that helping teachers feed lear-
ners was just as important, and the veggie
planting took off.
Stodels raised the money over six months
by donating R2 from each sale from a wide
range of promotional plants.
Suzi said the donationwill make a conside-
rable difference to their project.
Nick said they regularly receive requests
fromvarious schools and charities asking for
assistance.
By partneringwith Trees4Schools, we are
able tomake sure theprojects are sustainable
and the best use of the money is made.
This means monthly check ups on pro-
jects to ensure the trees and vegetables are
being maintained. The fact that
Trees4Schools also feeds 1500 children daily
is absolutely wonderful.
Part of the Trees4Schools ethos is sustaina-
bility. We understand the only way these
projects are going to be successful is if we
follow-up and ensure on-going education
happens with the children, Suzi said.
Nick said they are excited about
Trees4Schools plan to create a commercial
garden to obtain income so that more trees
and vegetables can be planted.
If youwant to contribute, look for products
marked Trees4Schools at Stodels nurseries.
V Visit www.stodels.com or
www.trees4schools.org.za for more information.

of God ontstaan. Dis logos genoem, want
myman was baie lief vir die Here. Logos
beteken die Lewende Woord.
Die kerk is in 1979 by n woning in
Kraaifontein gestig, waarna dit na Das-
siesstraat, Kuilsrivier geskuif het.
Daarvandaan het die egpaar uitreik-
werk begin doen en sodoende het die
kerk na kleiner dorpe versprei.
Vandag is daar gemeentes in onder

Petrol heads protest proposal
Proposed new regulations to stamp out illegal racing have been met with disbelief by the
modified motoring fraternity. Many claim it will be difficult to enforce and say theyre being
victimised because of the assumption that all modified cars are used in illegal races. PHOTO:
CHEVON BOOYSEN
CHEVON BOOYSEN
@chevonbooysen
P
roposed regulations to clamp down on
illegal modifications and illegal
racers seem to have suffered a false
start.
The new regulation, made public two
weeks ago and which is to be added to the
Traffic Regulations Act, caused an uproar
among the motoring fraternity. The pro-
posed regulation seeks to impose stricter
fines on illegal racers and cars that aremodi-
fied, says a media release.
Enthusiasts are taking a stand against the
proposed regulation.
Meanwhile, City of Cape Town safety and
security mayco member JP Smith said his
team will impose stricter fines on drivers
found guilty of illegal racing.
He saidmedia reports that he andhis team
plan to target drivers of modified vehicles
are worryingly inaccurate.
For the record, the Citys Traffic Service
is mandated to enforce the provisions of the
National Road Traffic Act No. 93 of 1996.
[This is] a national piece of legislationwhich
states that anymodification of or tampering
with a vehicles safety design renders the ve-
hicle unroadworthyunless done by theman-
ufacturer or a registered body builder, he
says.
But car enthusiasts and the after-market
industry want clarity on what this regula-
tion will mean in practical terms.
Cape TownCar Enthusiasts (CTCE) repre-
sentative Kersten Greybe says confusion
has many motorists driving in fear.
People are scared to even just drive their
cars to the corner shops since the announce-
ment. Nobody knowswhat is happening and
no answers have been given and we need to
know exactly what this means for the Cape
Town car culture, she says.
Greybe says more people in the modified
car circle are selling their cars. People are
opting to sell their cars because they dont
want criminal records or to pay steep fines
that may land them in court eventually. The
proposed [regulation] is ridiculous and will
never work.
She agrees it is good to clamp down on ille-
gal racing as it endangers the car culture
in the province. Clamping down on illegal
racers I can understand as they are a hazard
on the road. But to paint everybody with the
same brush is horribly unfair.
She says many motorists take part in
events atKillarneyRaceway, but afterwards
we find ourselves in a roadblock, just out-
side the venue. What is the point of practis-
ing your sport legally but youre victimised
anyway?
She started an online petition to prevent
the proposed regulation being passed. At the
time of the interview she had 20 000 signa-
tures. For too longwe have been underdogs
and we have now decided to educate our-
selves with regard to the proposed [regula-
tion].Wearent artistswith canvasses so our
masterpieces are our cars, she says.
Online posts have been buzzing with inci-
dents of clampdowns.
It is alleged Ghost Squad officers have
been fining drivers of modified vehicles and
even confiscating their car licence discs.
According to a Facebook post, two drivers
en route to Killarneywere arrested for alleg-
edly speeding. The officers also took their
car licence discs. One driverwas finedR4000
for inconsiderate driving and wheelspin-
ning. He posted that an officer said he
would make an example of us because we
are the people talking bad [sic] of them on
social media.
He posted: We spent our legal race night
with real criminals. TheGhost Squad officer
did everything in his ability to lock us up
although the police at the police station did
not want him to do so.
Anothermotorist, who does notwant to be
named, says the proposed regulation is
doomed. Itwill neverwork, he says. They
havent thought this through. The motoring
industry is huge and understandably people
are in uproar. We feel victimised and have
no clarity as Smith changes his story every
other day.
He says he is afraid to drive his car be-
cause the Ghost Squad is instilling fear in
drivers. I had lots of modifications done to
my car. I spent a lot of time and money on
it only to now not be sure if I can drive
around with it.
Registered tuner shops say they fear the
after-market industry will be under threat
should the bylaw impose stricter laws on
anybody with a modified vehicle.
Yaseen Abrahams, of CPi Performance In-
novation Cape Town, says they are highly
concernedwith theoutlawingof carmodifi-
cations.
CPi only engages in legal modification of
cars and ourwork is of the highest standard.
Outlawing modifications will have a huge
impact on the industry. Surely if individuals
abide by the law it is their right to modify
their cars as they wish, Abrahams says.
The regulations are to be in effect inApril,
but Smith adds the enactment of the regula-
tions is the responsibility of the provincial
transport division. He said the City has lob-
bied for illegal racers vehicles to be im-

