Well we’re into Winter and there is a bit of a lull in the Show Scene. When you do travel make sure you travel safely and look after your dogs’ welfare.We recently had a well-attended meeting of Southern Clubs and interested members in respect of the Southern Show site. The meeting was advised that the Dog Section of the Showgrounds would become unavailable likely in the fourth quarter of 2019. At the end of the meeting the Clubs unanimously voted that all Clubs use Pontville (Ferguson) Oval for their shows after 1 January 2020. All dates for the balance of 2019 and 2020 have been booked. Discussions will have to be undertaken with Brighton Council as well as the Tassie Flying Paws Dog Club (Flyball) that use the ground on Sundays.Once we have an agreement with Brighton Council we will start looking at what assets we can move there.Council has been quite dismayed at recent meetings to hear of Clubs which are struggling to fill their Committees as well as the general lack of volunteers. If you feel you would like to put something back into the dog world but don’t know where to start give Kerry or Judy in the office a ring and they will steer you in the right direction.Hobart and Launceston Royal schedules are in this Gazette. Launceston will be held over three days and Hobart over four. The Hobart Show will be held in the dog area if it is available otherwise a part of the Market Pavilion will be partitioned off and the adjacent grassed area which is being prepared now will be used.Combined Breeds will again host the CACIB show on the Sunday after Hobart Royal and four specialties will be held in conjunction with this show. They being the Gundog, Hound and Terrier Shows as well as the Border Collie Club. It should be a great day again.Good showing and trialling and good health until next time.

83 Any person or any affiliated body found guilty of a charge or breach of a TCA Inc Regulation or Code of Behaviour and Ethics or TCA Inc policy may within fourteen (14) days of the receipt of the written notification of the penalty give notice of appeal against the decision, such notice shall be accompanied by a deposit of 8 units (as per the current “Scale of Charges”). Within 60 days of receiving proper notice, the TCA Inc Council shall hear the appeal, either upon the evidence previously before it or upon affidavits or statutory declarations or viva voce evidence or in any way it may think fit, either in the presence or absence of the person or persons considered by the said TCA Inc Council to be concerned. The TCA Inc Council may then quash, set aside, decrease or add to the penalty awarded by it or confirm its previous decision.
91A Where a penalty has been applied to a member or affiliate following any disciplinary action the details will be published in the TCA Inc Gazette after the appeal period has expired.
94 No person shall, at any sanctioned fixture or within the precincts of that sanctioned fixture, use any technique harshly or with undue harsh force to reprimand any dog. Undue force shall include the harsh use of slip-collar correction and the practice of ‘dominance down’ correction. The use of electronic or spiked/pronged collars is not permitted in accordance with the Animal Welfare Act.
94.1 Any person witnessing an act which may endanger an animal’s wellbeing, including but not limited to exhibiting a bitch thirty (30) days prior to whelping, whelping a bitch at an event or lifting an exhibit from the ground to the table by means of throat and tail, is deemed to be physical abuse and as such, is strictly prohibited. An exhibitor observed doing this should be dismissed from the ring and the matter reported to the Event Manager, who shall further report the matter to DOGS Tasmania within 7 (seven) days.
96 A complaint may be lodged against any member of the TCA Inc for breaches of these Regulations and its Code of Ethics, by members of the TCA Inc or another Controlling Body or a member of the general public as follows:-
In respect of an alleged breach which occurs at a sanctioned event the complainant must either:1 Lodge the complaint in writing with the Event Manager on the day of the event
including all details of the alleged breach, names and addresses of witnesses and any other supporting documentation.
2 Or if the complaint is lodged on the day with the Event Manager it must be accompanied by a fee of 1 penalty unit on the day and 4 penalty units must be paid to the TCA Inc Office within seven (7) days (if the complainant does not forward the 4 penalty units within seven (7) days then the 1 penalty unit will be forfeited).
3 If the complaint is not lodged on the day of the fixture it must be in writing and received at the TCA Inc Office within seven (7) days of the alleged breach and accompanied by a fee of 5 penalty units.
4 When a complaint is lodged by a Club Official, Judge, Steward in the course of their official duties or Non-Member of the TCA Inc or another Member Body a fee is not required.

Exhibitors and officials are to ensure that they do not enter a judging area of a sanctioned event with a mobile phone switched on to receive calls.
OBEDIENCE AND ‘RALLY O’ RULE REVIEWSA meeting will be held at the Reading Room, Ross, at 10 am on Saturday 15 June to discuss submissions for changes to the Obedience and ‘Rally O’ Rules.

180B A Judge must not adjudicate on any dog that they have handled in competition at a sanctioned conformation exhibition within a period of 6 months prior to the date of any exhibition.

The pedigree/registration document must be supplied to the purchaser within twenty-eight (28) days from the date of sale or from the issue date shown on the pedigree/registration document issued by the TCA Inc, whichever date occurs first.
Mr Booth’s membership was suspended for a further six month period effective from 18 January 2019 until 18 July 2019.Mrs Roxanne Battle, Membership No 7100006100 – Due to a breach of Clause 13 of the Association’s Code of Behaviour and Ethics, hereunder stated:
Except in extenuating circumstances, a member shall not cause or allow a bitch to whelp more than twice in 18 months without the prior approval of the TCA Inc.

