SCOPEThisdocumentpresentsthehighlevelrequirementsfortheTSPMtelescopeproject.
Definitions1.1 Use of shall and should In thisdocument “shall” is tobe takenas indicating a requirement and “should” asindicating a guideline. Requirements are mandatory and guidelines are notmandatory,althoughtheirfulfillmentshouldbepursued.1.2 Stable and unstable requirements A“TBC”ora“TBD”identifiesunstableorundefinedrequirementsrespectively.
GeneralRequirements1.3 Project development 3.1.1. [RQ/TSPM/001] The TSPM project shall construct a new 6.5-m telescope at
SPM.TSPM shall be suitable for general scienceprojects. TSPM shall use theexisting6.5-mprimarymirrorownedbyINAOEandUA.Rationale:By “suitable forgeneral scienceprojects” it isunderstood thatTSPMshould have comparable flexibility to facilities such as MMT, Magellan, Keck,Gemini, VLT, and GTC, and not be a single-purpose facility such as LSST, PanSTARRS,andVISTA.
3.1.2. [RQ/TSPM/002] Under the assumption of the securing of approximately 70millionUSD(2014)optimallydistributedintime,TSPMshouldbeoperational6yearsafterPDR.
3.1.3. [RQ/TSPM/003]TSPMshallminimize risksby followingexistingandprovenreference designs (e.g., the MMT and Magellan) where appropriate andpossible.
3.1.4. [RQ/TSPM/004] The TSPM primary mirror shall be manufactured andpolishedtothesameopticalspecificationsastheMMTandMagellanprimaries.Rationale: This is to exchange secondaries, field-correctors and scienceinstruments with these facilities as well as to facilitate its polishing and tominimizefabricationandtestingrisks.
3.1.5. [RQ/TSPM/005] The TSPM design and development shall explicitly consideroperationsandoperationcosts. Theannualoperationcostshouldnotexceed11.5(goal5.75)millionUSD(2014).Rationale:We estimate the capital cost of TSPM to be about $115M including$15MforM1anditscell,$5MforM2anditssupport,and$15Mforoperationalscienceinstruments.Thesefiguresrepresent5%and10%ofthiscost.

3.1.6. [RQ/TSPM/006] The development of TSPM shall take place in Mexico, byMexicaninstitutionsandcompanies,whereappropriateandpossible.
3.1.7. [RQ/TSPM/007] TSPM shall comply with applicable national environmentalregulations.
1.4 Wavelength range, image quality and background 3.2.1. [RQ/TSPM/011]TSPMshallbeoptimizedfromthenearultraviolettothenear
infrared(0.35-2.5μm).3.2.2. [RQ/TSPM/012] The effective thermal emissivity of the telescope at the
Cassegrain focus shall be less than 10% of that from a blackbody at theambienttemperatureandshouldbelessthan7%.
3.2.3. [RQ/TSPM/013] The delivered image quality of TSPM shall allow a 10%degradationof the10th-percentile seeing reportedbySkidmoreet al. (2009,PASP,121,1151).Thereported10th-percentileseeingis0.5”at5000Å.
3.2.4. [RQ/TSPM/014]Thetelescopebackgroundshallbeatmost5%oftheexpectedminimumatmosphericandastronomicalbackgroundsgiveninthetablebelow.

1.5 Plate scales and Focal Stations 3.3.1. [RQ/TSPM/021] TSPM shall start operations with an f/5 secondary and a
wide-fieldcorrectorataCassegrainstation.3.3.2. [RQ/TSPM/022]TSPMshallstartoperationswith theexistingsecondaryand
wide-fieldcorrectornowinoperationatMagellan.

