INTRODUCTION:In the midst of changing socio-economic ideas and change in basic needs, we need to
know the very definition of Affordable considered by our nation, by developed, and / or by other developing economies world over. In India, 25-30 years back a small vehicle, an air-conditioner, colour TV, washing Machine
& Refrigerator was not considered while designing Residential Housing in EWS / LIG segment. Equipment type and space requirements have also changed.Today, all these household equipments and other amenities are being considered as basic needs and is being considered while designing affordable / social / low cost housing.

Government of India has implemented low cost housing policy as priority development in its Budget since 2015. G O I has also defined characters for citizen’s eligibility of Affordable Housing in this phase of changed economy, also in its sizes & characters. Affordable housing never really took off in the realm of Governments in last three / four decades, as it remained a utopian dream for over 30 years. Rajiv Awas Yojona couldn’t be complete success story as expected during its planning period and several stages since its inception.
However, PMAY scheme has identified several zone for affordable housing and selected locations in seven Metro Cities.

COMPLETED AFFORDABLE HOUSING UDAIPUR, RAJASTHAN.The very growth of the project retarded during these decades due to multi-disciplinary reasons of GOI / state Governments. We are aware of Launching of “Housing for All by 2022” is a Government of India initiative under which, Indira Awas Yojana was renamed as Pradhan Mantri Awas Yojana, Grameen, and another scheme Pradhan Mantri Awas Yojana, Urban. The segmentation of EWS, LIG & MIG was incorporated in Affordable Housing in 2017. Both these program of Grameen & Urban comprising 50 million dwelling units were targeted to be built by financial year 2022. The government’s budgetary support for these two schemes has been increased from Rs 11,600 crores in FY 2015-16 to Rs 29,043 crores in FY 2018-19.
Rajasthan state showed a steady & monitored growth followed by West Bengal & Tamilnadu.

WORK IN PROGRESS - AFFORDABLE HOUSING UDAIPUR, RAJASTHAN.
To achieve the objective of housing for all by 2022, HUDCO has initiated a dual effort a) affordable housing delivery b) provision of urban infrastructure services , to facilitate implementation of all low cost Housing in the country. It envisages a major focus and thrust on low cost housing in order to achieve the national goal of home for all by 2022.
Govt. of India extended incentives benefiting in form of Tax reliefs, Interest subvention for such programs.It may be added that IGBC, CII Integration of Green ratings in the affordable housing segmented already implemented.

Looking at Social / Affordable Housing in other Developed Nations:
In developed economy Affordable Housing which is also known as Social Housing is meant for following three priority segments of the society:
a) Economically weaker sections of the society effected by unemployment,
b) Senior citizens identified as homeless
c) Working persons & students identified as homeless.

Based on the requirements, Developed nations has prepared targets to provide Social Housing in phased manner and a detailed survey speaks on achievements of almost 50 % in Great Britain & 75 % in other developed nations during over three decades commencing 1985.It is also noticed that Social Housing developed in these nations since early eighties maintained sustainability and energy efficiency in accordance with their climatic conditions and need. These nations defined green affordable / social Housing as “ A dwelling unit that deploys effective use of site resources, water conservation, energy efficiency, handling of house hold waste, optimum material utilization and design for healthy, comfortable and environmentally friendly homes”.

WIN-WIN POLICIES NEED TO BE INTRODUCED TO PROMOTE GREEN AFFORDABLE HOUSING
According to NHB emergent housing shortage is estimated at approximately 19 million units, of which over 95% are for the Economically Weaker Sections and Low Income Groups.
The National Housing Board has estimated that an investment of INR 8.5 Lakh Crore is required to meet the affordable housing gap. Based on this estimation Government of India in its affordable housing policy may consider the followings:• Speedy construction work of EWS & LIG units in the P MAY-Urban (@ As first priority in seven cities )• Building Bye Laws need to reconsider Affordable Green Building incentives in form of higher FAR & Population Density and need base synchronization among these.•State run agencies need to support infra-structure to accommodate additional population density.•Need for single window and fast track clearances for Affordable Green Buildings to save on time and cost over runs.• Demand & Supply of dwelling units need to be monitored in PPP Policy on EWS & LIG segment.•Need of lowering down Import duty and / or GST on construction materials required in Affordable Housing.•Construction period for tax benefits need to be reconsidered based on size of the project. This will boost economic viability of affordable housing projects and faster completion target.• Faster Financial support to EWS & LIG Housing segment .• Extending subsidy in advance to Micro level / individual dwelling units by state / local agencies.• Subsidy / financial support to adopt post modern Technologies for Mass Housing.

•Solar energy in water heating system / in lighting
•Energy efficient Fenestration;
•Energy efficient wall quality;
•Usage of insulated panel in 2 / 3 storied houses, in semi urban areas where land cost is low,
reduce cost of construction, time and utility bills;
•air quality improvements that reduce health care expenses;
•Community and personal gardens that provide local organic produce at little cost.
