Message from our Founder & Charter President
25 October, 2008 Dear Fellow Jaycees, Congratulations!! It is with great honor and privilege that I wish The Philippine –New York Jaycees a Happy Anniver-sary on its 45th year of living up to the Jaycee Creed! I remember the hardships all the early members en-dured in putting up the only Philippine Chapter of the Jaycees outside the country. The trial of setting up the world’s first Jaycee chapter based on ethnicity is some-thing all of remember with fondness—the camaraderie and friendship among Fili-pinos in a foreign land, along with the joy of serving those in need can never be re-placed. I have been kept informed of the many worthwhile activities and accomplishments of the chapter and its members in the years since leaving New York and I am proud of what the chapter and its members have become. All of your truly lived up the highest expectations of being a Jaycee and being a Filipino. Again, please accept my warmest congratulations and best regards to one and all. Jayceely yours, Ernesto L. Dear Fellow Jaycees and Distinguished Guests
On behalf of the 45th Anniversary Gala committee members, the Senators, members and officers
of the Philippine New York Junior Chamber, we are delighted to welcome each and every one of you to
our celebration. The chapter has endured many challenges throughout the years but we have been
maintained our legacy of leadership and excellence as we continue to pass along our lessons to each
succeeding generations of Jaycees.
This year is especially poignant since we were able to get in touch with our Founder/Charter
President JCI Sen. Ernesto Pilares (originally of the Capitol Jaycees in Quezon City, Philippines). He
shared some insight of that first Installation Banquet held on July 20, 1963 at the International House at
Columbia University. The guest speaker was the Philippine Ambassador to the United States,
Ambassador Amelito R. Mutuc. Al Helo was the New York State President who presented the
Charter to the chapter. Some of the very special guests included the Philippine Consul General
Bartolome Umayan and Officers and Members of the YMBT (*ew York City Jaycees chapter).
In 2002, we held an Installation Banquet here at Leonard’s. Today our celebration comes full
circle as we return to Leonard’s for an even bigger celebration. We are honored to have Philippine
Ambassador to the United Nations – Ambassador Hilario Davide, Consul General Cecille Rebong,
and Deputy Consul General Melita Sta. Maria Thomeczek to represent the Philippine Government.
From the Junior Chamber we are joined by *ational Vice President David Pond from South Dakota,
2006 Missouri JCI Senate President Dennis Kramer, Past State Presidents Scott Kingsley, Rollie
Balanza, Richard Rillera and Jesse Arteche. We are also excited to have 2008 *YS President
Shonda Ranson, 2009 President-elect Stephanie Kingsley , JC Kim Lambert and NYS Community
Devt VP David Stern along with members of the State and Region South. Not only are we giving
special recognition to community and corporate partners and presenting four lifetime awards but we are
also blessed to have two charter members to share with us their memories of 1963.
We hope you all enjoy the celebration today as we create long lasting memories to carry us
forward to the next 45 years. Thank you to all of you for your support.

The Philippine-New York Junior Chamber Chapter History
Why is the Philippine-New York Jaycees Chapter specifically mentioned in the Jaycee bible as “Young Men Can Change the World”? Because our Chapter was the first ethnic chapter in the world. Yes, these young Filipino-Americans changed and continue to change the world. It took two years of debates in the highest levels of the United States Junior Chamber of Com-merce (USJCC) and Junior Chamber International (JCI) to secure our charter. Back then, Jay-cees were formed only on the basis of well-defined geographical boundaries. It was then such a revolutionary idea. Thus, right at the beginning, we made history and continue to do so. Our Chapter was founded by a group of idealistic young men in the 60’s to serve the social and civic needs of the then fledgling Filipino-American community. The same idealism was handed down from past Jaycee generations to the present. From Ernie Pilares, the 1963 Char-ter President, to Max Madridejos, Jr. who incorporated us in 1972 to Sergio Estrada and Mario Labot, who spearheaded the admission of women members to Elizabeth Sevilla who became our first female Chapter President in 1991, finally to President Krizteen Dulay, who became the first to win as Outstanding Metro Chapter President of the Eastern USA. The chapter was recognized by USJC as 8th place in the National Parade of Chapters (mid-year 2002) and Metro East Chapter of the Year. Before, we sporadically won state awards for individual pro-jects. The mantle of leadership has been passed on with an abiding sense of enthusiasm and commitment. The Jaycee Creed, which represents our common belief in the