2003 SAM T&S Division Report Executive Summary
• We understand our mission is to advocate and advance the understanding of professional responsibilities, opportunities and context in which engineers practice
• During the 2002-2003 operating year, we delivered technical content – primarily technical sessions and proceedings at one conference - in all five of our subject areas.
• We substantially grew our active volunteers from 4 to 33 and our primary membership by 3% - 6th best among all ASME technical units
• We organized these new volunteers into a 14 committee matrix structure lead by five programs; we also re-constituted our executive committee and re-established leadership succession
• But we did all this while incurring an estimated year-end deficit of $800 at the same time that COE has an urgent mandate to eliminate its overall operating subsidy
• We also have a number of administrative gaps remaining to be closed:– Key volunteer leadership vacancies remain– Strategic, operating and financial plans and governance documents are required– We still don’t know or understand our customers and stakeholders
We’ve been bailing furiously and the results are beginning to show…
… But the water is still dangerously high and we continue to leak.

The Technology & Society Division is the home within ASME for the Engineer- Advocate.
MissionTo advocate and advance the understanding of professional responsibilities, opportunities and context in which engineers practice.
Core Need
"The professional opportunities and responsibilities of engineers increasingly demand appreciation of the environmental, social, legal, ethical and political context in which engineer's work is embedded.”
Vision
The T&S Division is the pre-eminent ASME authority and source of advice and advocacy for engineers’ interactions within their society and environment.
Key Objectives 1,000 members, 100 volunteers, 10% surplus and 1 central place for professionalism and responsibility

established (pending E&TM and COE ratification at 2003 SAM)– 13 Program and Function committees have been established and 70% have named chairs– Basic information on the division website has been 80% updated or replaced

The Ethics & Technology Program will expand its activities to include closer collaboration with the Board on Professional Practice & Ethics
• Nine committee members
• Current focus on delivering technical content (conference sessions) in area of professional ethics as relates to engineering practice
• Single committee with no sub-committees; no representation on T&S functional committees except external relations (liaison to BPPE)
• Accomplishments since SAM 2002:– Recruited nine new committee members
• Goals for next twelve months:– One short course at DETC 2003– Two technical sessions at Congress 2003– Expansion of committee to include additional BPPE volunteers– Go/no go decision on new stand-alone ethics conference for 2005– Four website and one print newsletter articles– Document proposal for student “ethics” competition
• Resource needs:– 4 – 8 active volunteers and one strong committee chair– Staff support for conference investigation– Seed money for student competition– Estimated 500 hours of volunteer time (total)

One line overall summary of the History and Society Committee
• Number of committee members: Three Confirmed Members (Hiroshi Honda, Chair, Petter Krus (Sweden), and Winfred M. Phillips (ASME Past President)), and several more Prospective Members to be recruited from presenters at T&S’s History Sessions for IMECE 2000 to 2003 and from Region XIII.
• Mission: Identify, plan and promote research activities, and organize sessions for ASME’s IMECE and other events.
• How committee is organized: Planning and Organizing Sub-Committees (addition is considered), and A Representative to T&S Honors and Awards Committee.
• List of specific accomplishments: 5 Sessions of History of Manufacturing Engineering & Technology, Energy Engineering & Technology, Heat Transfer, Bioengineering, and Panel on Industry, Technology, Society and History were held at IMECE 2002 under collaboration with other technical divisions.
• List of 2 – 5 goals for next 12 months: 1) Recruitment of both American and International Members, 2) Enhanced Research Activities, 3) Expanded Technical & Tutorial Sessions, 4) Identification of New Business, and 5 ) Promotion via Publication and media.

The T&S Honors and Awards committee will become a sustainable organization contributing to division and society goals in the next year.
