Technical Committee Meeting Minutes

Working Session #7

Tuesday, March 14, 2017 1:00 PM – 3:05 PM

1) 1:00 PM-1:15 PM: Call to Order and Introductions

2) 1:15 PM-1:25 PM: Review of Current Technical Committee Members

a) See attachment – Any new Members will be added

3) 1:25 PM-1:40 PM: Summary of the technical committee (for those states who do

not participate in quarterly calls or who are new to NTPEP) – Information in the

“footer” was discussed (regarding NTPEP purpose). (LA) – How are DOTs

handling a “Compliant” Mfg. found to be “Non-Compliant”– Matt discussed how

ILDOT handled this in the past. Their acceptance was based upon the material

received in the field. Audits are based on the “process” not the material.

Corrective Actions are issued when non-compliances are found. Found two

instances of “Non-Compliant” Mfgs. last year. Notification was sent and both were

given a follow-up audit. • Poly Update – Changes to Work Plan and better process for making plaques by the NTPEP

Designated Lab.

• SRPE Update – Have a balloted Work Plan and will be working on Audit Worksheets

4) 1:40 PM-1:50 PM: Review of Outstanding Action Items Presentation of updates to the Work Plans, Audit Reports and Comparison Sample Reports –

• Will be updating all necessary documents.

Presentation on combining all plastic pipe Work Plans into a single Thermoplastic Pipe Work Plan –

• Will combine current work plans (HDPE, PVC, and POLY) into one. SP01 was updated to

help this effort. Why do this? – to have a better way to address changes and similar

information. Reinforcing steel has done this successfully. Structure of Committee “top”

will change if needed.

• John Schuler presentation – referenced the “comparison samples” (formerly called “Split”)

and how they could be used. Using Excel spreadsheets to analyze data in the future.

• Issues found during an audit that do not completely follow the standards. Currently being

noted as an “Observation”. Propose this type of issue is addressed in the Mfg’s QSM. WI

had issues with allowing this proposal and cautioned how it will be used. Clarification was

made that this would be for items that are “above” the minimum specification

requirements.

5) 1:50 PM-2:10 PM: Update-Research/Specifications: Mike Pluimer- Presentation on the use of recycle in pipe with the following comments:

• Did the Service Life Model take into account Ph ? No, it has no real affect

• Cell class is enough to insure quality. Next, need to determine the minimum frequency for

testing

• What about M252? Information could be used

6) 2:10 PM-2:20 PM: Industry Concerns

a) Panametric checks for wall thickness – calibration frequency? Would we

consider a Task Group for looking into SP01 and Work Plan? Yes b) AASHTO Specs. referencing NTPEP? – Will investigate

c) NYDOT – Consider bringing ASTM F894 & F714 pipe into NTPEP? Need to

investigate first and then develop a Task Force.

a) English Units vs. Metric – Metric is referenced by the spec. and Comparison

Reports show English Units. b) How are DOTs using the data from the audit? Various ways

NTPEP’s Role: The National Transportation Product Evaluation Program (NTPEP) does not approve products. The audit programs evaluate a Manufacturer’s quality system manual and ensure that it is being followed during day-to-day production. Additionally, random samples of the materials listed in the Project Work Plan are selected for testing with the results uploaded into DataMine for the State DOT’s and the audited Manufacturer to use however they see fit. Once the audit and testing is complete, the Manufacturer is listed as “Compliant” on DataMine which the States may use to assist with populating a qualified product/producer list (QPL). Keep in mind that States may have additional requirements in order to be added to their QPL.
