State investigators have determined that allegations of child abuse at a faith-based center for troubledchildren could not be substantiated.

Indianapolis television stations reported the state findings Thursday.

Child Protective Services began investigating allegations of spanking and confinement at the IndianapolisTraining Center after TV and newspaper reports in February.

A mother whose daughter was sent to the center by juvenile court told local TV stations that the girl wasconfined in a room for up to five days at a time and that she was struck with a wooden paddle, among otherallegations.

The agency said a claim that the girl was held down by teen-age mentors was true, but it said the action wastaken when the girl's behavior went out of control.

During the three-month investigation, Marion County juvenile court stopped referring children to the centerand the center ended a policy that allowed spanking, according to reports.

The center, which is affiliated with evangelical Christian  Bill Gothard's Institute  for Basic Life Principles inOak Brook, Ill., uses a program based on biblical teachings. The group also operates an orphanage forRussian children on Indianapolis' east side.

The training center opened in 1991 at the invitation of then-Mayor Stephen Goldsmith, according topromotional literature.
