- THIRA is Part of a Larger Effort The National Preparedness
System outlines an organized process for achieving the National
Preparedness Goal. The foundation of the System is identifying and
assessing risks. THIRA is one process that a community can use to
identify and assess their risks.

(THIRA)? CPG 201 is the guidance; THIRA is the output THIRA does
not replace the Hazard Identification and Risk Assessment (HIRA) or
Hazard Mitigation Plan (HMP)

Homeland Security Grant Program (HSGP) and Emergency Management
Performance Grant (EMPG) Typically, this means states,

the greatest impact combined with the desired outcomes The output
of this step is to have a target for each of the Core Capabilities
These targets will serve as the basis for the State Preparedness

result to the communitys risk management efforts A jurisdiction may
find it simply needs to sustain existing capabilities, or it may
identify a resource shortfall or capability gap
