I appreciate your desire to have a quick resolution to your question. My inclination at this time is that it will be sufficient to serve documents by email upon Mr. Semanko for all those parties who designated him as their spokesperson, whether those parties also consented to email service or not. However, I think it is premature to finalize the service list in this matter while we still have pending deadlines for replying to the following items issued on June 14, 2017:

• Notice of Proposed Default Order

• Order Granting Petition to Intervene; Order Requiring Submittal of Information

• Order Authorizing Discovery; Scheduling Order; Notice of Hearing; Order Requiring Notice Regarding Participation

After the last deadline (June 30, 2017) has passed for the responses required in the orders, I will address the responses and also issue an order regarding the service list. The order will address which parties are to be served by email and which parties must be served by U.S. Mail, FedEx, etc.