3.3.3. [RQ/TSPM/023]TSPMshallpermitupgradestoprovideotherfocalratiosthatarecompatiblewiththosepresentlyatMagellanandMMT,namelyclassicalf/9and f/15 and Gregorian f/11, as described in the document “TSPM OpticalConfigurations”.
3.3.4. [RQ/TSPM/024]TSPMshallpermitupgradestoprovideatleasttwoNasmythfocalstationscompatiblethef/11andf/5Nasmythconfigurationsdescribedinthedocument“TSPMOpticalConfigurations”,andeachwithamechanicalde-rotator,guidesensorandWFSsimilartotheexistingsensorsintheexistingf/5Cassegrain corrector, and a science instrument with a minimal unobscuredfocal surface at least 0.60m in diameter. TheNasmyth focal stationsweightandenvelopelimitsshallbeasfollows:o TheloadcapacityoftheNasmythrotatorshallbeatleast4Tnat1.5m.o TheNasmythstaticinstrumentsweightshallbelessthan4Tno Themaximum total envelope of Nasmyth rotatingmodules (including AGandinstrument)shallbelessthan3mdiameterand2.7mlength.
o ThemaximumtotalenvelopeofNasmythstaticmodulesshallbe less than2.7mx3m(area)x3mheight.
3.3.5. [RQ/TSPM/025] TSPM shall permit upgrades to provide at least four foldedCassegrainfocalstationscompatiblethef/11andf/5Nasmythconfigurationsdescribed in the document “TSPM Optical Configurations”, and each with amechanicalde-rotator,guidesensorandWFSsimilartotheexistingsensorsintheexistingf/5Cassegraincorrector,andascienceinstrumentwithaminimalunobscured focal surface at least 0.30m in diameter. The FoldedCassegrainfocalstationsweightandenvelopelimitsshallbeasfollows:o Thetotalweightof theFCmodules(includingrotator,AGandinstrument)shallbeatleast1.5Tnat0.75m.
o The maximum total envelope of FC modules (including rotator, AG andinstrument)shallbelessthan1mdiameterand1.5mlength.
3.3.6. [RQ/TSPM/026]TheCassegrainfocalstationweightandenvelopelimitsshallbeasfollows:o The load capacityof theCassegrain rotator shall be2.7TnswithaCoGat0.76m,or1.36TnwhentheCoGisat1.26m.
o ThemaximumtotalenvelopeofCassegraininstrumentsshallbelessthan3mdiameterand2.7mlength.
1.6 Science Instruments 3.4.1. [RQ/TSPM/031] The TSPM f/5 Cassegrain station shall permit the use of at
least the following science instruments presently in use at or underconstructionforthef/5CassegrainstationsofMMTandMagellan:MEGACAM,MMIRS,BINOSPEC,SWIRCandMAESTRO.
3.4.2. [RQ/TSPM/032] TSPM shall be commissioned and initially operate with thefollowingf/5Cassegraininstruments:MEGACAMandMMIRS.

3.4.3. [RQ/TSPM/033] After initial operations with the existing f/5 Cassegraininstruments,TSPMshouldnotprecludefuturededicatedorlong-termprojects,other specializedor general instrumentation, orotherobservingmodes suchasclassical,queued,remoteorroboticmodes.
3.4.4. [RQ/TSPM/034]TSPMshallnotexcludefutureinstrumentsthatmaintainitatthefrontierofcompetitiveastronomicalresearch.
3.4.5. [RQ/TSPM/035] TSPM shall not exclude the future development of thecapacitytousemultipleNasmythandFolded-CassegrainstationsinonenightNote thatCassegrain focal station shallnotbeavailable the samenights thattheNasmythandFoldedCassegrainstations(i.e.,daytimeactionsarerequiredforchangingbetweenCassegrainandtheotherfocalstations).
1.7 TSPM Enclosure & Services 3.5.1. [RQ/TSPM/041]TSPMshallincludeprovisionofallnecessaryservicesforthe
observatory operations including aluminizing, power supplies, gases, fluids,telecommunications, building maintenance, janitorial, snow clearing, storageandaccommodations,possiblymakinguseofexistingsitefacilities.
3.5.2. [RQ/TSPM/042]TheTSPMdesignshallincludespaceforanobservingroom,acontrolroomandinstrumentstorageareaandaninstrumentlaboratorywithenvironmentalcontrol.
3.5.3. [RQ/TSPM/043] TSPM shall conform to all applicable environmental, safetyandengineeringregulationsandcodes.
1.8 TSPM LIFESPAN 3.6.1. [RQ/TSPM/051] The scientific lifespan of TSPM shall be at least 40 years,
countedfromthestartofscienceoperations.3.6.2. [RQ/TSPM/052]AfteritslifeTSPMshallbedecommissioned.

