What Is eCall • eCall: In case of serious accident
– Creates a voice link between the vehicle and the closest PSAP (Public Safety Access Point) and sends data (Minimum Set of Data -MSD-) using common European standards
– Triggered
• Automatically by the in-vehicle device
• Manually by vehicle occupants
– Builds on the single European emergency number
• MSD includes:
• Time stamp
• Accurate location and direction of driving
• Vehicle identification
• Information about the accident

What Is eCall • HeERO addresses the pan-European in-vehicle emergency call
service “eCall”
• The first phase of HeERO (2011-2013): Croatia, The Czech Republic, Finland, Germany, Greece, Italy, The Netherlands, Romania and Sweden
• The second phase of HeERO - HeERO 2 (2013-2014) Belgium, Bulgaria, Denmark, Luxembourg, Spain and Turkey

Turkish Pilot Site Project Phases
• Test phase:
– Aselsan’s test system in Ankara and Turkcell’s test system in İstanbul will be used for eCall tests.
• Implementation phase:
– Integration and field tests will take place in Antalya.
– Existing 112 PSAP in Antalya will be used for pilot implementation.
– Existing PSAP and the planned eCall PSAP will operate separately.

• PSAP and MNO testbed installation (Aselsan, Turkcell)
• Interconnection of these testbeds (Türk Telekom)
• MNO eCall flag implementation tests (Turkcell)
• MNO - IVS integration tests (Turkcell, Renault, Tofaş)
– Two types of eCall IVS equipment:
• Civitronic (Renault)
• Magneti Marelli (Tofaş)

• PSAP in-band modem procurement (Aselsan)
• Implementation of eCall related infrastructural changes in Aselsan’s PSAP solution (Aselsan)
• Call taker application related works (Aselsan)
• PSAP in-band modem - Aselsan PSAP solution integration tests (Aselsan)
• End-to-End (IVS-MNO-FNO-PSAP) integration tests

Implementation Phase
• Interconnection of eCall PSAP and FNO Network (Aselsan, Türk Telekom)
– A new dedeicated ISDN port
• Installation of PSAP hardware into the Antalya eCall PSAP (Aselsan)
– eCall router, PSAP hardware and software installation
• Configuration of MNO’s MSC in Antalya (Turkcell)

Implementation Phase
• Installation of IVS equipment in the vehicles (Renault, Tofaş)
– Installations will be done in four vehicles:
• Two vehicles - Civitronic devices
• Two vehicles - Magneti Marelli devices.
– Both Renault and Tofaş will test manual eCalls.
• End-to-End verification tests

Key Performance Indicators • Number of manually initiated eCalls
• Success rate of completed eCalls using 112
• Success rate of received and correct MSDs
• Duration until MSD is presented in PSAP
• Success rate of established voice transmissions
• Duration of voice channel blocking
• Success rate of heading information

Expected Outcome • With the pilot project, the necessary upgrades for PSAPs and
telecommunication infrastructure will be identified.
• IVS test results will be evaluated by the automotive manufacturers (Renault and Tofaş) in Turkey.
• A plan for a nationwide eCall deployment will be determined according to the pilot results.