T
he University of the Western Cape is
celebrating another award to a faculty
member.
Professor Lindsay Clowes, NRF-rated
scholar in UWCs womens and gender stud-
ies department, believes education is funda-
mentally a shared project - and her efforts
to empower students through technology
have earned her a Heltasa/CHEC National
Excellence inTeaching andLearningAward
in 2014.
Its the fifth time in as many years that
UWC lecturers have been honoured in this
way.
As a method for transmitting informa-
tion and knowledge, the traditional lecture
is prettymuch dead. The revolution in infor-
mation and communication technology and
social media offers us the chance to com-
pletely reinvent the way we teach we need
to take the plunge, says Clowes.
I think that one of themain changes and
we are already seeing this will be around
methods of communication between and
amongst teachers and learners.
The formal classroom environment, in-
cluding virtual classrooms, will remain im-
portant as an opportunity to share ideas and
thinking on specific issues but stereotypi-
cal lecture monologue wont be the default
method of course delivery anymore.
Clowes earned her PhD in historical stud-
ies from the University of Cape Town, and
has taught in Europe and America as well
as in South Africa. Her work draws on femi-
nist and queer theory as well as discursive
psychology, sociology and critical mens
studies to discuss power inequalities and the
ways in which subject positions structured
around biological sex, gender, race, sexuali-
ty and class constrain human choices.
She took a CHEC short course on teaching
using emerging technologies in 2012 and be-
gan to experiment with e-learning, Google
Drive, blogs and other technological tools,
supplementing course readings with films
and digital media, using discussion forums,
using Twitter to highlight readingmaterials
and drive engagement, placingmore empha-
sis on student participation..
What really matters to me is getting stu-
dents to engagewith the content ofmycours-
es, she explains. Somechoose to attend lec-
tures and tutorials; others opt to write about
prescribed texts; others choose to write
about public debates on relevant material;
others engage on a discussion forum.Giving
students a wide variety of opportunities to
engagewith coursematerial shows there are
a number of ways students can get in-
volved...classrooms can become sites for en-
gaged and active learning where students
surprise each other, as well as their teach-
ers, says Clowes.