common good-ness and inherent abilities in each individual, has successfully thrived in the hearts and minds of the Philippine-New York Jaycees’ officers and members. A few events mark our Chapter. The first was our newsletter (ethnically named in 1975) “Tambuli,” which continues to chronicle our Chapter adventures. The second is our ability to change with the times (we were among the first chapters to admit women members.) The third is our common desire to succeed which is the hallmark of strangers in a strange land. Our first formally recognized achievement as a Chapter came in 1989. Under the leadership of Rollie Balanza (a Don Cavalli awardee as New York State’s local President of the Year), we were named Chapter of the Year by New York State Jaycees. Richard Rillera (also a Don Cavalli awardee) and Jesse Arteche repeated the same feat in 1990 and 1992. Both were named Charles Kulp Awardees for being among the best of chapter presidents in the nation. From 1989 to the present, we have been consistently named among the best ten chapters in the state. Balanza also won the single honor of being the first Filipino-American President of a state organization. Rillera and Arteche were subsequently elected to the presidency of the New York State Jaycees. Arteche while serving as New York State Vice President under Presi-dent Nick Trvobich, received the Steve Little Award as one of 10 outstanding Membership VPs in the nation. Rillera raised the notch further as the first Filipino-American U.S. Junior Cham-ber of Commerce National Vice President and Junior Chamber International Vice President. Additionally, Jocelyn Bernal served as the International Affairs Vice President, Elizabeth Sevilla as Management Development Vice President of the New York State Jaycees and Rollie Balanza as Membership Services Vice President. The Philippine New York Jaycees was recog-nized as Chapter of the Year in New York State under the leadership of Richard Aguinaldo, 1998 President and Don Cavalli awardee. Roselyn Barranda, 2000 President, was awarded the Presidential Award of Honor by the United States
Junior Chamber of Commerce. These honors accorded to our Chapter represent our out-standing leadership and Chapter achievements through the years. We are proud to pioneer and continue to run projects beneficial to our members and commu-nity needs. We helped run the New York City Marathon by giving out water to the runners. We welcomed the Democrats to their 1976 national convention. We organized and orchestrated the celebration of Filipino culture at Lincoln Center. We started the bowling, basketball and softball leagues. We continue to organize health fairs in the community. We started family picnics, white water rafting trips, and career development workshops. We honor excellent community leaders (Distinguished Service Award), conduct seminars for the youth through leadership excellence program (CLEWs), and Outstanding Young New Yorker (OYNY) programs, support city and state programs (voters registration, recycling campaigns, census and immi-gration forums), raise funds for local, national and international groups benefiting among the others – street children we are sending to school (Aksyon Agad), the Amerasian children (Operation Giftlift), calamity victims (Walkathon) in the Philippines, International Child Care Center, Our Lady of Peace Mission, and most recently, the World Trade Center Relief Fund. We propagated the Jaycee movement in the metropolitan New York area. We helped form the New York Korean chapter, Brooklyn, New York Japan, Flatlands, Chinese-New York, Bangla-desh-American, Staten Island, Rockland, Hudson, Yonkers, Chinatown, Bedford Stuyvesant chapters, the African-American chapter, the New York City chapter, and most recently the Hispanic chapter. The election of our members as state vice presidents include (Rollie Balanza, Elizabeth Sevilla and Jocelyn Bernal), regional directors (Ben Vasquez, Rollie Balanza, Richard Rillera, Jesse Arteche, Rene Goicochea (first non-Filipino President of the Chapter) and Thomas Panzone), and district directors (Sergs Estrada, Lynette Matriano, Jocelyn Bernal, Ner Martinez, and George Daco) attest to the trust the New York State Jay-cees has in our leadership in the state, as well as the region. To date, we are the only young group in the community devoted to leadership training of our members and the community through Speak-Up, Financial Management, Personal Dynam-ics, Public Relations, Communication Dynamics, Team Building Skills, Time Management, Write-Ups and numerous community projects. The organization of choice for young men and women from 18 to 40 years of age, our Chapter has turned out Filipino-Americans who went on to become leaders in their own areas of ex-pertise and organizations. We are proud of the Philippine New York Jaycees. To whoever reads this history and whose idealism continue to seek direction and purpose and a Creed to live by, come and be a part of the continuing legacy of leadership and excellence.
