edge on its enterprise strategy,

the Philippine Navy (PN) fea-

tured the first Strategic Per-

spective of the Sail Plan, the

Personnel Perspective, during

the 7th Leg of its Governance

Forum Series held last 06 Sep-

tember 2012 at the HPN Multi-

Purpose Hall, Headquarters

Philippine Navy, Roxas Boule-

vard, Manila.

Chairman of the Manage-

ment and Organization De-

partment of the De La Salle

University Ramon V. Del

Rosario College of Business,

graced the Forum as its guest

speaker on the topic

“Capacity-Building for Good

Governance.”

In his talk, Dr. Teehankee

emphasized the importance

of building a strong organiza-

tional foundation based on its

people. He focused on several

concepts that are vital on the

Sail Plan’s first strategic objec-

tive “highly competent and

motivated professionals.”

The first part of the discus-

sion dwelled on the critical

role of the organization’s core

values. If individual members

are aligned to these values,

they will have a strong com-

mitment to the organization’s

direction defined by its vision.

He highlighted that leaders

shape and reinforce these

values by the way they spend

their time, by the questions

they ask, by the behaviors and

outputs that they reward and

their reaction to critical inci-

dents.

He then moved to discuss

what good public govern-

ance is and how it creates

value to the society. Not only

does it entail effective delivery

of services, good governance

also means that organizations

look after the welfare of their

members. Organizations

should give importance to

developing their people into

professionals who have both

the required competence

and the desired character.

Doing so will in turn affect the

development of a portion of

the society to which their

members belong.

Ethical education and

principle-based moral devel-

opment are key areas that

need to be developed in the

character of professionals.

These are also the areas which

the PN should work on if it aims

to build a firm foundation of

professionals who are not only

competent but motivated

and effective as well.

Dr. Teehankee’s discus-

sion brought a new perspec-

tive to the link between good

governance and capacity-

building. This validate PN’s

initiatives in putting premium

to people development. The

PN ensures that its sailors, ma-

rines and civilian employees

become effective members,

not only of the Navy, but the

larger Philippine society as

well. These professionals make

up the strong Navy that can

effectively fulfill its mission – an

accomplishment that will

eventually earn the trust and

admiration of the Navy’s

stakeholders and our maritime

PN joins ISA Public Governance Forum

The Philippine Navy (PN)

participated in the September

2012 Public Governance Fo-

rum of the Institute for Solidar-

ity in Asia (ISA) held last 26

September 2012 at the Philip-

pine International Convention

Center, Pasay City.

With the theme “Big

Ideas, Big Ideals,” this event is

part of the continuing efforts

of the ISA, in partnership with

the National Competitiveness

Council, the International Pri-

vate Enterprise, and the Insti-

tute of Corporate Directors, to

showcase public and private

sector initiatives in moving the

country forward towards de-

velopment. It is also a venue

where the Performance Gov-

ernance System (PGS) part-

ners present the governance

progress reports of their re-

spective organizations in the

PGS pathway. The PGS is a

localized adaptation of the

Balanced Scorecard in public

governance. It is a globally-

Sail Plan Update

With the result of the inten-

sive assessment on the exe-

cution of our roadmap con-

ducted during the first se-

mester of CY 2012, the PN

Sail Plan will undergo a Re-

fresh which aims to revisit the current measures, tar-

gets, and strategic initiatives

of the PN in order to make it

attuned with the current

environment and emerging

strategic issues facing the

PN.

Moreover, through this

Refresh, new defense plan-ning and resource manage-

ment guidelines and na-

tional government policies

will be integrated with the

current plans of the PN to

make the organization more

responsive to its mandate.

In preparation for this Re-fresh, a series of Focus

Group Discussions (FGDs)

and Subject Matter Experts

(SMEs) Consultations is being

held with SMEs within and

outside the PN to gather

valuable information and

ideas on strategy manage-

ment and organizational development.

A series of roundtable

discussions featuring transfor-

mation initiatives at the na-

tional, public corporate, and

local levels were held during

the morning session of the

Forum. Performance Reports

and Revalidas of six PGS part-

ners (Philippine National Po-

lice, Philippine Military Acad-

emy, Bais City in Negros Orien-

tal, Balanga City in Bataan,

Dipolog City in Zamboanga

del Norte, and Masbate City in

Masbate) were held during

the afternoon session.

speakers during this year’s

TEDx Diliman with the theme

“The Future. Here. Now. Seize

it” held last 15 September 2012

at the Malcolm Theatre, Uni-

versity of the Philippines Col-

lege of Law.

Hon. Shahani talked

about “Our Future as a Mari-

time Power.” Her talk empha-

sized that the Philippines, be-

cause of its strategic location,

is endowed with a vast

amount of explored and unex-

plored marine resources. She

explained that geography is

our destiny. She reminded the

audience that it is the Philip-

pine delegation, led by the

late Senator Arturo Tolentino,

who coined the “archipelagic

Convention on the Law of the

Seas (UNCLOS). She later pro-

moted the cause of the PN,

stating that it has started its

journey to become strong and

credible through the PN Sail

Plan. She later stated that the

country may be “lagging be-

hind in terms of military capa-

bility or technology, but our

interests and resources as a

maritime nation are worth

defending.” As Filipinos, all

sectors must cooperate; and

as an archipelagic nation, we

should know what is our own

and how to defend it.

Atty. Oposa lively en-

gaged his audience in his talk

“The Future of Floods.” He em-

phasized the reality of rising

sea-levels. He likewise por-

trayed floods as both a bless-

ing and a curse. Floods may

have destroyed lives, but these

events provide “an opportu-

nity to revive cooperation and

to bring bayanihan back to

life.” Because of the recent

flooding that our country has

experienced, Atty. Oposa

believes that the time for talk is

over and, as Filipinos, we

should begin to act now. At

the end of his speech, he

asked the audience to pledge

that they will take care of the

environment and make a dif-

ference.

TEDxDiliman is an inde-

pendently organized local

version of the “TED talks” or-

ganized by Center for Art,

New Ventures & Sustainable

Development (CANVAS).
