1.2 General Information About Port

2. LIABILITIES
General:
Port operators and cargo owners have primary responsibility for carrying and handling operations of
dangerous cargoes to be done in a manner that protects the safety of workers and the health of others
who may be affected by works and transport, including the public. In this context;
2.1 Liabilities of Cargo Owners
At ICDAS Port 2 dangerous cargo representative's whom defined as the seller, receiver, and broker
liabilities are stated below:
a) Prepares all necessary documents and information regarding dangerous goods and make them be
with the cargo during whole transportation process.
b) Ensures that dangerous cargoes' classification, identification, packing, marking, labeling and
plating has been done in accordance with the regulations.
c) Arranges dangerous cargo correctly; loaded, separated, segregated and secured into approved
packaging, containers and cargo transport units, which comply with the regulations and also transported
and discharged in accordance with the regulations.
d) Make sure that all relevant personnel trained on, the risk of dangerous cargo transported by the
sea, safety measures, safety of operation, emergency measures, security, etc and must keep training
records.
e) Ensures that all the necessary safety measures has been taken for dangerous cargoes which are
improper, unsafe or has a risk to health of people or the environment
f) Provides the necessary information and support in case of emergency and accident situations.
g) Reports accidents that occurred in the area of responsibility regarding dangerous goods to the
Ministry
h) Provides the information and documentation requested in inspections carried out by the
authorities and will provide the necessary cooperation
2.2 Liabilities of Port Operators
Port operator's liabilities are stated below
a) Provides suitable, sheltered and safe place to approach and berth for ships
b) Arranges safe and suitable access between ship and shore
c) Provides training for people involved in loading, unloading and handling of dangerous cargo
operations
d) Ensures that hazardous cargo transported, handled, separated, stacked, temporarily stored and
controlled in port area by qualified and trained people with appropriate safety measures taken

e) Requests all necessary documents and information relating to dangerous goods and make them be
with the cargo during whole transportation process
f) Keeps an updated list of all dangerous goods in port area
g) Provides training for people for the risk of dangerous cargo handling, safety measures, safe
operation, emergency measures, security, etc and keep training records
h) Controls relevant documents of the dangerous cargo which enters facility if classified, certified,
packed, had correct placards, declared properly, installed and transported to its packaging, container
and or cargo transport unit in a safe way.
i) Takes the necessary safety precautions for improper, unsafe or environmentally risky dangerous
substances and report to related harbour master's office.
j) Prepares emergency procedures and inform all related people about these issues
k) Reports incidents related dangerous goods occurred in port area to responsible port authority
l) Provides necessary support and cooperation for the inspections carried out by the authorities.
m) Makes operations of hazardous substances at suitable dock, pier, warehouse and storage area
which has been established for mentioned works.
n) Equips docks and piers in which bulk oil and petroleum products operations takes place with
appropriate equipments for this work.
o) Provides an immediate transfer for the hazardous substances which are not possible or not
allowed to store temporarily to out of the port area.
p) Does not allow ships and other vessels carrying hazardous materials to berth without permission
of the related port authority
q) Creates a dangerous substance storage area in accordance with the rules of separation and for
stacking and takes precautions for fire, environmental hazards and other safety measures. Necessary
safety precautions must be taken especially for heat during summer season and for other circumstances
by both ship and shore personnel during loading - discharging and/or limbo operations. Flammable
materials are kept away from hot works and no any sparking material or tool used near hazardous cargo
operation area
r) Prepares an emergency evacuation plan for evacuation of the ships out of port area
2.3 Liabilities of Ship Masters
Ship masters', whom calling ports for loading or discharging dangerous cargoes, liabilities are stated
below
a) Ensure that the ship itself and all equipment and devices are in accordance with dangerous goods
transportation
b) Requests all necessary documents and information relating to dangerous goods from shore
personnel and make them be with the cargo during whole transportation process
c) Ensures all necessary inspections, controls and full implementation of all safety measures has been
done at ship during loading, stowing, segregation, handling, transportation and discharging of dangerous
cargoes
d)Controls dangerous cargoes loaded on vessel are defined, certificated, packed, marked , labeled,
safely and securely stowed in appropriate and approved containers.

