INTRODUCTION
The Zhangiz-Tobe ICBM Complex is located80.0 and 23.0 nautical miles (nm), respectively,south-southeast of Semipalatinsk and Charskiy(Figure 1). It is in an area of generally flat-to-hilly terrain, with a maximum elevation of 2,369feet. '[The complex consists of a complex supportfacility and a possible rail-to-road transferpoint, two launch areas (A and 13) containingTypeBIC launch sites under construction, and an un-identified area. It is the first deployed ICBMcomplex to be identified that contains single-
silo launch sites.Construction activity was observed it the
complex support facility and Launch Area Al'Che com-
plex can be negated on photography of November
1962 The dimensions given forelements of the launch sites were obtained duringearly stages of construction and are subject torevision.
There are no SA-2 SAM sites in the vicinityof the complex.
COMPLEX SUPPORT FACILITY
The complex support facility (49-12N 81-10E) is 1.8 nm west of Zhangiz-Tobe, at theeastern end of the complex. It is served by aspur from the rail line between Semipalatinskand Alma-Ata, and also has road connectionswith the highway between the two cities. Thefacility (Figures 2 and 3) is still under construc-tion, and consists of a probable railhead and stor-age area, a probable administration and housingarea, and a probable housing area. Theprobablerailhead and storage area contains a long and ashort rail siding, four completed buildings, andabout nine more buildings under construction.To the east of it is the probable administrationand housing area containing about 34 buildingswhich appear to be completed. Eighteen of thesebuildings, in an area about 1,380 feet long and
940 feet wide, are enclosed by a fence. Ditchingis discernible around two sides of the fence.Part of the ditching extends 1,100 feet northeast
to an isolated building and some scattered equip-ment . The probable housing area, containingeight buildings, is north of the probable rail-head and storage area.
Construction activity can be observed in anarea about 3,000 feet east of the complex supportfacility. Eight building foundations, the largest250 by 50 feet, and considerable ditching areidentifiable. This activity probably is associatedwith the complex support facility.
The rail spur serving the complex supportfacility is still under construction and, on[ in June 1964, terminates just westof the switch to the sidings which serve theprobable railhead and storage area. Gradingfor extension of the spur curves southwestabout 4,100 feet beyond the complex supportfacility and terminates in an area of groundscarring. This is probably the location of afuture rail-to-road transfer point.

LAUNCH AREA A
Launch Area A consists of a Type IIIClaunch site and a site support facility (Figure4). It is 6.3 nm west-southwest of the complexsupport facility in a small valley. 'The launcharea was in a very early stage of construction inrebruary 1964 1 It was notevident in November 1962

and some equipment also can be identifiedwithin the site. No security fencing is ap-parent.
The site support facility is 2,500 feetnorth of the launch site. It contains only twobuildings and several pieces of equipment.

A fenced area, which measures 465 hy 330feet and contains three small unidentified ob-jects, is 2,500 feet west of the launch site. Twoother small unidentified objects are outside thefencing. There arc areas of ground scarring1,500 and 4,500 feet northwest of the launch site.
LAUNCH AREA B
Launch Area 13 consists of a Type IIIClaunch site and a site support facility (Figure5). It is 8.2 rim northwest of the complexsupport facility in a saddle between two hills.The launch area was first observed in June1964 and can be negated on photography of February 19641
The launch site was in an early stage of con-struction in June 1964 Anexcavation with two ramps leading into it is
visible within the site. Work appears to havebeen started on the silo coring within the exca-vation, which also contains three unidentifiedobjects or pieces of equipment. No securityfencing is apparent.
The site support facility is 700 feet southof the launch site. It contains only three build-ings. There is considerable ground scarring1,100 feet northwest of the site support facility.
UNIDENTIFIED AREA
An unidentified area (49-11N 81-06E) is2.8 rim southwest of the complex support facili-ty in a small valley (Figure 6). It was firstseen in June 1964 but wasnot evident in February 1964 1
The area is road served from the complex
support facility, and contains only three build-ings. Two small areas of ground scarring, oneof which may contain some shallow excavation,are visible 1,000 and 2,100 feet north of thebuildings.