Rationale:Thewinterstormevacuationperiodwillrequirepreparatorywork.Waterpipesmustbedrained and instrumentsmustbeput onbackuppower in order forthemtowarmupsafelytoambienttemperatureandallowfortheircoolantsupplytobeconsumed(oforder60hours).Atthatpoint,backuppowercouldbeswitchedoff.Thetemperaturerangemustspanmorethan100%oftherecordedvalues.Attheseextreme temperatures, it may not be feasible to rotate the dome or operate thetelescope, see operational limits. The seismic data will have to be updated usingCFE’sstudy.Inthiscontext“survive”meansthattheobservatoryiscompletelyundamagedandnocorrectivemaintenance is required to return the observatory to normal operationsoncetheconditionsrelent.
OPerationsandsupportrequirements1.9 Observing Modes [RQ/TSPM/071]Weconsiderfiveobservingmodes:engineering,queued,classical,remoteandroboticmodes.Definitions:
− Engineeringmode iswhen theTSPMusage isnotpartofa scienceprogram,andisperformedbytheobservatorystaff fordevelopment,maintenanceandcalibrationofthetelescope,subsystemsorinstruments.
− Inqueuemode,astaffastronomerdirectsastronomicalobservations.− In classicalmode, amember of the proposing team directs observations on
site.− In remote mode, a member of the proposing team directs observations
remotely.− Inroboticmode,anautonomoussystemdirectsobservations.

1.10 General Operation Requirements 5.2.1. [RQ/TSPM/081]TSPMshould,whereappropriate,minimizeengineeringtime,
downtimeandsetuptime,andensureclearandsimpleoperations.5.2.2. [RQ/TSPM/082] TSPM shall bemaintained and operated by specialized and
dedicatedsupportandoperationstaff.5.2.3. [RQ/TSPM/083] TSPM shall provide adequate training, simulators and
documentation for support and user astronomers and operations andmaintenancestaff.

5.2.4. [RQ/TSPM/084]TSPMshallprovideappropriatetoolsandsystemstoplanandcarryoutobservationsefficientlyintheimplementedobservingmodes.
5.2.5. [RQ/TSPM/085] TSPM shall provide the appropriate tools and systems forqualitycontroloftheobservations.
5.2.6. [RQ/TSPM/086] TSPM equipment shall conform to applicable EMCrequirementsforproperoperation.
5.2.7. [RQ/TSPM/087]TheallowedMTBFforsmallscaleeventsrequiringaMTTRofonehourorlessshallbeoneweek.TheallowedMTBFforintermediateeventsrequiringaMTTRof24hoursshallbe3months.TheallowedMTTFformajoreventsrequiringaMTTRofoneweekshallbeoneyear.Therefore,theannualdowntimepercentageshallbeamaximumof4.5%.
1.11 Pointing & Tracking 5.3.1. [RQ/TSPM/091] The nominal pointing and tracking region of TSPM shall be

VerificationThefulfillmentofthehighlevelrequirementsoftheTSPMwillbeverifiedalongtheProjectonadistributedbasis.Itwillbeperformedmainlybymeansof:
− ValidationoftheTSPMsubsystems,throughdesignreviewsandinspection
and testing of products. Every subsystem must include a verificationsectiondescribingtheplantoverifytherequirements.
− TSPM integration, testing and commissioning. The Integration and TestPlan of TSPM will describe the validation of the TSPM to be performedduringthefinalintegrationofthesubsystemsandduringTSPMtestingandcommissioning.
This document contains the high level requirements for all TSPM subsystems.Specificationsforeachsubsystemshallbederivedconsideringthecontributionofallsubsystems to the compliance of these high level requirements. Therefore, thesubsystemsvalidationthroughdesignreviewsandinspectionandtestingofproductswill partially perform the verification of these TSPM high-level requirements. Theidentificationoftheparentrequirementsforthesubsystemsrequirementswillhelpto identify which part of the high level requirements TSPM is violated when anysubsystemdidnotmatchanyof itsrequirements.However, inordertovalidatetheTSPM as a whole, the verification of high-level requirements of TSPM shall becompletedduringtheTSPMintegration,test,andcommissioning.