e) Provides training for vessel crew for the risks, safety measures, safe operation, emergency
measures and etc of cargo loaded, transported and discharged.
f) Ensure that people whom has trained for loading, transportation, discharging and handling of
dangerous cargoes make the work with taking necessary safety precautions taken.
g) May not sail, anchor or berthed to port/pier without the permission of the Port Authority
h) Has to follow all rules and precautions during maneuvering, anchoring, mooring and berthing for
carrying dangerous cargo safely.
i) Arranges safe and suitable access between ship and shore
j) Informs the crew about common practices, safety procedures, about emergency procedures and
operations related to hazardous materials in the ship.
k) Provides the current list of all dangerous goods on board and declares to the relevant authorities.
l) Takes the necessary safety measures for hazardous substances which are not Improper, unsafe,
ship, person or situation by that pose a risk to the environment and inform the port authority and
terminal.
m) Informs harbour master about dangerous good incidents took place at ship.
n) Ensures that any fact which could endanger safety and/or security of people or environment should
be reported to harbour master. This could also includes facts about vessel, crew, machinery, materials,
equipment and dangerous materials and related facts.
o)Reports damaged or leaking cargo units or cargo transportation units containing dangerous cargo
immediately to the terminal and make them take necessary precautions.
p) Provides good cooperation to authorities on board.
During loading - discharging operation of cargoes regarding section 1 (excluding section 1.4) no any
radio and/or radar transmitter shall be used except from vhf transmitter wit output power not
exceeding 25W on board vessel and aerial systems should not be in range of 2 meters safety range
with dangerous cargoes
(2)Damaged, leaking, moistured packages should not be accepted on board.
(3)It is prohibited to smoke and use open fire source on vessels' open deck which are berthed and
terminal dangerous cargo storage areas.
(4) Before entering a port; master of ships carrying dangerous cargo a-Must understood and declare to vessel crew the legal responsibilities about ships carrying
dangerous cargoes at port
b-Must control situation of vessel, engine, equipment and accessories; check dangerous cargoes
and their packages if there are any damage and/or leakage when possible.
c-Must report any problem or deficiency regarding vessel machinery, equipment and accessories or
cargo damage leakage or package problem which can cause risks for health of people, environment
and/or cargo to related port authority.
(5)If dangerous cargoes are on board or during loading/discharging operation people who are responsible for the operation
a-Should apply the rules or advices given by master and/or ship's crew
b-Should not smoke on board elsewhere than smoking areas
c- Should not use open source of ignition on board places other than allowed by master
d-Should not make welding areas other than allowed by master

3. RULES & PRECAUTIONS FOR PORT OPERATORS a) Dangerous cargoes do not handled at ICDAS Port 2. For this reason storage in port/pier can not be
maintain, if any deliver dangerous cargoes directly to the outside port area immediately.
b) Dangerous cargoes packed & labelled properly and relevant information attached. Below
dangerous cargo labels/placards shoul be used
CLASS 1 EXPLOSIVES Main Risks:
• Falling of cargo
• Fire
• Explosion
• Spillage or crash during handling
ACTIONS MUST BE TAKEN • Proper warning signs for fire and fire fighting system must be installed.
• If any kind of cargo exist in fire area, fire fighting operation must be done below protective
bulkhead.
• Big amount of water should be used for fire fighting operation.
• In case of any cleaning for leakage proper materials & equipment must be used which should
not cause an ignition.
• Explosive waste should be stored in a different area than other waste. Must be delivered
outside port area for elimination as soon as possible.
CLASS 2 GASSES Main Risks: -Explosion
-Suffocation
-Skin burns
-Poisoning
ACTIONS MUST BE TAKEN • Proper warning signs for fire and fire fighting system must be installed.
• Big amount of water should be used for fire fighting operation.
• There is a risk of explosion after cooling with water has been done. For this reason containers
or packages must be taken to proctection area after cooling operation.
• Do not get closer to leaking infectious cargoes, take necessary environment precautions and
inform related authorities.
• Extinguishing materials for gas fires: DP, CO2 and Halon. Do not enter closed spaces with
poisous gas thread without BA.
• As waste gases stored in open areas any elimination method is appropriate.
• If has to be stored in closed spaces, ventilation system must be installed.

