APPRoAch To kEy issuEs• The plan of management will address a range of day to day aspects of
park management along with the key issues
• The key issues have been identified through consultation and assessment - and are the focus of the community workshop discussions tonight
• Some proposed actions are out of the remit of a plan of management to implement (eg traffic works) so must be coordinated into other programmes for ongoing planning and implementation
• The final plan of management will identify a long term Action Plan for progressive implementation
• There are no funds currently allocated for new park works and so all recommendations will be the subject of future funding
• Actions that involve a design project or major site interventions will be subject to further public consultation

Travel Plan - Objectives A Travel Plan seeks to bring about a mode shift away from single occupancy car use for journeys to and from a location and increasing the use of active travel modes such as walking, cycling, public transport
Overall objectives of Travel Plan• Promote walking, cycling and public transport use
• Reduce Traffic Congestion
• Reduce Parking Demands
• Improve safety for “active travel modes”
• Improve health and wellbeing
9Tunks Park - MASTERPLAN AND PLAN of MANAgEMENT

TRAnsPoRT / AccEss To ThE PARk
Sustainable Travel Plan - STRATegieSissues Potential Strategies
• Lack of awareness of existing walking, cycling and transport options
• Need to make users aware of new options for getting to parks
1. Development of a Transport Access Guide for each park
2. Increased wayfinding
• Emphasis on vehicle use for accessing parks and open space for sports
• Finite parking capacity
3. Explore a Shuttle Bus service from transport nodes and parking stations to sports facilities
4. Introduce priced parking scheme during peak use times
5. Enforce parking restrictions6. Multi use of trailer parking
10Tunks Park - MASTERPLAN AND PLAN of MANAgEMENT

TRAnsPoRT / AccEss To ThE PARk
Sustainable Travel Plan - STRATegieSissues Potential Strategies
• Discontinous pedestrian access on streets leading to park
• Lack of pedestrian links to park from Lower Cliff Street
7. Improve pedestrian access into park
8. Liaise with Willoughby to explore additional pedestrian connections to park
• Local cycle route does not connect to park
• steep grades can create a barrier to active travel modes (walking / cycling)
9. Connect southern cycle route to park
10. Improve cycle facilities (eg cycle racks) within park
• Impact of on road parking on Brothers Ave on traffic flow
11. Reduce conflict of parking circulation and through access at Brothers Ave
• Lack of safe setdown / pickup location 12. Provision of drop-off and pick-up bays• pinch points to The Boulevarde 13. No change recommended by The NSC
Local Area Traffic Management and Action Plan (Zone 3 – Cammeray)

Transport Access guide
• inform users about the sustainable travel modes available to them
• include a map showing public transport routes and safe walking and/or cycling routes
• routes should also indicate the approximate area around the park within five, ten and fifteen minutes’ walking distance
• information could be presented at the park noticeboard and online (Council’s and sporting groups’ websites
12Tunks Park - MASTERPLAN AND PLAN of MANAgEMENT
community WoRKSHoPS – April 2018
TRAnsPoRT / AccEss To ThE PARk
Increased Wayfinding• a significant barrier to active travel is a lack of
knowledge of walking routes and distances• to encourage active travel modes, clear
wayfinding could be installed in local streets to highlight the expected walking distance to the park
• could include images painted on the footpath and/or signage indicating how many minutes’ walk or cycle away the park is.
• can increase visibility of walking and cycling routes to the park, encouraging adoption of these modes while also providing increased driver awareness of these active travel modes

community WoRKSHoPS – April 2018
TRAnsPoRT / AccEss To ThE PARk
Community Shuttle Bus
• community shuttle services operate in many LGA’s providing access to community facilities
• a Saturday shuttle could operate on a set route from a series of nodes in North Sydney (rail stations, parking stations etc) to the sports fields at Tunks Park, Primrose Park, Cammeray Park
• a further shuttle could serve St Leonards Park, Anderson Park and Waverton Park
• would complement introduction of paid parking scheme for peak times
14Tunks Park - MASTERPLAN AND PLAN of MANAgEMENT
community WoRKSHoPS – April 2018
TRAnsPoRT / AccEss To ThE PARk
Introduction of a priced parking scheme• investigate potential for priced parking during peak
usage times
• consider both general parking and boat trailer parking
• consider extension to adjoining streets during peak times to avoid deflection of parking demand to adjoining streets
15Tunks Park - MASTERPLAN AND PLAN of MANAgEMENT
community WoRKSHoPS – April 2018
TRAnsPoRT / AccEss To ThE PARk
Multi use of boat trailer parking• investigate potential for increased car
use of boat trailer parking spaces in peak use times
• formalise bus use of some designated trailer spaces during week days to limit visual impact on park

of buses. This would reduce traffic volumes and parking demand, while increasing safety for those already travelling to the park by bus.
Conversion of existing parking into a bus layover or drop off area would reduce the parking supply provided within the park.
6.1.9 Expansion of On Road Bicycle Routes
There is an existing on road bicycle route along The Boulevarde, Rowlison Parade, Currawang Street and Pine Street East (refer to Section 2.4.1). This on road bicycle path does not fully extend to Tunks Park, which may deter cyclists from travelling to the park.
Vernon Street and Brothers Avenue could be included within the bicycle network by installation of an on road marked cycle path. This would alert drivers to expect bicycle riders and increase cyclists’ safety during travel to and from the park.
There is a risk that the significant grades would still discourage cyclists from adopting this mode of travel to the park. The nature of the existing roads is already bicycle friendly, with low travel speeds and narrow carriageways.
The provision of a separated uphill bicycle lane is not considered appropriate as there would be insufficient vehicle volumes to warrant the significant costs and impact to on street parking. Further, the current narrow street conditions result in a safer condition for cyclists as vehicles are required to travel at lower speeds.
Figure 6.1: Extension of Bicycle Routes
6.2 Resolving Existing Issues While the focus and objective of this Travel Plan is to propose strategies to encourage sustainable travel modes, there are existing problems within the travel network that could be improved through adjustments to the existing situation.
6.2.1 Introduce Part Time Parking Restrictions
To assist in providing for the parking demand, parking restrictions could be applied at locations near to the park. These parking restrictions would be implemented largely to prevent vehicles from being parked overnight or stored in unrestricted parking areas. To fully implement these restrictions, parking management would be required by Council including monitoring of vehicles to ensure no parking infringements are occurring.

• provide cycle parking within foreshore park area and main park area

Changes on Saturday game days
• In 2017, 3 of the 9 mini fields within footfall field 1 were removed to help mitigate traffic and parking issues.
• In addition, games were spread from 8am-11am to 8am – 12pm to allow for staggering.
• It has been estimated that this arrangement resulted in 44 less players her hour for the peak period
• Further reduction in bookings is not considered feasible at this stage as nieghbouring sportsfields are at full capacity
Tunks Park Mini Fields – Saturdays for Winter Season 2017
• Remove the 3 fields highlighted in Red. • Currently the fields run games from 8am-11am. The proposal is to run from 8am -12pm staggering the games • This will result in 44 less players per hour, plus relatives. At a guess this might be 50 – 60 cars.
