Cleveland and Detroit• Louisiana and Arkansas moved to Chicago

• Overcrowded living conditions, high crime rates, low income neighborhoods

Northern Laws

were willing to sell or rent to blacks• Apartments and houses were subdivided• Negro capital because of black owned

business and newspapers