CLASS 3 FLAMMABLE LIQUIDS Main Risks: Fire or expolsion
Irritation
Skin burn
Poisoning
Class 3 - Flammable liquids with flash point below 61 C and liquid explosives with edcresed sensitivity.
ACTIONS MUST BE TAKEN • Flammable liquids which can easily ignite (For ex: gasoline,diesel oil, kerosine)
• In case of leakage, closed spaces must be ventilated for the risk of harmful gas before any
action. In case of fire, do not use water, dry powder or foam extinguishers must be used.
• Fire extinguishing agents: Foam, DP, CO2, Halon.
• Leaking containers carrying subject cargoes must be cleaned with appropriate methods and
equipmets and contaminated materials must be eliminated regarding appropriate rules. Leaking
container must be placed in leakage areas.
CLASS 4 FLAMMABLE SOLIDS Main Risks: Explosion
Skin burn
Poisoning ACTIONS MUST BE TAKEN Big amount of water must be used for fires of cargoes with red and with striped labels.
• All kind of fire fighting agent is effective on these cargoes.
• CO2 extinguisher should not be used for cargoes with half red half white labels, dry powder
extinguishers should be used. Do not use water for light metal fires like aluminum or magnesium as
there is too much heat produced.
• Do not use water for cargoes with blue label. Flammable gas produced with interaction of
water and cause growing of fire. For this reason dry powder extinguishers must be used.
• Cargo wastes must be stored in dangerous cargo storage areas and delivery of those wastes
must be arranged to appropriate facilities for elimination.
CLASS 5 OXIDIZING SUBSTANCES AND ORGANIC PEROXIDES Main Risks: - Explosion
- Fire
- Cause of fire
- Skin burn
- Poisoning
- Decomposition

ACTIONS MUST BE TAKEN Substances which are not flammable but help other substances ignite with producing oxygen or etc.
• Self explosive, fast burning, impact a/o friction sensitive substances and eye irritative
substances are in this class.(For ex. Hydrogen peroxide, Calcium carbonite, Ammonium nitrate,
Chromic acid)
• For fires of this class plenty of water or dry powder extinguishers must be used.
• Using materials for smothering oxidizing substances' fire should not be used as they help
growing of fire bigger. Avoid skin contact.
• Leaking containers must be placed in leakage area. Chemicals leaked on ground must be
cleaned with absorbents.
• Absorbents and contaminated materials must be placed at waste reception facility.
CLASS 6 TOXIC AND INFECTIOUS SUBSTANCES Class 6.1 Poison Main Risks: -Inhalation, digestion, skin contact
-Acute and chronic poisoning
-Difficult to take control while leaking
-Speading large areas with toxic vapour
-Using of breathing appartus
Class 6.2 Main Risks: -Disease
-Infection
-Epidemic and Infectious disease
Category A: (High infection risk!) Category B: (Low infection risk!) ACTIONS MUST BE TAKEN
Cargose which can cause poisoning or disease in case of inhalation or.(Foe ex. Methyl bromide,
arsenic, Methyl alcohol, medical waste)
• In case of leakage do not start any operation cause of toxic vapour. Keep away from
contaminated area and call responsible people.
CLASS 7 RADIOACTIVE SUBSTANCES Main Risks: -Could not be noticed by any sense.
-Containers or packages must be cooled in case of fire.
ACTIONS MUST BE TAKEN
• Radioactive materials which radiate ionised rays cause radioactive based diseases. (For ex:
Active gama sources used for radioteraphy; Cobalt Co-60, Po-210)
• Radioactive materials are cancirogenic and fatal in case of contact or close to.

