THE PROBLEM• climate change, desertification, food security, water scarcity, etc … are global problems
• Due to our limitation in terms of scientific knowledge-, at present we can face them onlylocally.
• Because of this the key of development is primarily in the hands of the localgovernments.
• Concerning water problems, basic needs are: 1) safe water to people; 2) water forproduction (agriculture and other economics).
• To satisfy these necessities, a model of governance is indispensable to secure theinterest of the community. Such model (any one) can be successful only if some essentialboundary conditions are ensured , i.e :
- political and social. Institutional instability, non democratic governments, inefficiency ofthe state apparatuses are factors which prevent rigorous control and regulating action inthe application of the governance model. On the contrary, facilitate bribery and extortion.
- economical . To create the political conditions so that the investments have social valueand contribute to the solution of the needs of the population. This means –in practicalterms- to take water were there is not, i.e. to the rural areas, whose population needs lowcost technological solutions. Normally this is not economically satisfactory.
-instruments for governance. A solid legislative frame is necessary to provide theinstruments for securing the interest of the community and controlling the investment. Aworking administrative apparatus is indispensable to assure control. Managerialcapabilities must be in place to assure the persuing of the objectives. Technical capabilitiesmust be in place to support the management in the implementation of the operation.
- Conflicts. Military conflicts, terrorism destroy the long run economy of the countriesfavouring short term economy.
THE SOLUTION
We belive that most likely, the only viable solution is in the long run, implementing principles of solidarity:
• cooperation and development
• investments for infrastructure apparatus
• training of local professionals who can then take up the management of complex systems,
• Technical assistance to local utilities in the organisation of their own systems
• international policies which can encourage the activities of the local providers for the “well-being” of the population.

• We expect that their responsibilities will be permeated with elements which reflect the concept of Man, such as justice, solidarity, development and welfare.

Hydroaid: goals The educational programme is a priority instrument in the
articles of the Association o achieve the goals ofcooperation and development.
The main goals of Hydroaid are:
• 1) to mantein open the technical dialogue with thirdcountries on a vital item like water;
• 2) to provide technical and scientific instruments for anefficient and improved management of the infrastructures andof the natural resources;
• 3) to improve the institutional capacity building andmanagement of the local utilities.
• 4) to re-new in the young professionals the traditionalcultures for the valorization of the local resources as essentialinstrument for the creation of sustainable developmentconditions.

Why a net?• Because the problem is global
Why cultural?
• To orient a common strategy versus a common goal: to improve the qualityof life of the population and to offer perspectives of development; to safe the environment.
• A common goal does not imply the adoption of standard solutions.
• Coordination in achieving the same goal is essential.
The net offers:• To share experiences; to get informed; to monitor others’ experiences; to compare
others’ applications; to rework experiences; to get technical support….etc … tobecome friends
