Plan Amendment (DPA)
Alexandrina Council is updating its Development Plan to help grow the heart of Strathalbyn. We are seeking your comment on the proposed changes.
During 2013-14 Council consulted with the community and business sector on the preparation of the ‘Strathalbyn Town Plan’.
An important next step in implementing the Town Plan is amending the policies, which control and influence future development in and around the town centre.

The policy changes in this Development Plan Amendment (DPA) will affect the existing District Centre Zone and land located to the north, south and east. The proposed changes aim to reinforce the District Centre Zone as the retail, business and service heart of Strathalbyn.
The town centre will continue to be a focus for retail, commercial, civic, community and tourist related facilities for our growing community.

The Development Plan What’s it all about?
Details on
What is a Development Plan?Alexandrina Council’s Development Plan:
• Describes the desired character and development outcomes for the Council area.
• Specifies the criteria against which land uses and new developments are assessed.
• Provides policy that applies across the whole Council area, or in smaller areas such as zones, policy areas and precincts.
Councils are required to review and update the Development Plan to keep abreast with changes in development needs, government policy and community expectations.
What is a Development Plan Amendment?Council can change a Development Plan by preparing a Development Plan Amendment (DPA).
The Development Plan can only be changed by Council with the agreement of the Minister for Planning.
The DPA must accord with the State Government’s Planning Strategy, Council’s Development Plan and consider the Development Plans of neighbouring Councils.
A DPA is comprised of:
• Explanatory Statement summarising the rationale for the amendment and nature of the proposed changes.
• A Statement of Investigations which explains the investigations undertaken and their findings.
• Technical Instructions and Policies that comprise the DPA.
Steps in Amending the Development Plan
STEP 1 Council and Minister for Planning agree on investigations required to deliver the DPA via a Statement of Intent (Dec 2016).
STEP 2 Council undertakes Investigations (Feb-July 2017).
STEP 3 Draft DPA endorsed by Council and submitted to Minister (Aug 2017).
STEP 4 Approval from Minister to release the DPA for consultation (Oct 2017).
STEP 5* WE ARE HERE Concurrent consultation with public and State Government agencies, 9 weeks (Nov-Jan 2018).
STEP 6 Council conducts a Public Meeting to hear submissions (Jan 2018).
STEP 7 Council prepares a “Summary of Consultations and Proposed Amendments Report” and endorses the final draft DPA (Jan 2018).
STEP 8 Final draft DPA submitted to Minister for approval. Minister may approve, alter or reject DPA (Feb 2018).

These policy changes and the proposed streetscape improvements will assist in creating a new and vibrant Strathalbyn Town.

Rezoning the Adelaide Road land to Residential and amending the policy within the Strathalbyn North Policy Area 26 to reflect the desired balance of residential development, open space and appropriate small scale non-residential development.
The existing concept plan for this policy area will be amended accordingly, along with the removal of a reference to retirement villages, as well as other minor amendments to reflect the current development pattern.
To ensure the ‘open’ feel and sense of arrival into Strathalbyn is maintained by combining housing with open space and creating strong links to the existing linear park network.

This hub could accommodate sports grounds, community clubrooms, education centres, camping area and special event infrastructure.

Injecting a new objective and desired character statement and relevant provisions to discourage small allotments within the Industry Zone and, more specifically, on the Milnes Road land.
Amending the concept plan to remove the landscape buffer along the Milnes Road boundary.
What are we doing?
Why? These changes and the rezoning of Lot 10, Langhorne Creek Road provide opportunity for the harness racing club to relocate.
This, together with the proposed policy changes, opens up potential to encourage new investment in the industrial area.