• Strictly keep away from. In case of any operation needed; field must be cleared and Çekmece
Nükleer Araştırma ve Eğitim Merkezi (ÇNAEM) must be informed.
• Çekmece Nükleer Araştırma ve Eğitim Merkezi (ÇNAEM) must be informed for disposal.
CLASS 8 CORROSIVE SUBSTANCES Main Risks: - Contact needed for damage.
- Reacts with metals and produce flammable and/or combustible gases.
- Harms eyes with contact, respiratory system in case of inhalation
- While inhalation and contact with eyes is harmful; googles, gas mask, protective suit and gloves
must be used.
- Corrosive substances either acidic or basic which reacts with metals and produce gases. (For Ex:
hydrochloric acid, Sulphuric acid, Nitric acid, Sodium hydroxide, Potassium hydroxide, Sodium,
Accumulators)
ACTIONS MUST BE TAKEN
• While inhalation and contact with eyes is harmful; googles, gas mask, protective suit and
gloves must be used.
CLASS 9 MISCELLANEOUS SUBSTANCES
Class 9 is for miscalleneous substances. Includes dangerous goods but apart from defined in other
classes. This certainly does not mean that these substances are less dangerous than other classes. Pay
the same attention and maximum care to these subtances also.
4. DANGEROUS GOODS' CLASSES, TRANSPORTATION, LOADING/DISCHARGING,
HANDLING, SEPERATION, STOWAGE AND STORAGE
4.1 Classification of Dangerous Goods
IMDG Code categories dangerous goods in 9 different high risk classes;
Dangerous goods divided into 9 categories due to their hazardous potentials and these categories
named as classes.
Five of these classes (Class 1,2,4,5 & 6) have sub sections. Dangerous Goods of Class 3,7,8,9 do not
have sub sections. Categorisation under 9 classes made by criteries which were identified by United
Nations (UN). All Land, Air, Maritime and etc. transportation models are using these calssification
system.

Explosives excluding Class 1.1 also have "compatibility note" and with the same compatibility note
can be stowed and carried together even if they belong to different subsections.

CLASS 3 FLAMMABLE LIQUIDS
Flammable liquids with flash point below 61 C and liquid explosives with decreased sensitivity.
No subsections.
CLASS 4 SECTIONS OF FLAMMABLE SOLIDS
Substances which are flammable, combustible and produce flammable gas when contact with water.
There are 3 sub-sections
Class 4.1: flammable solids. (cotton, jute, hawser, sulphur etc.)
Class 4.2: self burning substances. (fish feed, white phosphor, coal, etc.) if there is any leakage in
container there will be a risk of fire. These substances reacts with air, for this reason their package must
be air proof!

Class 4.3: produce flammable gas when contact with water (calcium carbite, aluminum or calcium
powder side products, lithium, magnesium products, metalic sodium, etc.)
Reacts with water, for this reason packages must be waterproof!
CLASS 5 SECTIONS OF CORROSIVE MATERIALS AND ORGANIC PEROXIDES
Includes substances that produce onxygen when heated and organic peroxides.
Class 5.1:Flammable substances (producing oxygen when heated and reacts violently in humid
atmosphere. Ammonium Nitrate, Amonium Sülphate, barium chlorate, etc)
Class 5.2: Organic peroksides (explosive, highly flammable, shock and friction sensitive, reacts
violently with other substances)
Some Organic Peroksiedes are very unstable. Must be transported below controlled temperatures. If
controlled temperature exceeded immediately start cooling process!
CLASS 6 SECTIONS OF TOXIC AND INFECTIOUS SUBSTANCES
Includes toxic and infectious sbstances, could be transported with permission of Environment -
Agriculture & Health Ministiries.
Class 6.1: Toxic substances (cause death or injuries if swallowed, inhaled or skin contact, Arsenic,
anilyn, barium oxide, phenol, nicotin, lead, cyanide, mercury products, pesticides)
Class 6.2: Infectious substances (substances includes microorganism or toxin, bones, bone marrow,
meat pieces, furs , blood , medical wastes, bacterias, fungis, parasites, viruses, micropes vs.)
6.1-pesticisedes, chemical substances
6.2-Infectious bacteria, viruses, parasites, funghis
6.2-Category A: high risk ; Category B: low risk
CLASS 7 RADIOACTIVE SUBSTANCES
Radiation or particle emission processes in the form of energy (radiation) are self-disintegrating
agent. Classified by TAEK. Uranium, torium, some natural substances (coltane), medical equipment,
fire detectors. Transported by permission of ministry of energy. TAEK should be informed.
FISSILE : Uranium reactor fuel, barrel containers transported.
� Although there is no subdivision of Class 7 category of substances, indicating the degree of potential
danger, fm 1 (low radiation levels) to III (higher radiation levels) placed into three categories. Please
note that this application, 1 is the highest note that the inverse of the lowest in the packaging group
� Other features of the diamond-shaped label, distinguishes the three radiation risk category:
� Low radiation levels for substances (category I), label white and ' RADIOACTIVE ' (Radioactive) takes
place in a single vertical red bar after the word.
� Category II (medium level of radiation levels), the upper half yellow, the lower half white, the two