A judge may not judge more than 250 dogs in ordinary classes on one (1) day. This excludes group and show specials and sweepstakes. Any excess entry must be transferred to another judge. This applies where more than one show is involved and if they are being conducted by different affiliates the affiliates must liaise to ensure this regulation is complied with.

Regardless of the risk of confrontation, every exhibitor should proudly uphold the standards expected of us as loving dog owners and members of Dogs Tasmania and present our dogs and ourselves positively.

Advise the event manager if you believe activists are present and they will advise the local police. If activists create a disruption or confrontation. call 000 immediately. If you call 000 clearly articulate the risk that the activists are posing: to yourself and others, the dogs' welfare, personal and venue property, etc.
Do not engage Do not engage directly. Keep calm even if provoked and keep your distance if possible.
Ask them to leave
If activists enter the area you are using to house your dogs, speak with them politely to ask them to leave. Acknowledge their right to state their opinions in a lawful manner but ask that they respect your right to continue to look after your dogs' welfare in a safe manner without distress. Ask them to please leave the area and move to a space away from the dogs. They may not respond to the request, but it will make it clear they do not have permission to be there. Do not engage with them further.
Move yourself and your dogs to a safer position
Your safety and welfare and that of your dogs comes first. If activists won't leave, relocate to an area that is safer for you and your dogs.
Create a record
Video footage and photos taken on your phone of the above can be used by police. If there has been damage to property record the details and if possible wait until police have examined the scene before touching anything. Please always consider the safety of yourself and dogs when confronted with activists.

RETURN OF EXHIBITS FOR GENERAL SPECIALS: Exhibitors whose dogs are required to be returned for General Specials must obtain a new exhibit number and new exhibitor's pass. Exhibitors' passes and exhibit numbers are available from the Kennel show office and it is the responsibility of the exhibitor to collect these prior to leaving the grounds. Exhibitors without the appropriate passes will be charged general admission.
EXHIBITORS PLEASE NOTE: Due to site construction, the dog exhibition area will be relocated to the Market Pavilion on the left side of the main drive. Exhibitors will still enter the Showground though the main entrance on Howard Road the same as in previous years.
There will be no benching, only crates and trolleys will be able to be used. Space will be controlled by the committee and volunteers. All dogs will be housed in the indoor
area. There will be one outside and one inside judging ring to cater for all weather conditions. RAST aim to have golf carts available at the gates for people who genuinely need transport on
an ‘as available’ basis.
The TCA Inc offers a microchipping service throughout the state at a cost of $20 per dog/puppy (including lifetime registration on a nation-wide data base).Please contact the office for further details.

All exhibitions conducted by the Tasmanian Canine Association Inc and its affiliates are conducted under the rules and regulations of the Association, a copy of which may be inspected at the office of the secretary of the exhibition on the day of such exhibition.The following rules/regulations apply to all exhibitions: Financial Members:
A person 18 years of age and over and who is a resident of Tasmania may not exhibit, handle, officiate in the judging ring or register an animal unless he/she is a current financial member of the TCA Inc. A person seven years and under the age of eighteen years who handles a dog in the judging ring is required to be a junior member of the TCA Inc or a member of an affiliated club. At least one parent or guardian is required to be a financial member of the TCA Inc.
Entry fees must accompany the entry form and should be paid by cheque or money order (refer Australia Post regulation).
Substitute Judges:The affiliate conducting an exhibition reserves the right to substitute judges if the committee deems it necessary. Entry fees are not refundable – refer TCA Inc Regulation 227.
It is the exhibitor’s responsibility to have his/her exhibit/s available for judging in all classes or events for which it is correctly entered and for the classes for which it subsequently becomes eligible – TCA Inc Regulation 33.

continued from page 45 In respect of an alleged breach which does not occur at a sanctioned event the
complainant must:-• Lodge the complaint in writing to the office of the TCA Inc within seven (7) days of
the alleged breach, names and addresses of witnesses and any supporting documentation;
• The complaint must be accompanied by a fee of 5 penalty units.6 On receipt of a complaint the person/s against whom the complaint has been laid will
be advised in writing within fourteen (14) days by the Executive Officer that a complaint has been received at the TCA Inc Office.
7 Where a valid complaint is lodged under this Regulation, the TCA Inc shall investigate the complaint and determine the complaint in accordance with the Constitution and Regulations of the TCA Inc. A copy of the complaint will be sent to the member against who the complaint has been made to enable them to provide a response to the allegations. No complaint will be investigated unless the appropriate fee is paid.
8 The fee paid to lodge the complaint will be refunded to the complainant only if the complaint is upheld.

The committee would like to thank everyone for their support of our April Show, which was in memory of Kaye Klap. It was lovely to share the opening of the show with Kaye's son and daughter-in-law and her sister. Congratulations to Steve and Carol Eastley on their Bernese Mountain Dog Sup Ch Cloudforest Time Traveller winning the Kaye Klap Perpetual Trophy for Best statebred in Show.
Our judges for our August show include Mrs H Pedersen a well-known Rough Collie, English Springer Spaniel and Lhasa Apso breeder under the prefix Drambuie – which was first registered in 1955, Dr Emma Greenway who breeds Dandie Dinmont Terriers under the Jollygaze prefix and Mrs Tracy Hofman who breeds Keeshonds under the Nawtikees Prefix.
This is Mrs Hofman’s first judging appointment in Tasmania. We look forward to your continued support.