CLASS 8 CORROSIVE SUBSTANCES

Live tissues, injury or serious damage to the tissue through breaking liquid or solid substances.
Damaging live tissue, irritants, toxic or harmful, corrosive metal of steam, water reacting with solid
or liquid. These types of items in the vapor inhaled or in contact with eye glasses because it is
dangerous, masks, protective clothing, protective gloves should be approached with with acid.
CLASS 9 MISCELLANEOUS SUBSTANCES
Is a group of various hazardous materials and goods; they're dangerous decision but contains loads
of other classrooms that do not comply with the definition.
4.2 Hazardous Substances The Packages And Packaging
Dangerous substances and preparations, complying with the provisions of this regulation on the
transport of hazardous substances, under normal storage and handling conditions, Virgin, fugitive, spills,
contamination, and so on, they will be blocked out of the packing ways after being in the market.
Dangerous goods being carried does not necessarily closed (except for bulk transports) should be moved.
Hazardous materials packages, under normal circumstances, release is not the way out of the substance
manufactured and must be closed.
Packages will differ according to the structures and capacity. All items are UN certified packaging
must get boxed out. This mark is shown below, confirming the test details, date of manufacture,

Dangerous substances and preparations in the packaging of containers complied with the following
general rules are mandatory.
-The packaged item, packaging container out of the bulaşmamalıdır.

4.3 Placards For Hazardous Substances, Plates, Brands And Labels

4.5 General Principles Concerning Seperation of Dangerous Goods On Board and In Port Area)
While the handling seperating or segregating of each terminal or is quite different for each port
must be subject to the special rules for Class 1 (except fm 1.4S ), 6.2 ve 7.

f) Non-containerised Cargoes of different dangerous classes, should not be loaded on top of each
other. Same dangerous class with different secondary hazards and some Class 8 cargoes could load on
top of each other.
g) Applicable, including dangerous goods containers, tank containers and portable tanks should be
directly on top of each other stacking. It belongs to the same container containing dangerous goods
only for Classa exception should be allowed.

6. OPERATIONAL ISSUES
6.1 Procedures regarding berthing, mooring, loading/discharging, anchoring and safe stay of
vessels carrying dangerous goods;
In accordance with provision of “Port Facility Organisation ensures the safe system of access between
ship and shore” of the legislation regarding “Sea carriage of dangerous goods”;
A good communication is ensured between moored vessel and shore facility. The ring transportation
has been established between pier and main port gate in order to provide entry and exit of the ship crew
without being exposed to risks of the port field.
It is prohibited to walk on the port field for the ship crew and warning notice is posted in particular
points of the pier. There are marked pedestrian ways for the port personnel. The accommodation ladder
to be used as the means of access between ship and shore.
There are sufficient lighting on the pier in order to ensure sufficient illumination of the moored vessel.
The general layout plan is posted in neccesary points.
Initial vessel notification form in Appendix-11 has to be fully completed by the ship owner or the
agents of the incoming vessel. The incomplete forms will not be taken into account by the port

Anchorage Area for Vessels Carrying Dangerous Goods
In the 19th article of the Ports Legislation it is mentioned that “If practicable A separate anchoring
area to be designated for the ships carrying dangerous goods and it is to be segregated from other
vessels. Vessels carrying dangerous goods are not allowed to go out of their designated area, can not
anchor, can not berth without permission from the harbour master”, in respect to that article, the
anchoring area is between below coordinates for the vessels calling İÇDAŞ 1 and carrying dangerous
goods.

Vessels carrying dangerous goods will be moored at the most sheltered berths no:9/12. The safer stay
in port will be ensured at those berths which are most protected from local prevailing wind and strong
wind gusts. Pilotage and Tug Boat association is belongs to port management therefore coordination
and tug boat assistance will be provided in case of high risk occurrences. Besides safe and well
coordinated manoeuvring will be practised because of the Pilotage and Tug Boat association is belongs
to port management
6.2 Procedures regarding additional precautions according to seasonal conditions for loading,
unloading and ship to ship transfer;
As there is no dangerous goods transfer operations are being done and necessary has not been
granted, necessary procedures will be prepared according to dangerous goods classification.
There are no extreme low or high temperatures in respect to seasonal conditions in the region.
Additionally there are no major wind, sea and current changes and vessels being moored to berths which
are most protected by the breakwater from prevailing wind direction North/North East. The port is
maximum effected by short and severe West/North West winds therefore port’s meteorological
observatory station is continuously follow up the situation and small vessels are being taken to outside
the port in such cases.
Meteorological observatory station of the port can be followed by the WEB online.
6.3 Procedures regarding additional precautions according to seasonal conditions for loading,
unloading and ship to ship transfer;
Port operational procedures had been developed under this manual for the segregation, loading onto
transport unit or the vessel, unloading from transport unit or the vessel, handling, stowage, inspection
of the cargoes within IMDG Code transported by land or sea.

A designated container stowage field has been provided for the dangerous goods carried within the
containers as mentioned in the 19th article of the Ports Legislation. Containers except the dangerous
goods will not be stowed in this area. Segregation and separation will be carried out in this field
according to dangerous goods’ class and IMDG Code. “The chart for segregation of dangerous goods in
the port” is posted at the dangerous goods stowage field according to article 46 of the manual. It is
prohibited to load and unload of the IMDG Code Class 1 Explosives and Class 7 Radioactive Substances
by the sea or land within the port according to related legislation. I is prohibited to stow IMDG Code 2
Gases and Class 6.2 contagious substances. Class 2 and 6.2 cargoes can be being loaded and discharged
only direct from-to transportation unit. According to Article 19th of the Ports Legislation, If the shore
establishments could not provide stowage of the dangerous goods on the pier then they have to
transport them out of the shore establishment as soon as possible. In respect to that, class 5.1 oxidising
substance fertiliser, is subject to direct loading and discharging from-to transport unit, will not be stowed
within the port field. Loading and unloading inside the dangerous goods containers also will be carried
out within this area. Loading and unloading Class 6 toxic and contagious substances inside containers
will not be handled within the port. All classification, stowage, segregation, tagging, labelling,
preparation of cargo offer, preparation of related cargo documents within the port field are under
loader’s and carrier’s responsibility.
6.4 Fumigation, Gas Measurement and Gas Free and Related Procedure
Fumigated or fumigation marked CTU's transported by gas formation loads load-carrying units with gas
concentration values are greater then values indicated by Ministry units will not allowed to exit from
the port area without active or passive ventilation.
(2) Ministry determines and describes dangerous gas types and quantities. If the gas measurement
values will affect the safety of transport and handling operation active or passive ventilation must be
performed.
(3) Information on substances used for fumigation notified to the Ministry a 3-month period.
(4) Fumigation made measurements of cargo transport units producing gas or gas because of its
